© PA Images STATE OF POLICINGOF STATE Foreword This is my report to the Secretary of State under section 54 of the Police Act 1996. It contains my assessment of the efectiveness FOREWORD and efciency of policing in England and Wales, based on the inspections we carried out between April 2018 and May 2019. My report on the efectiveness and efciency of fire and rescue services in England will be published separately. This report’s structure and purpose Part 1 contains my assessment of the state of policing in England and Wales. In making my assessment, I have drawn on the inspections we carried out over the past year, as well as the fndings and reports of other organisations, and other information and analysis available to me. Part 2 gives an overview of the fndings of the inspections we carried out between 1 April 2018 and 2 May 2019, including a summary of our police effciency, effectiveness and legitimacy (PEEL) inspections. Part 3 sets out the full list of our inspections and other work in the year in question. The results of our individual inspections enable an assessment of the performance of individual forces, or a more general assessment of performance in specifc aspects of policing. I hope that people, including the public, who hold policing to account will draw on the overall conclusions in this report just as much as they draw on the specifc conclusions we have reached for each force. 6 STATE OF POLICINGOF STATE FOREWORD © Sussex Police Changes to our PEEL programme Inspection is a continuous process of design, monitoring and reporting; it isn’t just when we have ‘boots on the ground’.

U.S. DEPARTMENT OF AGRICULTURE U.S. DEPARTMENT WILDLIFE SERVICES OF TRANSPORTATION FEDERAL AVIATION ADMINISTRATION Smithsonian Feather Lab identifies Cerulean Warbler struck by aircraft on April 28, 2020 as the 600th species of bird in the National Wildlife Strike Database The U.S. Departments of Transportation and Agriculture prohibit discrimination in all their programs and activities on the basis of race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, or marital or family status (not all prohibited bases apply to all programs). Persons with disabilities who require alternative means for communication of program information (Braille, large print, audiotape, etc.) should contact the appropriate agency. The Federal Aviation Administration produced this report in cooperation with the U. S. Department of Agriculture, Wildlife Services, under an interagency agreement (692M15- 19-T-00017). • Historic Amusement Parks and Fairground Rides Introductions to Heritage Assets Summary
Historic Amusement Parks and Fairground Rides Introductions to Heritage Assets Summary Historic England’s Introductions to Heritage Assets (IHAs) are accessible, authoritative, illustrated summaries of what we know about specific types of archaeological site, building, landscape or marine asset. Typically they deal with subjects which lack such a summary. This can either be where the literature is dauntingly voluminous, or alternatively where little has been written. Most often it is the latter, and many IHAs bring understanding of site or building types which are neglected or little understood. Many of these are what might be thought of as ‘new heritage’, that is they date from after the Second World War. With origins that can be traced to annual fairs and 18th-century pleasure grounds, and much influenced by America’s Coney Island amusement park of the 1890s, England has one of the finest amusement park and fairground ride heritages in the world. A surprising amount survives today. The most notable site is Blackpool Pleasure Beach, in Lancashire, which has an unrivalled heritage of pre-1939 fairground rides. Other early survivals in England include scenic railways at Margate and Great Yarmouth, and water splash rides in parks at Kettering, Kingston-upon-Hull and Scarborough that date from the 1920s. This guidance note has been written by Allan Brodie and edited by Paul Stamper. It is one is of several guidance documents that can be accessed HistoricEngland.org.uk/listing/selection-criteria/listing-selection/ihas-buildings/ Published by Historic England June 2015. ROMAN CATHOLICISM ON TRIAL IN VICTORIAN ENGLAND: THE LIBEL CASE OF JOHN HENRY NEWMAN AND DR. ACHILLI MATTHEW C. MIROW* JUROR: I beg your Lordship to understand that we did not considerthis case as regards Protestantismand Catholicism. We only looked at it as a matter of fact.1 John Henry Newman (1801-1890) is one of the best known converts to Roman Catholicism in modern times.2 Born in Lon- don and educated in Oxford, he became a leader of the Oxford Movement during the 1830s. Asserting the catholicity of the Anglican Church, the Movement sought to reform Anglicanism .
