THORNHACKETT PARISH COUNCIL

Minutes of Council Meeting held on Wednesday September 20th at 1900 hrs in Village Hall.

Present: Cllrs. Simpson ( Chair), Lewis, Parker, Collis Parish Clerk C.Cllr. Penfold, D.Cllr. Lawrence, Cllr. Legg General Public 2 1.Apologies: Cllrs. Rogers, Pope, Losoba. Cllr. Simpson reported having received a resignation from Cllr. Losoba because of pressure from professional duties. 2.Declaration of Interests: No interests declared. 3.Minutes of last meeting of July 19, 2017. Minutes unanimously approved and signed by the Chairman.

4.Matters Arising: (a) Beer Hackett: The Clerk reported briefly on the site meeting with Highways organised by C.Cllr Penfold in mid August. It had been most productive ; new chevrons had been installed on the railway bridge; a ‘road narrows sign’ had been placed at the Lillington end of the hamlet. (b) Cllr. Parker outlined the outcomes of a consultation with DCA. His village questionnaire had confirmed sufficient support for a new notice board. DCA agreed that they might be able to support an Awards for All Application for the Village Hub Project dependent upon a feasibility study, but this would be at the expense of a portion of any grant awarded. Members were in agreement that Cllr Parker should initially continue with the notice board and exploration of small grants as there was evidence of a groundswell of support for this installation. This would be situated on the site of the present notice board. It would be necessary to re-consult Mr. Trench before installation. Action: Cllr. Parker to explore small grants for notice board, and consult with Mr. Trench. (c) Milestone repair: C.Cllr Penfold kindly agreed to pursue this with Highways. (d) Footpath initiatives. Council had responded to Tara Hansford’s Footpath initiative: a detailed inventory of deficiencies had been sent in with the help of Bill Brickell. Cllr. Pope had also spoken with her reference the construction of a cycle path from Thornford to . As yet no specific response had been received, but receipt had been confirmed. (e) Pollarding of Lime Tree. Should happen on October 30th. Action: Parish Clerk to confirm with Ian Downs. (f) Removal of dead trees Recreation Ground: Colin Powell had very kindly removed the trees. However, they had not created any significant gap in the hedging / fence. 5..Correspondence: DCC Local Access Recruitment Deadline Oct 6th.: Those wishing to engage in the policies going forward to encourage greater participation in access to the countryside and its many facets are invited to join the Dorset Local Access Agency. Details on notice board. DCC Dorset Area of Outstanding Natural Beauty 26thSeptember. Conference in Dorchester. Details from Parish Clerk. DAPTC; Reporting a collision: Report a collision form is available online. Members of the public can now report crashes providing invaluable information to Highways without the direct involvement of the police which might not be deemed appropriate. WDC Sandra Dreary: Legislation on placing Declaration of Interest details on Parish Council Websites. Cllr. Simpson had very kindly completed this intricate task. 6. Defibrillator Issues: Managed Solution Agreement; Cllr. Simpson outlined the terms of the Managed Solution Agreement with Community Heartbeat. The apparatus had now been installed in the two locations. The Village representatives would undertake necessary routine cheques and liaison with suppliers. Heartbeat were responsible for liability, insurance and the several requirements of legislative compliance etc.. Cllr. Simpson signed the agreement on behalf of the community. Initiatives were afoot to roll this out at Beer Hackett and their representatives had been advised by Dick Gayner. 7. Budget for Training: Training for new councillors. Action: Parish Clerk to book Cllr. Parker into both parts one and two. This would be within budget. / 8.Planning: Application: WD / D/ 17001579 Little Acre, 10 Grange Park. Erect first floor extension over existing attached double garage. WDD/17001810, 16, Morston, Thornford, Proposed first floor extension over existing garage. 9. Finance: (a) Conclusion of Audit notice (displayed on notice boards/ online); (b) Invoices: R. King Play Area—Grass May—July (Retro.) 225 B.G.Down. Pollard Lime Tree 460 plus VAT Village Hall Management Hire of Hall April—June 62.50 Play Inspection Operational Inspection July 60 Sherborne Castle Estates : Recreation Ground Rental 2017/18 870 Amendment of Standing Order mandate for above signed. BDO External Audit 120 Clerk’s salary July/ August Talk Talk Broadband rental August/ September 32.66 Meeting concluded at 7.50.p.m. 10: Public Forum: Cllr. Lawrence reported on the progress towards a unitary authority. Submissions were still being perused by the Secretary Of State. There was a possibility for funding for Village Hall equipment: Action: Parish Clerk to inform Carole Gibson. Cllr. Lewis reported that the Village had been awarded first prize in the Best Kept Village Competition. A cheque for £100 had been received.
