Abstract Studies of superintelligent-level systems have typically posited AI func- tionality that plays the role of a mind in a rational utility-directed agent, and hence employ an abstraction initially developed as an idealized model of human decision makers. Today, developments in AI technology highlight intelligent systems that are quite unlike minds, and provide a basis for a different approach to understanding them: Today, we can consider how AI systems are produced (through the work of research and development), what they do (broadly, provide services by performing tasks), and what they will enable (including incremental yet potentially thorough automation of human tasks). Because tasks subject to automation include the tasks that comprise AI research and development, current trends in the field promise accel- erating AI-enabled advances in AI technology itself, potentially lead- ing to asymptotically recursive improvement of AI technologies in dis- tributed systems, a prospect that contrasts sharply with the vision of self-improvement internal to opaque, unitary agents. The trajectory of AI development thus points to the emergence of asymptotically comprehensive, superintelligent-level AI services that— crucially—can include the service of developing new services, both narrow and broad, guided by concrete human goals and informed by strong models of human (dis)approval. The concept of comprehensive AI services (CAIS) provides a model of flexible, general intelligence in which agents are a class of service-providing products, rather than a natural or necessary engine of progress in themselves. Ramifications of the CAIS model reframe not only prospects for an intelligence explosion and the nature of advanced machine intelligence, but also the relationship between goals and intelligence, the problem of harnessing advanced AI to broad, challenging problems, and funda- mental considerations in AI safety and strategy. Perhaps surprisingly, strongly self-modifying agents lose their instrumental value even as their implementation becomes more accessible, while the likely context for the emergence of such agents becomes a world already in possession of general superintelligent-level capabilities. These prospective capabilities, in turn, engender novel risks and opportunities of their own. Further topics addressed in this work include the general architecture of systems with broad capabilities, the intersection between symbolic and neural systems, learning vs. competence in definitions of intelligence, tactical vs. strategic tasks in the context of human control, and estimates of the relative capacities of human brains vs. current digital systems. 1 Contents Preface 15 I One of the most significant researchers in artificial intelligence (AI), Stuart Russell from the University of California at Berkeley, published a book in 2019 on the dangers of artificial intelligence. The first pages of the book are nothing but dramatic. He nominates five possible candidates for “biggest events in the future of humanity” namely: We all die due to an asteroid impact or another catastrophe, we all live forever due to medical advancement, we invent faster than light travel, we are visited by superior aliens and we create a superintelligent artificial intelligence (Russell, 2019, p.2).

Modern cosmology teaches that the world might well contain an infinite number of happy and sad people and other candidate value-bearing locations. Aggregative ethics implies that such a world contains an infinite amount of positive value and an infinite amount of negative value. You can affect only a finite amount of good or bad. In standard cardinal arithmetic, an infinite quantity is unchanged by the addition or subtraction of any finite quantity. So it appears you cannot change the value of the world. Modifications of aggregationism aimed at resolving the paralysis are only partially effective and cause severe side effects, including problems of “fanaticism”, “distortion”, and erosion of the intuitions that originally motivated the theory. Such systems can be difficult to enhance. When we manipulate complex evolved systems, which are poorly understood, our interventions often fail or backfire. It can appear as if there is a ‘‘wisdom of nature’’ which we ignore at our peril. Sometimes the belief in nature’s wisdom—and corresponding doubts about the prudence of tampering with nature, especially human nature—manifest as diffusely moral objections against enhancement. Such objections may be expressed as intuitions about the superiority of the natural or the troublesomeness of hubris, or as an evaluative bias in favor of the status quo. This chapter explores the extent to which such prudence-derived anti-enhancement sentiments are justified. We develop a heuristic, inspired by the field of evolutionary medicine, for identifying promising human enhancement interventions.     Transhumanism Between Human Enhancement and Technological Innovation* Ion Iuga Abstract: Transhumanism introduces from its very beginning a paradigm shift about concepts like human nature, progress and human future. An overview of its ideology reveals a strong belief in the idea of human enhancement through technologically means. The theory of technological singularity, which is more or less a radicalisation of the transhumanist discourse, foresees a radical evolutionary change through artificial intelligence. The boundaries between intelligent machines and human beings will be blurred. The consequence is the upcoming of a post-biological and posthuman future when intelligent technology becomes autonomous and constantly self-improving. Considering these predictions, I will investigate here the way in which the idea of human enhancement modifies our understanding of technological innovation. I will argue that such change goes in at least two directions. On the one hand, innovation is seen as something that will inevitably lead towards intelligent machines and human enhancement. On the other hand, there is a direction such as “Singularity University,” where innovation is called to pragmatically solving human challenges. Yet there is a unifying spirit which holds together the two directions and I think it is the same transhumanist idea. During the course of our discussion we consider in particular the question of personhood. Fourteen years later, in 2011, IBM’s Watson beat two winners of Jeopardy! (Jeopardy is a general knowledge quiz that is very popular in the United States; it demands a good command of the language). In late 2017, DeepMind’s AlphaZero reached superhuman levels of play in three board games (chess, go and shogi) in just 24 hours of self-learning without any human intervention, i.e. it just played itself. Some of the people who have played against it say that the creativity of its moves make it seem more like an alien that a computer program. But despite all that, in 2019 nobody has yet designed anything that can go into a strange kitchen and fry an egg. Are our machines truly intelligent? Successes and failures of weak AI The fact is that today AI can solve ever more complex specific problems with a level of reliability and speed beyond our reach at an unbeatable cost, but it fails spectacularly in the face of any challenge for which it has not been programmed. On the other hand, human beings have become used to trivialising everything that can be solved by an algorithm and have learnt to value some basic human skills that we used to take for granted, like common sense, because they make us unique.
