Minutes of Meeting of the Town Council Held on Monday 11thDecember 2017 at Town Hall

Present: Dr Edmonds (Chair) Mr McWilliams, (Vice- Chair), Mrs Baker, Mrs Bolger, Mrs Gelinas, Mrs Green, Mrs Grove-Jones, Mr Hanton, Mrs Jackson, Mr Lilley, Miss Thomas & Mr Wilson. Mr Dixon (County Councillor), Mr Stevens (North District (NNDC) Cllr) , in attendance Clerk S. Wellerd. 644 Minutes The minutes of the last meeting was approved as an accurate record. 645 Apologies: Received and accepted from : Mrs Eden . 646 Matters Arising. -None. 647 Declaration of Interest Town Hall Management Committee: Mrs Baker, Mrs Bolger, Mrs Jackson and Mr. McWilliams. Development Committee –Mrs Grove-Jones. 648 Public Participation and Reports from County and District Councillors. Mrs Grove-Jones, reported that there was no news on major developments in Stalham. All the green spaces recommended by the Council have been approved NNDC has agreed a small increase in Council tax. Cllr Dixon said that he had suggested road improvement at junction of A149 with Old Market Road, Highways have said insufficient traffic for roundabout or traffic lights. |He then said that regarding a contribution towards the Staithe design it would depend on the Town Council decision. County Council allowances have been increased and Cllr Dixon voted against this in view of the level of cuts being made. Councillor Stevens said that the Business Forum had held a successful yuletide market and will have a surplus. It hopes to repeat this next year. Cllr. Grove-Jones said she is meeting the local Police Inspector for this area to discuss the implications of the changes. 649 Town Planning Applications: PF/17/1962 26 Teresa Road, NR12 9EB Dormer extension to north side roof slope. No Objection - unanimous b. Decisions: BA/2017/0376/FUL Wayford Park River holidays Wayford Bridge Replacement reception and dinghy store. Permission Granted. 650 Norfolk Constabulary: Apologies received from Safer Neighbourhood Team. 651 Chairman’s Announcements. Dr Edmonds had attended a presentation on Sutton Mill and reported on this. 652 Correspondence Received- a. Norfolk County Council Budget Consultation. The Council agreed that it is not against the proposal of merging the children’s centre and the library providing neither service is lost in Stalham. Members discussed other items and gave opinions. Clerk to circulate response regarding Highways, gritting bus subsidy and recycling to be agreed by members, b. District Council – letter re: Future grounds maintenance provision. For January meeting c. Local Plan for Consultation- noted d. North Norfolk Town and Parish Forum update- noted but Stalham Town Council is not represented by this group. e. Email re Christmas fair and Street closure This was forwarded to the Business

Forum noted. 653 General Purposes Committee a. Adoption of report Resolved: Not to pursue option for Yarmouth Road Bus Shelter but to look at options for High Street replacement in 2018. Proposed: Phil Hanton Seconded: Mr Wilson agreed unanimously 654 Town Hall Report from Mrs Baker, the Committee is going to have a meeting in January and AGM in February 2018. Loft insulation has been improved. 655 To receive a financial report a. Authorise payments and notification of income Resolved: To approve payments and note income As attached as appendix 1 Proposed: Miss Thomas Seconded: Grove-Jones Agreed unanimously b. Budget report to date – noted. 656 Staithe Forum 8.35pm Mr. McWilliams left the meeting. It was noted that there had been a very productive and positive meeting. Dr Edmonds gave the background regarding the proposal for the Town Council to be the lead authority. Nigel Dixon said that this project with have several benefits and agreed to contribute £1K towards the design. Members discussed the project and the role of the Council. The Council resolved to be the lead body on a project to repair and improve the Staithe in Stalham – being the area immediately adjacent to the water and providing the Staithe function. The Council resolved to commission a feasibility study and a design to improve the Staithe to be funded from Earmarked reserves. The Council agrees to set up a working party with other statutory bodies to agree a brief for the feasibility study and design.
