' •' • • 31 33 $2,122 27 There remained in the treasury Sept. 30, 1879, an unex­ pended balance of the annual appropriation amounting to $761.20, which will be needed to meet the ordinary expenses for the Library for the balance of the year. It has been the policy of the Commonwealth of Massa­ chusetts, from the earliest days of its existence, to foster with a generous care all those agencies which tend to the intellectual improvement of its citizens. Its liberal provision for has made it one of the most cultured and progressive of civilized States. Foreseeing that intellectual and material prosperity must depend largely upon the enlightenment and wisdom of those chosen to frame its statutes, it took the initiatory step nearly fourscore years ago, which has resulted in the general inter­ change of State publications, and the establishment of legis­ lative libraries as a part of the State system throughout the Union. The Massachusetts State Library to-day is the result of the selection and conservation, during a period of over half a century, of the publications which were best adapted for the illustration of the history of the State, including all its local municipalities, of its natural and industrial wealth, 70 STATE LIBRARY. [Oct. of its mental and material progress, of its comparative re­ lation to the growth of other States, and of the history and resources of the nation it has contributed to establish and perpetuate. The collection of over forty thousand volumes which now crowd its shelves is especially notable for the rare judgment displayed in its selection, and is a perpetual memorial of the discrimination and fidelity which marked the service of the late Dr. Jackson as its acting librarian during the long period of twenty-seven years. Judged by its aggregation of volumes, the State Library, though dating its formation among the earliest, will not compare favorably with the State libraries of some of the other States. But its situation in the immediate vicinage of the Boston Public Library, the Boston Athenaeum, the Har­ vard College Library, and the various and valuable special libraries which are easily available for use in the City of Boston, furnishes a strong argument for confining its pur­ chases in the future, as in the past, to a special and limited field.

E xchanges. The annual statutes and reports of the judicial decisions of the several States and Territories, and of the Provincial Governments, are now obtained by watchful attention to the system of inter-state and colonial exchange, the establishment of which is due to the wise forethought of a Massachusetts Legislature. During the past year the authorities of other States, and especially those of the Canadian Provinces, have responded cordially and promptly to any suggestion of the needs of our Library, and, with very few exceptions, the publications of other States have been forwarded without delay as soon as they were issued from the press.

P urchases. An increasing annual expenditure is necessary for the provision of the expensive but indispensable compilations and revisions of statutes and digests of reports, which are mainly the publications of private enterprise. The purchase of the Reports of the Supreme, Circuit, and District Courts of .the United States, together with the necessary digests, 1879.] PUBLIC DOCUMENT — No. 3. 71 indexes, &c., also increases annually tlie expenditure in the law department. Other purchases have been confined almost exclusively to encyclopaedias and other books of reference, historical works of standard value, both general and local, to works on political economy, finance, social science* and to volumes upon such other topics as would be found useful for legislative reference. Considerable exertion has also been made, and with some degree of success, to secure missing volumes for the com­ pletion of such fragmentary series as were found upon the library shelves. Something has been accomplished; but there is more work of this character to be done to meet obvious deficiencies.

D eficiencies in A m erican L aw R epo rts. Attention has been called in previous years to the de­ ficiencies in our Law Reports, both of the American and the English courts. Such deficiencies often annoy those who consult the Library, as they should, with a confidence that they will find upon its shelves the court Reports, English and American, in complete series. While the expediency of an expenditure at the present time sufficient to meet all these deficiencies may be questioned, the wisdom of one step in that direction, by a special appropriation to complete our series of American Reports, would seem to be manifest. The deficiencies in these cover about two hundred volumes, many of which are now expensive on account of their rarity; but as, for the same reason, they are increasing in value from year to year, it would not seem to be sound and wise econ­ omy to defer the purchase. It is thought that the expense of supplying these deficiencies in our American Reports would not exceed a thousand dollars, and the expenditure would render that department complete, — a completion which the librarian would take pride in maintaining year by year, without further expense, by careful attention to the system of exchange.

I ndexes to R esolves and L eg islativ e D ocuments. Several of the early volumes of the Resolves passed by the Legislature were never properly indexed. In those days the future importance of a good index was not comprehended, 72 STATE LIBRARY. [Oct. and consequently the indexes made are now almost utterly valueless, and, added to this, they are often misleading. The meagre indexes that exist are appended to the resolves of each session, which in themselves often cover only a few leaves, while the resolves of several of these sessions are bound in one volume; so that the only way of satisfactorily determining what they do or do not contain is an examination of the text page by page. Manuscript indexes have been prepared to a few of these volumes; but the ten volumes of Resolves covering the period from May, 1780, to May, 1812, have only fragmentary, meagre, and often erroneous indexes, leading to a vexatious waste of the time and temper of those who are driven to the unfortunate necessity of consulting them. It is probable that a few hundred dollars would cover the expense of the preparation of a careful analytical index to these volumes by some one skilled and experienced in the best modern methods; and, if this was done, all our laws and resolves wovdd be readily accessible by means of accurate and reliable indexes. Several years ago one of the experienced assistants in the Library commenced an analytical card-index to the published legislative documents, which has been continued from year to year, as time could be spared from other duties. The time absorbed in the preparation of the new Catalogue has inter­ fered somewhat with the revision and completion of this index. After the completion of the Library Catalogue, a careful revision of this index will be undertaken; and when it is completed, without asking any special appropriation from the State, it will be of invaluable service and convenience to members of the Legislature, and others who have frequent occasion to consult these voluminous documents. It may be considered expedient at some future day to publish such an index for public information and convenience, as New York and some other States have already done.

Re-ARRANGEMENT OF STATUTES AND LiW REPORTS. The most important internal change made in the Library during the year has been the re-arrangement of the statutes and law reports. This work, which has involved the moving of at least a fourth of the books in the entire Library, was under­ taken from the conviction that this portion of the Library, the 1879.] PUBLIC DOCUMENT — No. 3. 73 most distinctive and valuable, as well as that most frequently consulted, should be rendered the most easily accessible to the public. The former arrangement, of the collections lrmn each State in the chronological order of the admission of the States into the Union, was doubtless the best that suggested itself in the formative stage of the Library; but with the present multiplication of States and Territories, and the crowded condition of the alcoves, it rendered explanations necessary to visitors, and often needlessly embarrassed them in their search. The English statutes were on the first floor, and the English law reports in the gallery above ; while the State alcoves were incumbered with legislative journals, and other State documents of a legislative and miscellaneous char­ acter, which were seldom needed for reference, and crowded the alcoves to overflowing. In the re-arrangement, the shelves in some of the cases have been changed, so as to place in an upright position the large volumes of the brench and English statutes and other large octavo and folio volumes which have heretofore been piled upon the shelves, to the manifest inconvenience of those who had occasion to consult them. The English law reports have been removed from the gallery to the lower floor, and now follow the statutes of the realm in regular chronological order. The collections from each State and Territory succeed one another in alpha­ betical order, commencing with Alabama, and ending with Wyoming. The legislative journals and documents, with the exception of those of our own State, have been removed, and arranged, by the construction of additional shelves, in the upper gallery. The law reports and digests follow the stat­ utes and revisions under each State in chronological order. Space has been provided for the additions to this depart­ ment for several years to come, and great caie taken to place the live, working portion of the Library in the best and most easily accessible order. By the new arrangement, Massachu­ setts occupies the central alcove, and a special case has been prepared for the manuscript journals of the Senate and House, which were formerly distributed through three alcoves. It is believed that the improved arrangement will commend itself at sight to those who have occasion to consult the Library, and it has been accomplished by the regular em­ ployees'of the Library, largely outside of library-hours, and without extra expense to the State. 74 STATE LIBRARY. R oom and I mprovements n eed ed . Several years ago, attention was called to the pressing necessity for additional room for the accommodation of the growth of the Library. With the present restricted shelf- room, the best classification of the miscellaneous department of the Library is impossible, and the necessity for additional room is becoming daily more imperative. Should the pro­ posed enlargement of the State House, by placing an addi­ tional story over the Library, prove feasible, doubtless an additional room might be provided for library purposes; but, if this plan does not meet with favor, additional space might be secured in the present room, at the expense of its archi­ tectural beauty, by enlarging the alcoves in the first gallery to the same size as those on the floor, by the construction of alcoves of similar size in the second gallery, and the con­ struction of a third gallery, which would utilize the space to the ceiling. This plan would nearly, if not quite, double the present capacity of the Library. The Library is also sadly in need of a new carpet for its floor and a new coat of paint upon its ceiling and walls. •

P reservation of N e w spa pe r s. The Library now possesses valuable files of several of the daily newspapers published in the City of Boston; but the press of* other sections of the State is almost entirely unrep­ resented. If a suitable room could be provided, and assur­ ance given that the files would be suitably bound and preserved, it is probable that many, if not all, the pub­ lishers of local newspapers throughout the State would gladly contribute their issues, and assist in the formation of a collection that would be of inestimable value in the illus­ tration of the local history and progress of the State. Such a collection would afford the richest mine of materials for the student of our history or political and social economy. No such collection, upon any systematic and adequate scale, has ever been attempted in the State; and, as there is no one department of the Library more frequently called into requi­ sition than its newspaper files, a general collection of the issues of the periodical press throughout the State would greatly enhance its value. 1879.] PUBLIC DOCUMENT — No. 3. 75

T h e Ne w Catalogue. The final pages of the new catalogue are now passing through the press, and it will be ready for use before the opening of the legislative session. It will form a large oc­ tavo volume of about one thousand double-column pages, and it has been prepared with the utmost fidelity and care. Its compilation has been under the direction of Miss E. M. Sawyer, one of the regular library assistants, with the aid of Miss A. I. Appleton. The skill and care with which the work has been performed will be appreciated by those whose convenience its results will serve.

D onations. It will be seen that the Library has been the recipient dur­ ing the year of quite a number of valuable books and pam­ phlets, through the generosity of societies and individuals. The sources from which they have been received are indi­ cated in the alphabetical list of additions during the year, and the thoughtful liberality of the donors is most gratefully acknowledged. Especial mention should be made of the readiness with which the compilers of genealogies and family histories have contributed to the value of that department of the Library, of valuable assistance in the obtaining of public documents which has been rendered by the Hon. George I . Hoar and the Hon. George B. Boring of our congressional delegation.

E ducational I nflu en ce of t h e L ibra r y . The State Library, as now organized and controlled, should hold an important relation to the educational interests of the State. It should contain the best thought of the trained educators of the world upon the vital interests of popular education. It should place at the disposal of those who are to legislate for, direct, or carry out in practical detail our system of free schools, the freshest statistics and the latest records of the improved and progressive systems of educa­ tion. It should do more than this. The free public-library sytem is one of the most important instrumentalities for stimulating the intellectual improvement of the people, and may be considered the most potent educational force co- 76 STATE LIBRARY. [O c t.’79. existent with our school system. In 1876 there were 452 tree public libraries, containing 300 volumes and upwards, in the State, distributed in 228 of the 334 towns and cities. Instead of being unknown to the mass of the people of the State, the influence of the State Library should be felt in the encouragement given through its agency to the estab­ lishment of a free public library in every town and village in the State, — especially in every village which is largely com­ posed of an industrial population. To this end, the Library, and those who have it in charge, should be able to supply educators and those who can be interested in the foundation, maintenance, and care of free public libraries, with the best information which can be furnished in regard to the selection of books, and to give competent advice in regard to the latest improvements in library economy. In its own admin­ istration it should furnish a model to every public library in the State in one direction, at least,'— that a public library should anticipate rather than follow the necessities of the people it is to benefit. The present practical co-operation of the libraries of the world, and the recent interesting and profitable session of the American Library Association in Boston, have caused a marked revival of the popular interest in the establishment and economical management of public libraries, — a revival which the influence of the State should encourage, and with which all its educational agencies should cordially co-operate. To the popular enlightenment which the free library, as wrell as the free school, serves to promote, the Commonwealth owes its present high standing among the local governments of the world, its culture and refinement, its intellectual free­ dom and moral purity, — the only sure foundations of its future advancement and prosperity.
