North Neighbourhood Policing Update West End

This report covers the three month period of October, November and December 2018 for the Parish of West End.

I hope you all had a good Christmas and New Year.

My aim as the Sergeant responsible for your Neighbourhood Policing Team is to provide you with an overview of the current crime figures, highlight any trends or patterns, seek feedback and your views in relation to the report, and then set/update our community priorities based on all of the information we already have (seasonal trends / previous priorities / district problems / county wide problems etc).

Our Neighbourhood and Response Teams have now returned to Hedge End Police Station, following 6 months based at whilst Hedge End was refurbished. Our new Police Station is now much more fit for purpose and we have better interviewing and statement taking facilities to meet the needs of the Hedge End community.

We have had some staff changes.

We welcome back PC Jason Steel from where he spent 6 months. He is now back as the beat officer for West End.

PCSO Emma Heaton has moved on from Constabulary and is taking up a new role for Hampshire County Council. We thank her for all her contributions to the West End area and wish her the best of luck with her new career.

Crime Summary:

The following table gives you an overall comparator for October, November and December for 2017 comparted to October, November and December in 2018 in terms of total recorded crime:

So overall across both beats, the crime figures have slightly increased by 12 crimes over the 3 month period, compared to the same period last year.

There doesn’t seem to be a particular area of concern- there has been a slight overall increase in violence offences, thefts and damage.

I have reviewed into some of the areas where there has been an increase. Generally although some of these areas are shown in ‘the red’ the amount of crimes there have been an increase by are just a couple over a three month period, so not concerning crime waves. Out of the ‘violence’ incidents in West End North 20 were without injury and 10 were ‘with injury’. Some examples of the incidents ‘with injury’ include a security guard being pushed and scratched to the arm by a shoplifter, a family domestic where adult sons and father caused injuries to one another during a fight, a female hitting her ex-partner with a jacket across the face casuing a graze and one female alleging she was punched by another female known to her. The violence incidents tend to be either domestic incidents or involving parties known to one another, as opposed to ‘stranger’ violence in public.

In relation to the increase of criminal damages, upon revieiwng these, none are arson, and all are damages. They are largely vehicles that have been damaged and generally these seems largely confined to several neighbour disputes where the victims suspects another local resident to be responsible.

There have been a few theft from motor vehicles in the area. Largely these have occurred within Hedge End rather than West End. Police are keen to speak to this male. The items stolen have included a dash cam, a wallet containing bank cards and a laptop.

Court Result: A man from Southampton has been jailed for a year and ten months after admitting driving, theft and assault offences. Nathanual Hemy, 20, of Keynsham Road, appeared at Southampton Crown Court today (Tuesday 20 November). He pleaded guilty to charges of taking a motor vehicle without consent, aggravated vehicle taking, dangerous driving, driving whilst disqualified, assault and escape from lawful custody. The court heard that police officers in an unmarked car stopped a stolen motorcycle at the junction of West End Road and Chalk Hill, Southampton, at around 3pm on September 11. The motorcycle had been taken from an address in two days earlier. Hemy, who was riding the motorcycle, ran from the scene but was stopped shortly afterwards. The court heard that as he was being detained, Hemy evaded custody by driving the unmarked car away, dragging an officer along the road for a short distance. The male officer sustained grazes to his arms and knees and attended Southampton General Hospital for treatment. The unmarked car was recovered a short time later, having been driven dangerously through a residential area, the court heard. Hemy was arrested the following day. Today, Hemy was sentenced to the following:

 Causing actual bodily harm – 1 year 10 months  Aggravated vehicle taking – 10 months (to run concurrently)  Dangerous Driving – 10 months (to run concurrently)  Taking a motor vehicle without consent – 4 weeks (to run concurrently)  Disqualified Driving – 4 weeks (to run concurrently)  Disqualified Driving – 4 weeks (to run concurrently)  Escape Lawful Custody – 2 weeks (to run concurrently)

Following the hearing, Acting Superintendent Phil Lamb said: “Hemy’s actions that day were reckless and dangerous. “He put officers and members of the public at risk of serious harm simply in order to evade arrest. “It took up a significant amount of resources responding to this incident and in later detaining him. “I would like to thank all the officers who responded at the time or who were involved later in bringing Hemy to justice, and also the public who came forward to help us find him.”

Anti-Social Behaviour Summary:

ASB is a little bit trickier to drill down into the detail of because of the varying ways it can be recorded on our system. I have included below a table which shows ASB reports from the last 3 months in comparison to the previous 3 months.

So overall there have been 9 fewer ASB incidents than in the three months prior. I feel this is good achievement bearing in mind during this three month period we have had Halloween and Fireworks Night where we traditionally experience heightened ASB.

‘ASB’ can be further split into ‘Environmental’, ‘Personal’ or ‘Community’. Some of the above are listed as ‘Environmental’ which can include things such as noise complaints and littering. Most of the above relate to ‘ASB Community’.

Other work

The team have been busy conducting lots of activities around the area. Alongside our core work of safeguarding domestic violence victims, vulnerable victims of fraud and managing high risk domestic abuse offenders and repeat offenders causing impact to the area, we have attended the below events as examples.

Below are a few examples:

 Horse Awareness session using contacts within the Hampshire Horsewatch Volunteers, to provide staff with awareness when deployed to deal with loose horses.

 Crime prevention Police drop-in stands at Asda.

 Further patrols and engagement work around Townhill Junior School in relation to ongoing parking matters.

 Remembrance Day Parades. Hedge End Neighbourhoods Team attended parades in the main town centre, West End and Botley as well as others in , and Hamble.

 Attending the ‘Safe Drive Stay Alive’ presentation offered at Kings Community Church to provide information to young drivers about the hazards of the roads. This can help our staff to target antisocial driving and road related offences that affect the community.
