005/21/PL PLANNING CORRESPONDENCE

1.Barriers in Chapel Road – Latest update – Man hole covers in short supply Deputy Clerk confirmed these are in short supply.

2. Telephone call received from a member of Burnett’s Lane Residents Association: Would like to raise concerns regarding the One Horton Heath development: • There has been frequent fly tipping along Burnett’s Lane when the road has been closed • Integrity of Burnett’s Lane has been compromised due to HGV’s and large vehicles visiting the OHH site. Increase in the number of potholes. They have been repaired, however due to poor drainage and excess surface water, this causes the potholes to re appear. • On the Chalcroft site – due to tachograph rules, vehicles haven been parked along the side roads and lay bye’s and drivers have been sleeping in their vehicles. • Are there any plans to connect the cycle route from OHH and Moorgreen Road? This will ensure a safe route connecting the development to cyclists wishing to access West End village facilities. • When Burnett’s Lane road has been closed, the turning circle has not been big enough - making it difficult for larger vehicles to turn. • It is not clear on the plans where the nearest bus stop will be. The development should be encouraging the use of public transport and sustainable travel. • The OHH development should take inspiration from the new Poundbury development in Dorset, on land owned by Prince Charles. • These points have been previously raised with EBC, however no response has been received.

Has been passed to and Horton Heath Councils. Cllr Asman advised she is happy to contact Horton Heath council if there is any further communication.

006/21/PL HIGHWAY MATTERS

1. Details of closures for the Ageas Bowl 2021 Season – noting that closures may not occur on all dates listed, depending on match results. The closure itself will be the same as in previous years.

Road to be Closed: Botley Road (B3035), from the Moorgreen Road roundabout to the Tollbar Way roundabout.

Alternative Route: Tollbar Way - Charles Watts Way - Moorhill Road - Church Hill terminating here with access to B3035 (High Street, West End) for West End Village Only, the route will be fully signed on the day. Access will be maintained for residents and businesses throughout the closure with the exception of the period of pedestrian egress at the end of the event (approx.1 ½ hours), during which time all vehicular access will be unavailable.

2. E-Bulletin 17th March 2021 – M27 Works – Right click to open link

3. UPDATE: M27 Junction 7 – Installation of new traffic signals We are writing to advise that we will be revisiting M27 Junction 7 Hedge to undertake remedial works to the traffic signals and road markings reinstatement. The works will take place overnight on Tuesday 20 April 2021. For the safety of our workforce and customers, we will close the junction 7 roundabout and all approach roads overnight, between 9pm and 6am. Signed diversions will be in place and heavy goods vehicles will be diverted via junction 8 to access Hedge End (see more details overleaf). As part of these overnight closures, we will need to close Charles Watts Way from the Tollbar Way roundabout to the junction 7 roundabout. This will mean that access into retail park will be restricted, for Starbucks, SCS, Oak Furniture Land, Next Home, DFS and Carphone Warehouse We will be able to safely escort vehicles out from the car park, but will not be able to provide access to your store for customers, staff or deliveries after 9pm. Please be aware that these works are subject to change due to weather conditions or unforeseen circumstances.

Diversions Closure of the top of B3036 Upper Northam Road (from Hedge End Centre) and of the slip roads at junction 7 • Road users on the M27 eastbound carriageway wishing to exit at junction 7 will need to continue along the M27 to junction 8, then follow the route detailed above • Road users on the M27 westbound carriageway wishing to exit at junction 7 will need to continue along the M27 to junction 5, travel all the way around the roundabout and join the M27 eastbound carriageway to junction 8, then follow the route detailed above

Closure of Charles Watts Way Link (east of the M27/Hedge End) • Traffic to the east of junction 7 wishing to access the M27 or A27 (towards Southampton) will be diverted to continue along the A334 towards Botley, travel south down Kings Copse Avenue and Barnfield Way towards junction 8 • Those wishing access the area to the west of the M27 should then take the second exit off the roundabout and continue along the A3024 to the Windhover roundabout, take the fourth exit to access the A27

Closure of Charles Watts Way Link (west of the M27/) • Traffic to the west of junction 7 on the A27 will be diverted to continue south on the A27 to the Windhover roundabout, take the first exit onto the A3024 to head towards junction 8 • Those wishing to travel to Hedge End should take the second exit off the roundabout and continue along Barnfield Way and Kings Copse Avenue • At the A334 roundabout, road users can then either take the first exit for the town centre, the second exit to head towards the retail parks or the fourth exit to head towards Botley
