Telephone call received from a member of Burnett’s Lane Residents Association: Would like to raise concerns regarding the One Horton Heath development: • There has been frequent fly tipping along Burnett’s Lane when the road has been closed • Integrity of Burnett’s Lane has been compromised due to HGV’s and large vehicles visiting the OHH site. Increase in the number of potholes. They have been repaired, however due to poor drainage and excess surface water, this causes the potholes to re appear. • On the Chalcroft site – due to tachograph rules, vehicles haven been parked along the side roads and lay bye’s and drivers have been sleeping in their vehicles. Planning & Highways Committee – 6th April 2021 • Are there any plans to connect the cycle route from OHH and Moorgreen Road? This will ensure a safe route connecting the development to cyclists wishing to access West End village facilities. • When Burnett’s Lane road has been closed, the turning circle has not been big enough - making it difficult for larger vehicles to turn. • It is not clear on the plans where the nearest bus stop will be. The development should be encouraging the use of public transport and sustainable travel. • The OHH development should take inspiration from the new Poundbury development in Dorset, on land owned by Prince Charles. • These points have been previously raised with EBC, however no response has been received. Has been passed to Fair Oak and Horton Heath Councils. Cllr Asman advised she is happy to contact Horton Heath council if there is any further communication. 006/21/PL HIGHWAY MATTERS 1. Details of closures for the Ageas Bowl 2021 Season – noting that closures may not occur on all dates listed, depending on match results.

    December 2020 Foreword from District Commander Chief Inspector Marcus Cator Welcome to the December edition of the Policing Eastleigh partnership newsletter – it comes with a round-up of our work over the past few months and some of the plans for the future. This year has been extremely challenging for all, and policing has had its equal challenges. The impact of Covid-19 on us all has been significant across our communities and also impacted upon the types of incident and crimes we have been managing. Trying to get the balance right, to keep on top of those who insist on committing offences, whilst trying to support the public health focus of trying to manage the impact of a pandemic has been extraordinary. I can only applaud all keyworkers and all of those hard working members of society, who have had to try and keep pace on these challenging times. From schooling at home (I have a refreshed respect for those in education!), working from home and trying to keep our families safe, the challenges have had a significant impact on everyone’s welfare and mental health. Despite this, some good news in relation to new faces joining the team! Inspector Louise Hubble has recently joined the district, who comes with a wealth of knowledge and understanding of rural crime and 21 years’ experience of policing. Louise will be joining Hedge End Sector and supporting Sgt Stu Jackson and T/Sgt Ian Simpson’s teams. Alongside this, we have six new officers joining us under the latest recruitment campaigns from Hampshire Constabulary; two have started in November, two more join us in December and then two more in January.

    Amiri win £4 million project with Lumenisity® Limited in Romsey Amiri start new build of clean rooms and laboratory refurbishment for leading fibre optic cable solutions developer Lumenisity® Limited Amiri Construction are starting on a £4 million new build of a facility to house multiple optical fibre draw towers, associated support laboratories and internal refurbishments. The project located at Lumenisity’s headquarters in Romsey, sees the refurbishment of part of the existing industrial building with land adjacent to the property for the new build. A link corridor connects the current building to the new tower rooms. The project is due to be completed in the Summer of 2021. Liaison between Lumenisity and Amiri site management is critical at all times to ensure all work is being carried out whilst keeping the existing building a live and working environment, with minimal disruption. Lumenisity was formed in 2017 as a spin out from the University of Southampton’s ORC, to commercialise their ground-breaking hollowcore fibre optic and cabling technology to produce CoreSmart™ solutions, recently introduced to market. Their goal is to be the world’s premier high-performance hollowcore cable solutions provider. This build will enable on-site manufacture and test of both Lumenisity’s NANF™ based fibre and CoreSmart cable solutions.     Case study on service delegations to local (parish and town) councils EASTLEIGH BOROUGH COUNCIL AND PARISHES (HAMPSHIRE) This is an example of service delegation being undertaken across a whole Borough, namely Eastleigh in Hampshire and its ten local parish and town councils. Eastleigh Borough Council has been forward looking in its approach to delegations and it actively encourages local councils to explore the benefits of delivering services more locally to citizens. Context "The welfare of the people is the most important law is the motto of Eastleigh Borough Council. The current Borough was formed in 1974, when the then Borough of Eastleigh was expanded to include part of Winchester Rural District. Since 1994 it has a policy of encouraging the formation of new parishes. The Borough now consists of ten parishes – the oldest set up in 1894 and the two newest, Chadlers Ford and Allbrook, created in April 2010 – plus the town of Eastleigh which remains unparished. Eastleigh District Association of Local Councils (EDALC) has been established and it works with the Hampshire Association of Local Councils to support the parishes.     North-North East of Hedge End Strategic Development Area SUMMARY LANDSCAPE APPRAISAL Introduction The South East Plan (published July 2009) refers to the allocation of a Strategic Development Area (SDA) in close proximity to Southampton ‘within the broad location to the North North/East of Hedge End’ (Policy SH2). The policy requires that areas of open land between the SDA and neighbouring settlements will be identified and maintained in order to prevent coalescence between the SDA and existing settlements and, additionally, to protect the separate identities of individual settlements. As part of the LDF work for Winchester District, it is expected that specific boundaries indicating these areas of ‘open land’ would be defined in DPDs (Development Plan Documents) and will include land which has a predominantly open and/or rural appearance. This landscape appraisal forms part of the wider evidence base that will be used to assess constraints and opportunities and influence the location of these boundaries. The SDA study area is broadly defined as the land between Botley, Hedge End, Horton Heath, Durley and Curdridge. The SDA crosses the district boundary between Eastleigh Borough Council and Winchester City Council. Since this landscape appraisal was started the South East Plan has been revoked by Government. The future of the SDA proposal is therefore uncertain, but the landscape appraisal has been concluded and published in order to be able to inform any future decisions about the location of an SDA or other major development in the area. Methodology The appraisal is a combination of field work/professional judgement resulting from a visual site assessment carried out in 2009/2010 and a desk top study based on GIS constraint maps and recognised documents, some with recommendations as listed below.
