Aicha Bammoun, ISESCO representative 17:10- 17:40 Parliaments in action to enable science to address development challenges The first segment of the session will be devoted to sharing information on the national STI legislative process: what are the major constraints the parliaments encounter in STI legislation? What kind of mechanisms has been identified in the national Parliaments to deal with scientific issue and new challenges faced by science? What is the role of the scientific community in the policy making process within national parliaments? Speakers: . Hon. It will address the following questions: How to create a constructive dialogue between scientists and parliamentarians? How do Parliaments obtain independent advice on scientific issues? How to ensure that Members of Parliaments have access to reliable, rapid and impartial information on STI related issues in order to help them in the legislation process? He is a prominent physician and a well-known politician, President of the Badrawi Foundation for Education and Development and chairman of Takatof NGO building schools and developing human resources. He received his postgraduate studies in Wayne state University, Detroit Michigan, North Western University, Chicago, Illinois and Boston University, Boston, Massachusetts. His academic activities include publishing more than 120 research papers and participating in 8 text books in his field of specialty in obstetrics & gynecology. Beside his academic work, he was an elected member of the Egyptian Parliament and chaired the committee of Education and Scientific Research for five years (2000 to 2005). He led the education reform initiatives in Egypt during this period and is considered the father of reform throughout the country. He also chaired the joint committee of the Parliament for the IPR legislation in Egypt and is considered the key behind the legislation. Prof. Badrawi has played a major role in developing the new policy reforms directions of Health and he developed the vision of health reform in the NDP, and is a member of the policy secretariat of the ruling party of Egypt. Prof. Badrawi is a member of the Supreme Council for Human Rights that has been developed in 2004 as part of the reform wave in Egypt towards democracy. Prof. Badrawi is a founder member of the board of Arab Parliamentarians against corruption, a foundation created to fight corruption in the region. He chairs also an initiative of Arab Science, Technology, and Innovation Policy – Parliamentary Perspective with the UNESCO. Prof. Badrawi is a leader in the private health care sector, has a distinguished vision for health care financing, management and provision. He is also an advocate for youth, women and children rights and shares in the activities of promoting their role in the society. 3 Ernesto Fernandez Polcuch is a Science Diplomat, a specialist in Science, Technology and Innovation Policy, with a M.Sc. in Science, Technology and Society from the National University of Quilmes, Argentina. He currently serves as Senior Programme Specialist, Science and Technology Policy and Capacity-Building, at the UNESCO Regional Office for Science in Latin America and the Caribbean, based in Montevideo, Uruguay. In this position he manages UNESCO´s regional activities in fields such as: Science, Technology and Innovation (STI) Policies,Science, Technology, Engineering and Mathematics (STEM) Education, Science Communication, Gender and STEM, STI information, Promotion of Basic and Engineering Sciences, Science-Policy-Society linkages, Science Diplomacy. He is the global coordinator of SAGA, UNESCO´s STEM and Gender Advancement programme, a member of the Steering Committee of RedPOP, the Network for Science Popularization in Latin American, and a member of the Scientific Committee for the UNESCO Science Report. He has previously worked as Programme Specialist at the UNESCO Windhoek Office, managing UNESCO’s programmes in fields such as Science and Technology Policy, Basic Sciences and Engineering, Freshwater, Environment, and Geology, for five Southern African countries (2008-2010). From 2002 to 2008, he lead the Science and Technology Statistics team at the UNESCO Institute for Statistics, Montréal, being responsible for producing world-wide STI statistics, developing methodologies for STI data collection in developing countries, and producing various analytical reports. Before joining UNESCO he had worked in Argentina with RICYT, the Ibero American Network on Science and Technology Indicators, setting up the S&T indicators system in Latin America. His other experience includes working as a researcher and as professor at the National University of Quilmes and other universities in Argentina and Latin America, adviser to the National Secretary for Science, Technology and Innovation in Argentina, and as a consultant to various National and International agencies, including UNESCO, the Organization of American States (OAS), the World Bank, and OECD. He has published numerous papers related to Science, Technology and Innovation policy and statistics, and Higher Education policy, in national and international peer reviewed journals, book chapters, and research reports, including fundamental UNESCO and UN reports. He has also presented several papers at international conferences and congresses, and has conducted training and capacity-building seminars and workshops worldwide. Aicha Bammoun, ISESCO Directorate. Aicha Bammoun obtained academic qualifications (BSc, MSc, PhD) in the life sciences. A considerable part of her professional career has close links with a wide range of social and environmental issues of nations and international organizations. Since the early stages of her career, Aicha Bammoun has been involved in projects and research that studied aspects of climate change, socioeconomic issues, Millennium Development Goals, food security, 4 conservation of biodiversity and its use for sustainable development, legislation, policy matters, etc. Her work varied from being a lead person to working within multidisciplinary teams. She acted as the focal point for CWANA (Central West and North Africa region) and was responsible to provide the national and sub regional focal points with best practices and lesson learnt from global project and the transfer of results to regional and national levels dealing with reports and studies which were relevant to environment aspects, biodiversity, and socioeconomic value of agro-biodiversity, included surveys where database collection was conducted during socioeconomic surveys. Within the ISESCO’s directorate, Aicha Bammoun deals with many groups such as policy makers, scientists, international organizations, NGOs and other beneficiary groups. Liliia Hrynevych is the Chairperson, Committee on Science and Education, Parliament of Ukraine. Liliia has two degrees: a biochemist-teacher and an economist manager. Candidate (PhD) of Pedagogical Sciences. She worked as a teacher, Deputy Director and Director of the school, Lecturer at the universities, Head of the Education and Science Department of the Kyiv City State Administration, was trained at the Warsaw University and Columbia University. Liliia has been engaging in research activities at the National Academy of Pedagogical Sciences. She also worked at the creation of the system of the external independent testing in Ukraine and was the first Director of the Ukrainian Center for Educational Quality Assessment. Liliia has been a Member of Parliament since 2012. As the Head of the Verkhovna Rada Committee for Science and Education has been the initiator of the systemic educational reform in Ukraine.
