OLSON 2018-50 JOHN (JACK) BOAN 2 / 23 Biographical Sketch: John (Jack) Alexander Boan was born in 1917 on a farm near Briercrest, Saskatchewan to mother Dorothy Holtby, a teacher, and father, Alexander McAlpine Boan. He joined the Royal Canadian Air Force in 1940 and served by transmitting messages via Morse code and later training other wireless operators. In 1949 Jack graduated from the University of Saskatchewan with a Bachelor of Arts with Honours and then married Jean Bernice Campbell, with whom he raised three children. Boan attended Ohio State University on a full scholarship and graduated in 1953 with a Ph.D. in Agricultural Economics. Boan worked as an economist with the federal government, on the Defense Research Board; the Economics Division of the Department of Northern Affairs and Natural Resources; and as a member of the Royal Commission on Health Research Staff from 1961 to 1963. It was from this Royal Commission that the Canadian Health Economics Research Association (CHERA), later known as the Canadian Association for Health Services and Policy Research (CAHSPR) was created, with Jack a long-time member. In 1962 he joined the staff at the University of Saskatchewan, Regina Campus as an Associate Professor of Economics and a full Professor in 1969. Boan helped draft the 1963 “Regina Beach Manifesto” which assisted with the development of the campus in Regina that would later become the University of Regina, with which he was affiliated for 60 years. Boan was heavily involved in his community, giving back through many charitable endeavors. Jack was a huge supporter of The United Way and founded the University of Regina Group for Refugees in 1980, a group that assisted refugees with obtaining university education. He served on the board of the Regina Council on Aging and worked with the Regina Anti-poverty Ministry, the Family Service Bureau and the Central Regina Early Learning Centre. He was a member of the Woodrow Lloyd Memorial Lecture Committee and a founding member of the John Howard Society. Boan retired from the University of Regina in 1983 as Professor Emeritus and in 1986 the Department of Economics created the “Jack Boan Medal in Economics.” In 1994 Jack was awarded an Honorary Doctorate from the University of Regina and in 2017 he was awarded the Global Citizen Award from the Saskatchewan Council for International Cooperation. The collection was donated to the Archives and Special Collections by Boan’s daughter Jarol in August 2019 and includes correspondence with friends and family as well as from those related to his various community involvements. Papers written by Boan and others related to the field of Economics and Health Economics are included. There are 29 audio cassette tapes, 1 compact disc, 136 (3 ¼) floppy disks, 7 (5 ¼) floppy disks, 2 video cassette tapes, and 1 artifact, as well as 235 photographs and 24 negative strips. Note on Arrangements: The 3 ¼ and 5 ¼ floppy disks included in the collection have not been copied to the University’s server for interim preservation. Newspaper clippings were photocopied for preservation purposes and photographs were numbered and sleeved.
