1 To receive Apologies for Absence.

Cllr M.Hill had sent her apologies (work commitments). The meeting agreed to accept this apology. 2 To receive Declarations of Interest and requests for Dispensation Grants.

Cllr Seaman asked if anyone wished to speak on any agenda item. The meeting would note the comments made, but would reply at the appropriate agenda item. None. 4 To approve the Minutes of the Previous Meeting.

The minutes of the meeting of the Parish Council M2010 – 9th November 2020 had been circulated. The meeting resolved to approve the minutes of meeting M2010 with no amendments. Proposed: Cllr Parsons Seconded: Cllr Harwood Decision: Unanimous

5 To receive reports from the District and County Councillors.

Cllr Tomas (ENC) advised ENC has been very busy with preparation for the new unitary Council. He explained that he had voted against the recent Chelveston Energy Innovation Park application, as he was concerned about access to the site. As the ward member he was now involved in the agreeing of the conditions for the site. Cllr Pentland (ENC) joined the meeting. Cllr Pentland (ENC) advised she was incredibly disappointed with the result of the application, as she felt there were strong policy grounds for refusing it. She received legal advice from ENC that she could not take part in the meeting (pre-determination). She welcomed the news that Northants Highways had now agreed to the 7.5t Amenity Weight Limit (AWL) on the Caldecott Road. Cllr Pentland has continued to attend ENC and North Northants Shadow Authority meetings, as well as Cllr briefings on the Covid situation in Northamptonshire. She wished those present a Merry and Safe Christmas.

6 Notification of executive actions by the Clerk (SO26) since the last meeting.

The Clerk advised that he had requested approval for the following – • to respond to the Vistry Group developer led consultation regarding a possible development on the Chelveston Road, , and this had been agreed. • to receive a grant from WPD and this had been agreed. • to raise a Freedom of Information request and this had been deferred to this meeting. The meeting noted these actions. 7 To receive the Chair’s Announcements.

Cllr Seaman advised that “Traditionally the December meeting has been one of reflection and a little less formal, in part due to the gluhwein supplied by Cllr Harwood! Alas virtual meetings means bring your own, and most of the reflections centre on Covid-19 and how this parish has coped. We have had to change how we do some things and we achieved a number of “firsts”, and this meeting is no exception. For the first time in the Council’s 125 year history, the move to on-line banking has allowed our suppliers in November to be paid without the cheque book working its way round the village gaining signatures. This results in our suppliers being paid quicker and another Covid-19 transmission route being removed. 8 To be consulted on Planning and Licensing matters.

8.1 (ENC) 20/01453/OUT- Outline Planning Application for a Sustainable Urban Extension comprising residential development of up to 2,200 dwellings (Class C3), residential institution (Class C2), up to 110,000 sqm of employment development (Classes B2 (General Industrial), B8 (Storage and Distribution), E3 (comprising Office, Research and Development of Products or Processes and Industrial Processes)), two local centres, two primary schools, one secondary school, details of the principal accesses from A6 /John Clark Way roundabout and Newton Road, secondary vehicular and non-vehicular accesses, public open space including Suitable Alternative Natural Greenspace, cemetery, allotments, noise mitigation features, drainage, primary sub-station utilities apparatus and associated engineering works, demolition of existing buildings, earthworks and ground remodelling (All Matters reserved except Access) at East Urban Extension, Liberty Way, Rushden. The Clerk explained the plans, which were mainly for the access arrangements. The proposed vehicle access points were off the A6, at two existing roundabouts (John Clark Way and Newton Road). The employment centre to the north abutted Newton Road, but the proposals included a 5m screening bund, which should limit any future proposals to create an additional access point from the Newton Road. Cllr Chambers commented on the additional traffic on the A6, impeding commuting to Bedford. The meeting agreed to respond highlighting avoiding any additional traffic or vehicle access to the site from the Newton Road, .

8.2 Update on previous applications. The applications for the rear extension at Gardenfields, Raunds Road and the erecting of a new farmyard on the Upper Higham Lane had both been granted. The application for the hybrid development in Higham Ferrers and the CRE Park had been granted by the ENC Planning Management Committee (PMC), voting 7-4 in favour. Cllrs Seaman and C.Hill had spoken at the meeting against the application. Of the two ward Cllrs, Cllr Pentland was conflicted out and could not vote, and Cllr Tomas voted against.

For the change of use of the barn replacement at Manor Farm, Bidwell Lane, Northants Highways require a passing place to be constructed on the Bidwell Lane if HGVs will be using Bidwell Lane to the west of the site. The applicant has agreed to accept a condition the traffic will only travel on the Bidwell Lane to the east of the site (i.e. to the Caldecott Road). The application for the 6 chicken sheds in parish has not yet been determined.

9 To approve Financial Transactions.

9.1 The invoices listed below were due for payment. The meeting resolved to approve these payments, and authorised the online payments, cheques to be signed and card payments to be made. Proposed: Cllr Harwood Seconded: Cllr Parsons Decision: Unanimous. 9.2 A full list of the Clerk’s expenses was included with the agenda. 10 To receive reports on Standing Items and Projects.

10.1 Highways Issues. Caldecott residents had reported a NF&RS fire tender being towed though the village by Crouch Recovery on Sat 28th Nov and ENC had been notified. NF&RS have apologised. Cllr C.Hill commented that he had just seen a Crouch Recovery vehicle passing by, but was unsure what was being recovered, so was unclear if the HGV routing applied or not.

Northants Highways have agreed that a 7.5T AWL and also directional signs for the approved HGV route to the CRE Park would be sensible, including the destination name on the signs. Their engineering team will be looking at this in a bit more detail very shortly, and they expect to have the designs completed in the next month or so. A driver has reported unauthorised 40 mph signs on the B645 near Lancaster Farm, and Northants Highways will remove them (FixMyStreet report 2420232). The existing Northants Highways contract with KierWSP will be managed by WNC after vesting day, on behalf of both Councils, with new contracts for WNC and NNC due to be awarded in autumn 2021. 10.2 Grounds Maintenance The Gigaclear sack of daffodil’s for Caldecott have now all been planted. 10.3 Street Lighting. The Clerk advised that Lamps 13 (by 29 Duchy Close), and 42 (Disbrowe Court) have been repaired by the contractor. SOX lantern failures were running at 22/56 (39%) this year. 10.4 Ditches. FixMyStreet report 2331590 (Raunds Road, near Pretoria Cottages) NCC had sent a letter to the landowners and the ditches had been cleared. No reports of problems. 10.5 E-Government. The website news page included the Innovation Park being granted, a Covid-19 message from Lucy Wightman (Director of Public Health for Northants), the opening of Raunds Community Trust library, the Visty Housebuilding consultation, the Christmas waste bins collection dates and the Rushden SUE consultation. The Twitter feed included the Tier 2 announcement, the Visty Housebuilding consultation and the Innovation Park being granted. 10.6 Rights of Way. Mr Ray Dyer, the Parish Path Warden, advised no issues with walked footpaths. Two speeding vans (Lodge Tyres) at around 10.00 on Saturday 12th December, seen going into the recycling centre, showing no consideration for walkers and no attempt to slow down, duly reported to CRE. 10.7 Trees. Cllr Chambers advised that works to the 50ft tall tree next to two parking spaces in Hillside have not yet been undertaken. FixMyStreet report 2225050. Cllr Harwood had forwarded information on the Woodland Trust’s “Plant trees for the Big Climate Fightback” scheme. Communities can bid for packs of 105 or 420 trees (land approx. 4x tennis courts and 1x football pitch respectively) in various species mixes. Cllr Harwood suggested the local landowners be approached to see if they wished to plant trees on their land. Cllr Chambers felt housing developments should include tree planting in their green space provision. 10.8 Community Safety. Cllr Seaman advised the police crime map shows 2 incidents for October 2020, in Caldecott. One theft and one violence or sexual offences. Chief Superintendent Ash Tuckley is the new Head of Local Policing for Northamptonshire. He wishes to relaunch and revitalise the Police Liaison Representative (PLR) scheme, where every P/TC appoints a person to act as a single point of contact for the police. It is the same principle as

the Parish Path Warden scheme for ROW and the Highways Representative scheme for highways. The scheme was trialled a few years ago in Daventry district, but was not adequately managed so it rather fizzled out. This time, Northants Police has asked Northants CALC to manage and administer the scheme. The NCC Resilience Review team had contacted the village hall in its alternate role as the village reception centre, seeking to confirm some of the emergency reception centre arrangements. The team were happy with the “out of hours” access arrangements and the emergency generator provision provided by the Parish Council. Details of the generator power connection have been added to the website. The Council will be receiving a grant from WPD from their “In This Together – Community Matters’ festive fund”. Cllr C.Hill advised that two persons were caught stealing parcels that had been left on the porches at Chelston Rise. Cllr Parsons reported the police attended an incident involving a (stolen) vehicle from Water Lane running into parked vehicles in High Street in the early hours of Sunday 13th December. 10.9 Allotments. Cllr Seaman advised plot 6 has been vacated and it had been advertised in the newsletter to any parish residents interested before considering letting it outside the parish. The weed killer that has been put down in preparation for the March wild flower planting is taking effect and the grass is dying back. 10.10 Parish Charities. Cllr Seaman, for the Educational Foundation, advised that all classes have been stopped, and the caretaker is undertaking maintenance tasks. Cllrs Harwood, Mommersteeg & Parsons, for the Sawyers charity, advised nothing to report. Cllr Chambers, for the Chelveston Wind Farm Community Benefit Fund Trust, advised the next meeting would be early in 2021. Cllr Parsons, for the Michael and Christine Foulger Charitable Trust, advised the next meeting would be early in 2021. 10.11 Traffic Calming. Cllr C.Hill advised that he had put new speed signs on the Raunds Road, Higham Ferrers Road and Sawyers Crescent. He advised he had a small number of wheelie bin stickers and both the Chair and Clerk volunteered to display these. Cllr C.Hill noted the SIDs did not appear to be active and the Chair would contact the volunteer to charge the batteries. The Raunds Road unit had an on-going fault, but the firm had furloughed their field engineers. Cllr Harwood asked about the Community Speed Watch, but this was also stopped for Covid. 10.12 Events Team. Cllr Parsons, as Chair of the Committee, advised that the Christmas wreath competition flyers went out with the newsletter. Nothing else is planned due to Covid restrictions.

11 To consider and agree to support a grant application from the St Johns PCC.

Cllr Seaman explained that the St John’s PCC were requesting the Council support their grant application to the Wind Farm Trust. There were no financial implications to the Council. The meeting resolved to support the St John’s PCC’s grant application, and instructed the Clerk to issue a letter accordingly. Proposed: Cllr Harwood Seconded: Cllr Parsons Decision: Unanimous.

12 To consider and agree the dates for the meetings in 2021.

Cllr Seaman advised a meeting paper had been sent out with the agenda, with the draft dates. The meeting resolved to agree the dates for 2021, and instructed the Clerk to act accordingly. Proposed: Cllr Harwood Seconded: Cllr Parsons Decision: Unanimous.

13 To receive an update from the Emergency Planning Working Party.

Cllr Parsons advised that they hoped to present a draft updated plan at the next meeting.

14 Light relief – a short Parish Council history quiz.

Cllr Seaman advised that, in the absence of festive nibbles and gluhwein, as some light relief, a short on-line quiz on the Parish Council history, open to all attendees.

15 To consider and agree responses to consultations.

NNC - draft revenue budget proposals [due 29th Jan 21]. The total draft revenue budget for 2021-22 is £284.8m with the new authority looking after the vulnerable, being responsible for housing and economic regeneration, leisure and tourism and waste disposal and collection. The questionnaire focusses on the new proposals for a draft budget 2021-22 that will likely affect residents and service users, including: • Proposal to harmonise Council Tax rates for NN in the first year of the new Council • Proposal that Council Tax is increased by 4.99%, comprising 1.99% core tax and a 3% adult social care precept

16 To consider and agree Visits, Training and Courses.

Thurs 4th Feb: “Off to a Flying Start” by Northants CALC @ Zoom meeting from 18:30 – 21:00 (£44).Cllr Chambers.

17 To approve the Clerk’s Correspondence Logs.

The meeting resolved to accept the Correspondence Logs and the various actions required dealing with each item. Proposed: Cllr Harwood Seconded: Cllr Parsons Decision: Unanimous

18 To receive the Clerk and Councillors’ Reports.

The Clerk advised the Parish Newsletter, plus the Events Team flyer and the Parish Council Election flyer had been delivered. Cllr Seaman thanked the Council for supporting him in his first year as Chair and for their support to the parish. Cllr Parsons thanked Cllrs Seaman and C.Hill for speaking at the recent ENC planning meeting and to ENC Cllrs Pentland and Tomas for their support.

19 To consider and agree the grass cutting contractor for 2021 season.

Cllr Seaman advised that the Clerk had issued the parish grass maps, along with a contractor safety questionnaire, to three contractors for quotations in accordance with FR 11.h. The meeting reviewed the quotations and noted the responses. The meeting resolved to offer the contract to Reynolds Landscaping Services (Firm A) at option C (18 cuts during the season), but to request a discount on the quoted rate, subject to satisfactory competence information being provided, and instructed the Clerk to act accordingly. Proposed: Cllr Chambers Seconded: Cllr Harwood Decision: Unanimous [Post meeting note, Reynolds Landscaping Services agreed to reduce the rate from £325 to £290 per cut for 18 cuts]

20 To consider and agree a Freedom of Information request.

Cllr Seaman advised that this item had been considered unsuitable for deciding under SO26 and needed to be considered by the Council as a whole. The meeting considered making a Freedom of Information request in January 2021. It being 9:00 pm, the meeting agreed to continue under SO3(y).

21 To receive an update on Operation Bridges.

The Clerk presented the slides from a recent training course, and covered some of the local arrangements. The meeting agreed to enquire as to the costs of a book of condolence and the planning situation regarding flagpoles.

Date of Next Meeting: Cllr Seaman advised that the next meeting of the Parish Council would be held virtually on Monday 11th January 2021.
