Voss Familiarity Doesn’t Breed Contempt 201 Chapter 9 - Black Incumbents, White Districts: A Georgia Analysis The civil rights community made a serious tactical blunder when the U.S. Supreme Court began striking down “racial gerrymanders” in the mid-1990s.1 Filled with dismay after watching majority- minority districts fall one by one at the Court’s hands, activists got carried away with their rhetoric, foretelling a doom destined not to descend. NAACP Legal Defense Fund attorney Theodore Shaw prophesied, for example, that minority members of Congress “eventually” would be able to “meet in the back seat of a taxi cab” (Charen 1996).2 Deval Patrick, the assistant attorney general for civil rights, went even further: he said the Shaw v. Reno line of court decisions portended “a return to all-white government” (Baltimore Sun 1996). Other activists borrowed ugly images from Southern history. U.S. Rep. Cynthia McKinney, whose Georgia district traded away heavily black precincts for much whiter Atlanta suburbs (Tucker 1995), threatened that African-American legislators would face “the same level of extinction” as they did after Reconstruction (Applebome 1994). Elaine Jones, head of the NAACP Legal Defense Fund, summoned memories of lynchings; she said the Supreme Court was “closing the noose” on black legislators (Savage 1996). Not to be outdone, the Rev. Jesse Jackson reached beyond U.S. history for his metaphor–calling the rulings (in an oft-quoted line) “a kind of ethnic cleansing” (Tilove 1996). “The fact that 1996 looks more like 1896 every day cannot be ignored.” No matter how restrained, all implied an immediate and direct threat to congressional diversity. -

Honors Director ______________________________ Date The Fair Tax 3 Abstract This thesis begins by investigating the current system of federal taxation in the United States and examining the flaws within the system. It will then deal with a proposal put forth to reform the current tax system, namely the Fair Tax. The Fair Tax will be examined in great depth and all aspects of it will be explained. The objective of this paper is to determine if the Fair Tax is a viable solution for fundamental tax reform in America. Both advantages and disadvantages of the Fair Tax will objectively be pointed out and an educated opinion will be given regarding its feasibility. The Fair Tax 4 The Viability of the Fair Tax In 1986 the United States federal tax code was changed dramatically in hopes of simplifying the previous tax code. Since that time the code has undergone various changes that now leave Americans with over 60,000 pages of tax code, rules, and rulings that even the most adept tax professionals do not understand. -

The Experience of Switzerland and the Netherlands with Individual Health Insurance Mandates: A Model for the United States? Timothy Stoltzfus Jost One of the most common and trenchant criticisms of the American health care system is that it performs very poorly when compared to the systems of other countries. The United States has the most expensive health care system in the world by any measure, yet while health insurance coverage is universal in most developed countries, between 45 and 50 million Americans remain uninsured and many more underinsured. Americans have long believed that they at least have the “best health care in the world,” but increasing comparative evidence demonstrates that American health care is in fact no better than that received in other countries that spend far less and have universal coverage. American pro-market advocacy and insurer and provider lobbying groups however, have nonetheless rejected the possibility of learning from the experience of other countries, claiming that other countries have “socialized medicine,” and are plagued by rationing, including long queues for services and lack of access to the latest health care innovations.1 Americans could not, they claim, tolerate the privations suffered by patients in other countries to keep costs low and access high. Recently, however, these advocates and interest groups have finally discovered an international model that they like, one that, they contend presents a viable approach to health care reform for the United States. In Switzerland since 1996 and in the Netherlands since 2006, universal coverage has been achieved, they claim, by requiring all residents to purchase private health insurance. -

November 2002 Chili in the Park at Mount Tabor Nearly 500 people gathered at Mt. Tabor Park on Saturday, October 5th for our 2nd Annual Chili in the Park Republican Rally. Our Paulding Republican Party joined forces with the Republican Parties of Bartow, Carroll, Cobb, Douglas, Haralson and Polk Counties to bring in candidates, food, musicians, and an enthusiastic crowd. The Chili Cookoff Contest was very close, but 3 winners (see Picture) were awarded cash prizes from $25 - $100. About 45 pots of chili were entered. Fuse Brown* Our excess health care spending in the United States is driven largely by our high health care prices. Our prices are so high because they are undisciplined by market forces, in a health care system rife with market failures, which include information asymmetries, noncompetitive levels of provider market concentration, moral hazard created by health insurance, multiple principal-agent relationships with misaligned incentives, and externalities from unwarranted price variation and discrimination. These health care market failures invite a regulatory solution. An array of legal and policy solutions are typically advanced to control our health care prices and spending, including: (1) market solutions that focus on transparency and consumerism to discipline health care prices; (2) antitrust enforcement to promote competition in the provider market; (3) consumer protections that protect individual uninsured or underinsured patients from unfair prices; (4) health care payment and delivery reforms that alter financial incentives of health care providers to reduce overutilization and improve efficiency; and (5) regulation of provider payment rates. -

Reinhardt For most of the 20th century, Americans basked in the unquestioned faith that theirs was the best health system in the world. That belief was not totally unfounded. No nation trains physicians better than the United States. Its hospitals set the standards in terms of techni- Fcal sophistication and sheer luxury of accommodation. The nation’s pharmaceutical, biotech and medical-device industries remain global leaders, both in terms of technology and the sheer volume of inno- vations. Finally, for terminally ill patients who can afford the bills, America is often viewed as the last hope. Doubts, though, are surfacing. Most notably, the rapidly rising cost of health care has begun to price more and more Americans out of the private system.
