Launius March 6, 2015 Falls Church, Virginia Keywords: NASA, Space Shuttle, human space flight, public engagement, sociotechnical imaginaries, democratization, public participation Copyright 2015, Amy Paige Kaminski Sharing the Shuttle with America: NASA and Public Engagement after Apollo Amy Paige Kaminski Abstract Historical accounts depict NASA’s interactions with American citizens beyond government agencies and aerospace firms since the 1950s and 1960s as efforts to “sell” its human space flight initiatives and to position external publics as would-be observers, consumers, and supporters of such activities. Characterizing citizens solely as celebrants of NASA’s successes, however, masks the myriad publics, engagement modes, and influences that comprised NASA’s efforts to forge connections between human space flight and citizens after Apollo 11 culminated. While corroborating the premise that NASA constantly seeks public and political approval for its costly human space programs, I argue that maintaining legitimacy in light of shifting social attitudes, political priorities, and divided interest in space flight required NASA to reconsider how to serve and engage external publics vis-à-vis its next major human space program, the Space Shuttle. Adopting a sociotechnical imaginary featuring the Shuttle as a versatile technology that promised something for everyone, NASA sought to engage citizens with the Shuttle in ways appealing to their varied, expressed interests and became dependent on some publics’ direct involvement to render the vehicle viable economically, socially, and politically. NASA’s ability and willingness to democratize the Shuttle proved difficult to sustain, however, as concerns evolved following the Challenger accident among NASA personnel, political officials, and external publics about the Shuttle’s purpose, value, safety, and propriety. Mapping the publics and engagement modes NASA regarded as crucial to the Shuttle’s legitimacy, this case study exposes the visions of public accountability and other influences – including changing perceptions of a technology – that can govern how technoscientific institutions perceive and engage various external publics. Doing so illuminates the prospects and challenges associated with democratizing decisions and uses for space and, perhaps, other technologies managed by U.S. government agencies while suggesting a new pathway for scholarly inquiry regarding interactions between technoscientific institutions and external publics. Expanding NASA’s historical narrative, this study demonstrates that entities not typically recognized as space program contributors played significant roles in shaping the Shuttle program, substantively and culturally. Conceptualizing and valuing external publics in these ways may prove key for NASA to sustain human space flight going forward. iii Dedication To Steve and Maya To Mom and Dad To Grandma and Grandpa B. and to Grandma and Grandpa S. To Mrs. P. iv Acknowledgements This study is personally meaningful to me. I grew up with the dream of becoming a Space Shuttle astronaut. During my undergraduate years, however, I realized that my real passion entailed exploring not space per se but considering the social, political and cultural imperatives and possibilities for human ambitions to probe and navigate the cosmos. Why is it that certain nations choose to invest in sending human or robotic emissaries into space? What determines the destinations they decide to visit? Will private companies and individuals ever eclipse governments as leaders in using and exploring space? Although I abandoned my aspiration to fly to the stars, my commitment to making sense of this bold human endeavor has not ebbed. This study therefore signifies for me the melding of personal dreams past and present. Like the pursuit of all dreams, a dissertation is as much a process as it is a product. Although its shelf life will far exceed the months and years spent creating it, a tremendous quantity of mental and physical energy and non-trivial amounts of elation, frustration, triumph, and sacrifice punctuate the experience. Fortunately, in my case, numerous caring and knowledgeable individuals eased my journey in the completion of this work and are the foundation from which this work could come to fruition. I am indebted to and forever grateful to all of those who supported me, whether by helping me work through intellectual complexities, holding out a light as I navigated the depths of various archives and research materials, providing gifts of time or financial resources, celebrating with me the achievement of milestones along the way, or commiserating when the going got tough. My most heartfelt thanks goes to my family. My husband Steve and our daughter Maya tolerated and encouraged me throughout five years of Ph.D. coursework and dissertation writing. Griffin From the late 1950s to 1976 the U.S. manned spaceflight program advanced as it did largely due to the extraordinary efforts of Austrian immigrant George M. Low. Described as the "ultimate engineer" during his career at NASA, Low was a visionary architect and leader from the agency's inception in 1958 to his retirement in 1976. As chief of manned spaceflight at NASA, Low was instrumental in the Mercury, Gemini, and Apollo programs. Low's pioneering work paved the way for President Kennedy's decision to make a lunar landing NASA's primary goal in the 1960s. After the tragic 1967 Apollo I fire that took the lives of three astronauts and almost crippled the program, Low took charge of the redesign of the Apollo spacecraft, and helped lead the program from disaster and toward the moon. In 1968, Low made the bold decision to go for lunar orbit on Apollo 8 before the lunar module was ready for flight and after only one Earth orbit test flight of the Command and Service modules. Under Low there were five manned missions, including Apollo 11, the first manned lunar landing. Low's clandestine negotiations with the Soviet Union resulted in a historic joint mission in 1975 that was the precursor to the Shuttle-MIR and International Space Station programs. At the end of his NASA career, Low was one of the leading figures in the development of the Space Shuttle in the early1970s, and was instrumental in NASA's transition into a post-Apollo world.

In fact, Cold War is over and the world's top space powers accomplishments are stunning: • The first human flight in space in 1961; • Human space flight initiatives to ascertain if and how long a human could survive in space; • Project Gemini (flights during 1965-1966) to practice space operations, especially rendezvous and docking of spacecraft and extravehicular activity; • Project Apollo (flights during 1968-1972) to explore the Moon; • Space Shuttle's flights (1981 - present); • Satellite programs; • A permanently occupied space station "Mir" (during 1976-1999); • A permanently occupied International Space Station presently underway.     CHAPTER 6: The NASA Family The melding of all of the NASA centers, contractors, universities, and often strong personalities associated with each of them into the productive and efficient organization necessary to complete NASA’s space missions became both more critical and more difficult as NASA turned its attention from Gemini to Apollo. The approach and style and, indeed, the personality of each NASA center differed sharply. The Manned Spacecraft Center was distinctive among all the rest. Fortune magazine suggested in 1967 that the scale of NASA’s operation required a whole new approach and style of management: “To master such massively complex and expensive problems, the agency has mobilized some 20,000 individual firms, more than 400,000 workers, and 200 colleges and universities in a combine of the most advanced resources of American civilization.” The author referred to some of the eight NASA centers and assorted field installations as “pockets of sovereignty” which exercised an enormous degree of independence and autonomy.1 An enduring part of the management problem throughout the Mercury and Gemini programs that became compounded under Apollo, because of its greater technical challenges, was the diversity and distinctiveness of each of the NASA centers. The diverse cultures and capabilities represented by each of the centers were at once the space program’s greatest resource and its Achilles’ heel. NASA was a hybrid organization. At its heart was Langley Memorial Aeronautical Laboratory established by Congress in 1917 near Hampton, Virginia, and formally dedicated in 1920. It became the Langley Research Center. Langley created the Ames Aeronautical Laboratory at Moffett Field, California, in 1939.

Over 25 years of active service, he completed seven space missions and spent over 1,600 hours in space. After retiring, he founded Ad Astra Rocket, an aerospace engineering company that is researching electric propulsion engines and applying these advances to public transportation in his native Costa Rica The start of your space career dates back to the 1980s. What was the situation back then and what prospects were available? It was the start of the space shuttle era. Flights began in 1981, but they were very infrequent, as the technology was still under development. In 1980, there were only American astronauts at NASA, except for two Europeans (Claude Nicollier from Switzerland and Wubbo Ockels from the Netherlands) who entered the program in my group, marking the start of collaboration with the European Space Agency, which had just been established. My first space flight was in January 1986. During my 25 years at NASA, I participated as an astronaut on seven missions, sharing the world record for space flights with my colleague Jerry Ross.
