Superintendent Ybarra’s Update Superintendent Ybarra’s Student Advisory Council Superintendent Ybarra is excited to announce a new Student Advisory Council. We are looking for students in grades 3- 12 to serve as members on the Student Advisory Council. The purpose of this council is to provide a space for Idaho students’ voices to be heard. Students from different grade levels, backgrounds, cultures, school size, and areas within Idaho will share their opinions and offer advice about educational opportunities and policy in Idaho. Superintendent Ybarra Statement on Shooting at Rigby School “My prayers are with those injured last week at Rigby Middle School. I am grateful to our first responders and school staff who worked to deal with this terrible incident. 2021 Post Legislative Roadshow Thank you to everyone who registered to attend the 2021 Post Legislative Roadshow. The agenda will include this year’s legislative actions, budget information for this year and next year, an update on federal funds (ESSER and P-EBT), and new resources to address learning loss.

Meetings will be held from 9:00 a.m. – 3:00 p.m. and lunch will be served

Idaho Statesman Adds Community-Funded Reporter to Cover Education The Idaho Statesman released an article on April 27th announcing that they had hired Becca Savransky to cover education from an accountability perspective. The article says, “her focus will be on K-12 education in the Treasure Valley and higher education across the state. She’ll explore topics including how school districts will combat the learning disruptions caused by the COVID-19 pandemic, what Idaho can to do improve its ranking among states in education and the growing conflict between the Legislature and the education system.” View the full article here.

U.S. Department of Education Releases Second Volume of K-12 COVID-19 Handbook The U.S. Department of Education released the second volume of its K-12 COVID-Handbook. This handbook provides additional strategies for safely reopening all of America's schools and promoting educational equity by addressing opportunity gaps that have been exacerbated by the pandemic. New – Department of Health and Welfare Vaccine Newsletter and Media Briefing – DHW publishes a bi-weekly COVID-19 newsletter, a briefing on the department’s latest news, communications activities, and resources for the pandemic. FDA and CDC List Recommended Pause on Johnson & Johnson (Jansenn) COVID-19 Vaccine Following a thorough safety review, including two meetings of the CDC’s Advisory Committee on Immunization Practices, the U.S. Food and Drug Administration and the U.S. Centers for Disease Control and Prevention have determined that the recommended pause regarding the use of the Janssen (Johnson & Johnson) COVID-19 Vaccine in the U.S. should be lifted and use of the vaccine should resume. Department of Health and Welfare COVID Vaccine Site Has Been Updated DHW's COVID Vaccine Site has been updated with the most recent information. The vaccine supply has increased so anyone over the age of 16 is eligible to receive the vaccine. You can sign up to receive a call from an Idaho vaccine provider, walk into your local pharmacy, or schedule an appointment online. Visit this link for more information.

It’s Time to RENEW Your CERTIFICATES District/charter school staff, it is time to remind your certified staff to check their certificates! Teachers, administrators and pupil service staff that have certificates that expire 31, 2021, now is the time to apply for your renewal. There are two options: • Hardcopy application and attach your transcripts. If you must send your transcripts separately from your application please email them to [email protected]. Official transcripts are not required for renewal applications. NEW PROCESS: A complete renewal application will ensure the certificate will be mailed within 2-3 weeks of the cleared check. All required documents, including transcripts, must be included for an application to be considered complete. • Apply online and email your transcripts to [email protected].

Idaho P-EBT The Idaho State Department of Education is happy to announce that JFAC and the House have approved spending authority for the Idaho School P-EBT program. We are waiting for the next steps of approval before moving forward.

USDA has approved Idaho’s submitted plan to operate a School Pandemic Electronic Benefit Transfer (P-EBT) program during SY 2020-2021. The approved plan can be found here. Even though the plan has been approved by USDA, the State Department of Education is still waiting for approval from USDA for the submitted budget. The Child Nutrition Program (CNP) is sending emails this week to all SFAs that do and do not qualify for this program.

USDA CNP Waivers and Flexibilities in School Year 2021-2022 USDA has announced a new suite of Child Nutrition Program nationwide waivers and flexibilities to support a successful school reopening in school year 2021-2022. These waivers and flexibilities increase funding, support access, and balance operational needs with the goal of providing nutritious meals.

Emergency Operational Costs for CNP On 26, 2021, the Food and Nutrition Service (FNS) published implementation guidance for the CNP Emergency Operational Costs Programs, as authorized in Sec. 722 of the Consolidated Appropriations Act, 2021 (P.L. 116-260). Under this authority, FNS is offering additional funds to State agencies administering the National School Lunch Program (NSLP), School Breakfast Program (SBP), and the Child and Adult Care Food Program (CACFP) to provide eligible program operators with additional reimbursements for emergency operating costs they incurred during the public health emergency. If your school district is eligible for these monies per USDA regulations you will be notified. More information will be coming.

Sustaining Innovation Idaho Mastery-Based Education Annual Conference Join educators from around the state of Idaho in sharing practices and experiences with mastery-based education principles. No matter your understanding or stage of implementation with mastery, you will find something compelling and informative. Workshop sessions include the highly engaging keynote speaker, author George Cuoros, a Q&A panel, and workshops for practitioners, administrators, and those new to mastery. Idaho’s SMART Path to Reading Idaho’s SMART Path to Reading is open to all K-3 general or special education educators who teach or support reading instruction. Idaho SMART is a multi-year professional development opportunity that includes training, coaching, and materials for instruction all aligned to science of reading research. Facilitated Virtual Statewide Book Study Opportunity – Picture-Perfect Science In follow-up to the First Annual K-3 Literacy Summit this week, the Content and Curriculum Department is providing two facilitated virtual statewide book study opportunities one for K-3 Teachers the other for administrators and instructional coaches on the book series Picture-Perfect Science by Emily Morgan and Karen Ansberry. FY 2021 Distribution Factor Section 11 of House Bill 355 for the Division of Operations reduced the FY 2021 distribution factor to $22,810 per support unit. This is a $4,746 reduction from the $27,556 set by the State Board of Examiners last and used by schools for budgeting in FY 2021. The $22,810 will be reflected in the , 2021 Foundation payment.

House Bill 355 has passed both the House and the Senate and was delivered to the Governor for signature on . We believe Governor Little will sign this bill into law.

A copy of the New Building Request form and Building Reconfiguration form can be found on our School Finance Website under General Files, then School Building Forms. Please be sure that the document is either signed by your superintendent/charter administrator, or is sent to [email protected] via their e-mail account. Faxed forms should be marked “ATTN: Carol” and sent to (208) 334-2228.

If you are not certain if your District/Charter School has already submitted this paperwork, please feel free to contact Julie Oberle and she will be able to let you know.

Please note this only applies to schools as a whole. Changes to buildings which are part of the school, but not representative of the school itself do not require an update (e.g. adding or renaming a gymnasium which is part of your high school would not need a change form, but if the high school as a whole changed its name or location, it would). Student Spaceflight Experiments Program Flight Opportunity The National Center for Earth and Space Science Education announced the Student Spaceflight Experiments Program (SSEP) Mission 16 to the International Space Station. This opportunity gives students across a community the ability to design and propose microgravity experiments to fly in low-Earth orbit on the International Space Station (ISS), constrained by the engineering and technology constraints imposed by the flight certified mini-lab that must be used, and the nature of flight operations to and from Low Earth Orbit. One experiment in each community will be selected to fly to ISS on a SpaceX Falcon 9 rocket launching from NASA's Kennedy Space Center in FL. Astronauts aboard ISS will operate the experiment 4-6 weeks before it is returned to Earth and the community's student flight team for analysis. SSEP is not a simulation. We are truly inviting your community to be part of America's Space Program.

A community can also engage hundreds of students in mission patch art and design competitions, with two patches selected to fly with the flight experiment. SSEP is therefore an authentic STEAM initiative. Idaho State Department of Education | Weekly Update | May 11, 2021

An important consideration - the expectation is that a team of educators in a participating community will engage around 300 students (but at least 100) in grades 5-12 over 9 weeks of experiment design and proposal writing spanning 1 through 3, 2021. Students across the community are separated into teams of 3-5 students, each team designing a microgravity experiment in a science discipline of their choice and through a formal proposal making the case for why their experiment should be selected for flight to ISS. The Student Spaceflight Experiments Program (SSEP) provides a fully authentic research competition as a STEM Project Based Learning experience. Launch of the Mission 16 flight experiments is currently projected for Spring 2022. Mission 16 occurs across the 2021-22 academic year.

Idaho Student Photo Contest Winners Announced Congratulations to the 2021 Arbor Day Student Photo Contest Winners! To celebrate Arbor Day, each year the Idaho Forest Products Commission sponsors the Look to the Forest Photo Contest. Idaho 5th-12th grade students from throughout the state submitted their photos, captions and photographers’ statements. View the winners here.

Family First Listening Session The Idaho Department of Health and Welfare is ready to conduct listening sessions for educators. The listening sessions will be conducted by Katrina Day via a recorded WebEx and will be approximately 90 minutes in length. The information shared during this interview is confidential and responses will be de-identified. These sessions seek to further understand the needs of families in your community and how to best meet these identified needs. The focus will be on three different groups; families that are at risk of entering the child welfare system, families of children and youth currently in foster care and families finalizing permanency for youth that are not being reunited with their birth family. Inquiry in each of these areas will include availability of services, barriers in accessing services, gaps in services, efficacy of services, evidence-based services available and the most pressing needs of families in your area. Your responses are extremely important as future decisions will be made based on the information you share. Data from this assessment will inform service improvement as well as development of new services in Idaho.
