Chair French read the names of Board members who had requested excused absences: Mayor Condon, Dave Malet and Matt Ewers. Mr. Schmidt made a motion to excuse the absences. Mr. Woodard seconded the motion, which passed unanimously.

3. Public Comments – There were no public comments.

4. Executive Director’s Report - Ms. Minshall reported on: • Transportation Technical Committee has a new chair, Karl Otterstrom of Spokane Transit Authority • Data Project Technical Tools received two submittals under the RFQ process; anticipating requesting Board approval to award a contract in November. • Reminder that SRTC is hosting a grant writing for transportation workshop on 9/26 • SRTC had a booth at the recent Fiesta Spokane event and will be at ValleyFest on 9/21

Page 3 • SRTC Transportation Improvement Program open house event is 9/17 at the SCC Lair, in conjunction with a WSDOT/City of Spokane NSC Workshop • SRTC hosted the most recent quarterly MPO Coordination and MPO/RTPO/WSDOT Coordination meetings • This year SRTC is going through a federal certification review, which happens every four years. A pre-meeting was held on August 28 with another in October, and a final in early January; she will keep the Board apprised of the progress. • The Memorandum of Understanding with Innovia Foundation for the US Census Complete Count Coordinator position has been executed. SRTC transferred $75,000 of funds collected from members to Innovia, with the remainder to be delivered in 2020. The Board will receive an update from Alex Paganatacos, the Complete Count Coordinator, at the October meeting. • Provided details about a Growth Management Act meeting at the Spokane Public Library on 9/24.

5. Washington State Auditor’s Report on 2018 SRTC Audit – Ms. Shaw reported that the audit of SRTC for calendar year 2018 was successful with no recommendations or findings. She said it was a very clean audit with good controls and financial statements in place. The documents are available on the Auditor’s website. There were no questions or discussion.

Mr. Peterson made a motion to approve items 6a and 6b of Consent Agenda as presented. Mr. Woodard seconded the motion, which passed unanimously.

7. Division Street Corridor Study Contract Award - Mr. Lien announced that Parametrix had been selected as the preferred consultant for this study. He recapped study’s purpose, partner agencies, the RFQ process, outlined recent steps, and described the budget and sources of funding. He highlighted upcoming schedule milestones and next steps.

Mr. Peterson made a motion to authorize SRTC Executive Director to execute contract for consultant services with Parametrix to complete the Division Street Corridor Study. Mr. Schmidt seconded the motion. All votes were in favor.

8. US 195/I-90 Study Contract Award – Mr. Stewart reported that after the RFQ process, the consulting team of Fehr & Peers with KPFF and Leland Consulting Group had been selected as the preferred consultant for this study. He described the purpose of the study, noting that it is a multi-jurisdictional effort and will examine all modes on all facilities in the corridor. Funding for the study is coming from WSDOT, City of Spokane and Surface Transportation Block Grant funds, to total $400,000. He explained that the scope includes a robust and on-going community/stakeholder engagement plan.

Page 4 Chair French asked that the record reflect there is no relation between Eagle Ridge development and the Eagle Ridge West development. Mr. Stone stated he wishes that more local consulting firms would be selected. Mr. Stewart responded that the project manager for Fehr & Peers is located in their Seattle office but one of the subconsultants, KPFF, is located here in Spokane on the 9th floor of the Paulsen Center. Ms. Minshall provided additional details about the RFQ process, noting that most are national or regional consulting firms with local branch offices. Mr. Peterson requested that the consultant be instructed to also examine areas that feed into the corridor.

Mr. Schmidt made a motion to authorize SRTC Executive Director to execute the contract for consultant services with Fehr & Peers for the US 195/Interstate 90 Study. Mr. Peterson seconded the motion. The motion passed unanimously.

9. Calendar Year 2019 Budget Amendment – Ms. Minshall noted that SRTC does not typically amend the budget, but due to significant budget modifications and to remain fully transparent, approval of an amendment is being requested. This item had been an information item to the Board in July. She said both revenue and expenditures are being adjusted and the changes come to approximately 15% of the total yearly budget. She explained that less would be spent in 2019 on the corridor studies than anticipated and she described other amendment highlights. There were no questions or discussion.

Ms. Cragun made a motion to approve the CY 2019 Budget Amendment and Mr. Woodard seconded. The motion passed unanimously.

10. Set Calendar Year (CY) 2020 SRTC Dues – Mr. Griffin stated that the Board is being asked to approve a 15% increase in dues over the 2019 rate, which is 0.26¢ per capita and based on the Washington State Office of Financial Management’s 4/1/2019 population estimates. He said this is the second year of 15% dues increases, as discussed by the Board at multiple meetings. He reported that approval of the 15% increase will result in a total increase in dues of $31,715 over last year.

Ms. Kinnear asked, prior to last year’s increase, when the last increase had occurred. Ms. Minshall replied it was in 2013 and she also spoke about the projected budget shortfall the five-year budget if there were no dues increases. Ms. Minshall also noted the Board has discussed a 15% increase per year, for three years, as part of the overall plan to balance the long-term budget and rely less on only federal and state funding sources; CY2020 is the second year in the three years. Dues will be discussed as part of the Interlocal Agreement update as well, which is intended to be in place by CY2022.

Mr. Stone made a motion to approve a 15% increase in SRTC member dues for CY 2020. Mr. Peterson seconded the motion; all votes were in favor.

11. SRTC Letter of Support for City of Spokane “OLLI” Grant Application – Ms. Minshall noted that the information about OLLI was provided by the City of Spokane. She explained that the grant application for this test project has already been submitted, but the City is still requesting a support letter from SRTC. She explained that OLLI is an autonomous 12-passenger shuttle vehicle, although it does have a driver on board. She said it has been tested out on tech and college campuses, and as the vehicle is not ADA accessible it is therefore not considered public transit, but an attraction. The City of Spokane has a proposed route through Riverfront Park. She stated SRTC staff does not have a recommendation; this item is to be considered at the Board’s discretion.

Ms. Kinnear spoke about her concerns with the speed (20 mph) of a vehicle operating inside the park where there are people walking, biking and riding scooters; she also noted her concerns about the money required to pay for the driver’s salary. Mr. Peterson said he felt it was a good opportunity because it is just a trial and he supports it.

Page 5 Mr. Peterson made a motion to authorize SRTC to write a letter of support for the City of Spokane’s OLLI grant application. Mr. Tortorelli seconded the motion.

Ms. Meyer questioned the funding implications. Ms. Minshall replied that SRTC has not received any requests for funding nor a statement from the City saying they would not be asking for funding. Chair French said the request before the Board today does not contain any financial elements; it is just a request for a letter of support. Mr. Tortorelli spoke about the Transportation Commission’s automated vehicle study group.

A vote was taken to provide a letter of support, and the motion passed unanimously.

12. Addition to SRTC Priority List: Opportunity Project “Supplement to Henry Road Overpass: Preserve High Performance Transit/Congestion Relief Corridor” – Chair French provided a background of the project, stating that the City of Liberty Lake in partnership with WSDOT are pursuing building a north-south overpass on Henry Road crossing I-90. He said the reasons for the overpass include safety, emergency services and better access to the schools being constructed on the south side of I-90; this overpass will go over the top of Spokane County’s long-held Milwaukee Railroad Rail Right-of-Way (ROW). This ROW, which parallels I-90 to the state line, will be jeopardized if the overpass is built as designed. The ROW has been preserved for future high- performance transit and/or an I-90 congestion reduction corridor. Chair French said in order to reduce encroachment into the ROW additional funds are needed to re-design the project. He presented an example of a modified bridge design, which he created, noting the addition of one pier and another deck would preserve the ROW. He explained that while there has been no preliminary engineering on the overpass yet, a rough estimate for the modifications are $1-1.5 million. Chair French discussed the availability of at least $2-3 million of un- obligated funds in 2020. He spoke about the ROW as an asset to the entire region. He would like to add this project to the list of projects for un-obligated funding so the corridor may be protected for future use.

Chair French said if this is the will of the Board, the following must occur (1) to approve the addition of Supplement to Henry Road Overpass: Preserve High Performance Transit/Congestion Relief Corridor to the top of the SRTC Priority Project list and (2) to direct SRTC staff and the Transportation Technical Committee to provide an analysis of funding availability and a project delivery schedule.

Mr. Woodard stated he is opposed to this because (1) It is outside of the normal project prioritization process and unlike the process that all other jurisdictions went through to get projects onto the prioritization list. It seems this project is receiving preferential treatment. (2) The projects currently on the priority list are ready to deliver next year and the Henry Road bridge is many years out. (3) Building a high-performance transit (HPT) line or congestion relief corridor is very far in the future or may never happen at all. (4) While he agrees it is a regional project, it sits in Liberty Lake city limits and they received funding from the State for the overpass; any overruns or other costs were to be the responsibility of Liberty Lake or WSDOT. He feels keeping the same process for all jurisdictions is important. The group discussed the Appleway Trail as it sits on the ROW and future HPT.

Chair French said the ROW preservation is a regional project extending from City of Spokane to Coeur d’Alene and in most HPT projects nationwide, ROW is the most difficult and expensive phase. He emphasized the importance of preserving the ROW that Spokane County obtained in the 1980s.

Mr. Tortorelli asked if there were any other locations in which the ROW is hindered or obstructed. Chair French replied there was not; he discussed how this ROW may be used in the future for congestion relief of I-90.

Mr. Stone made a motion to add Supplement to Henry Road Overpass: Preserve High Performance Transit Corridor/Congestion Relief Corridor to the top of the SRTC Priority Project list and (2) Request the TTC and SRTC staff to provide a funding availability plan and project delivery schedule at the 9/25/19 TTC meeting. Ms. Meyer seconded the motion.

Mr. Schmidt questioned project timing. Chair French said it is going into design immediately and will spend funds next year and construction scheduled to begin in 2021. Mr. Schmidt asked if this additional cost was not part of the funding package received from the State. Mr. Larsen replied this modification being discussed was not in the scope at that time. Mr. Schmidt asked if the SRTC funding is the quickest avenue for funding any change in the pass. Chair French confirmed.

Page 6 Mr. Otterstrom requested clarification of the instructions to the TTC. He said as he understands the Board’s request, the TTC is to consider funding (CMAQ, unallocated funds or contingency funds) but viewing the project as not needing more funds for the original scope, but in terms of enhancements; the TTC is also to make sure the Henry Rd project is consistent with the policies of the City of Liberty Lake, Spokane County the Metropolitan Transportation Plan. Chair French confirmed those are the Board’s requests.

Ms. Cragun left the meeting at 2:19.

Ms. Minshall re-capped the process that created the Project Prioritization list and explained that since the Henry Road project is fully state funded, it is not on the SRTC priority list. She said before the Board today is a supplement to the scope and said funding from SRTC is the fastest method to get the supplement funded. Chair French said without this funding, the opportunity to preserve the ROW at this location is gone; to utilize it in the future the bridge would have to be re-built. He said this is a small investment now to avoid a larger cost down the road.

Discussion continued about: • Total cost of the Henry Road project • How other projects have been built while preserving the ROW corridor • Process by which the SRTC Project Prioritization list was created last year • Examples of other major projects not included on the SRTC prioritization (such as the NSC) because of their funding coming from elsewhere • History and details about partnerships that worked to present the Henry Rd project to the state Legislature

A vote was taken; 10 votes were in favor and 1 vote against (Mr. Woodard). Motion carried.

6c. 2019-2022 Transportation Improvement Program October Amendment

Mr. Schmidt made a motion to approve the amendment as presented. Ms. Meyer seconded the motion. All votes were in favor.

INFORMATION & DISCUSSION ITEMS

13. Comprehensive Plan Certifications: Status & Upcoming Board Actions – Mr. Ulrich described SRTC’s role as Regional Transportation Planning Organization (RTPO) and the responsibilities designated by State law for the RTPO to prepare and update a regional transportation strategy, prepare a regional TIP, and to coordinate local planning, land use and economic development. He noted part of the State law requires RTPOs to certify that the transportation elements of jurisdictions’ comprehensive plans reflect the regional guidelines and principles. He presented information showing which jurisdictions comprehensive plans were certified, which were pending certification, and which were under review. Mr. Ulrich explained requirements for certifications and common deficiencies found during certification review. He noted that SRTC staff works closely with the small cities and towns on the transportation element of their plans as they typically do not have the staff or resources to complete some of the required technical components themselves.

14. 2020-2023 TIP Overview – Ms. Nelson provided an overview of the TIP and noted this is its annual update. She said the 2020-2023 TIP contains 99 projects, 12 of which are new, and the program totals approximately $786 million over a four-year time span. She presented a breakdown of projects by type and explained the TIP must (1) be consistent with the MTP (2) be consistent with regional plans (3) conform with state air quality plans and (4) be fiscally constrained. Ms. Nelson spoke about the 30-day public comment period and the public open house event scheduled for 9/17/19. There were no questions or discussion.

Funding Requests from City of Millwood and City of Spokane – Ms. Nelson noted that complete details were in the packet and this item would be brought back before the Board for action next month. She described the Millwood project and explained the expanded project scope would allow for the connection of two multi-use facilities. The amount being requested is $380,000 of CMAQ funding. She addressed TIP policies for scope changes and amount of funding available due to recent de-obligations.

Ms. Nelson stated that the City of Spokane requested a funding change for the Driscoll-Alberta-Cochran Sidewalk Infill project. She said the City recently obtained outside funds to complete the Ben Burr Crossing project and was therefore able to return $631,202 of Surface Transportation Block Grant Set Aside (STBG- SA) funding. They are now requesting to program $175,200 to complete funding for their Driscoll-Alberta- Cochran sidewalk project. She spoke about TIP policy for leftover funds and the contingency list process.

She said the TTC discussed these items last month and they will be asked to make a recommendation at their meeting on 9/25/19.

16. Board Member Comments – Ms. Meyer said the largest increase in STA service ever will be effective 9/15/19 and it includes new south Spokane commuter routes. Mr. Peterson thanked the group for their support of the Henry Road project. Mr. Larson announced the next railway realignment in the Hillyard area of the NSC is starting. Mr. Tortorelli said the final report on the road user charge pilot program will be presented to the State legislature in January. Mr. Woodard spoke about the success of the Spokane Valley Farmer’s Market. Mr. Krauter announced the upcoming new non-stop service flights from Alaska Airlines.

Key Points: • Spokane Valley has requested an amendment to the TIP. The proposed amendment would amend one existing project and add one new project. Both projects are related to the Pines Road/BNSF Grade Separation project. • In the first amendment, funding was reduced from the main Pines Road/BNSF Grade Separation project and moved to the new amended project. The new amended project is an early acquisition of property for the Pines Road/BNSF Grade Separation. Early acquisition must take place under its own separate amendment due to federal requirements. • Project descriptions and/or funding adjustments are shown on the Attachment. • This is the last TIP Amendment for the 2019-2022 TIP.

Public Involvement: Pursuant to SRTC’s Public Participation Plan, a 10-day public comment period for the October amendment was open from September 18 through September 27, 2019. No public comments were received.

Supporting Information/Implications: The TIP is a programming document that identifies specific projects and programs to be implemented during the upcoming four years. Any project with federal funds from the Federal Highway Administration (FHWA) or Federal Transit Administration (FTA), as well as any regionally significant projects, must be included in the TIP. After a TIP has been incorporated into the Washington State TIP (STIP), project changes can be requested by local agencies. Minor

changes can be made administratively by SRTC staff. Significant changes must be made through the amendment process, which requires a 10-day public comment period and action by the SRTC Board of Directors.

The TIP serves as an important tool in implementing the goals, policies, and strategies identified in Horizon 2040, SRTC’s long-range plan. As such, any projects included in the TIP, including projects added through monthly amendments, must be consistent with Horizon 2040. Consistency with Horizon 2040 includes a demonstration of financial constraint and conformity with regional air quality plans. The October amendment has been reviewed by SRTC staff for compliance with federal and state requirements and consistency with Horizon 2040.

TIP amendments must be approved by the SRTC Board in order to be incorporated into the Washington State TIP (STIP). Projects receiving federal funds must be in both the TIP and the STIP to access those funds. Pending approval by the SRTC Board, the October amendment will be incorporated into the STIP on or around November 15.

Board/Committee Discussions: The SRTC Board discussed the draft 2020-2023 TIP at their September 12, 2019 meeting. The Transportation Technical Committee (TTC) reviewed and discussed the 2020-2023 TIP at their August 28, 2019 meeting and at their September 25, 2019 meeting voted unanimously to recommend Board approval.

Public Involvement: Pursuant to SRTC’s Public Participation Plan, a public comment period for the 2020-2023 TIP was open for a 30-day public comment period from September 2 through October 3, 2019 and a public open house was held on September 17, 2019 from 3:30-5:30 pm at the Spokane Community College Lair. The public comments received are in the Attachment and have been forwarded to the appropriated judications for responses.

Supporting Information/Implications SRTC is required to develop a TIP that includes a list of projects and programs to be carried out in the Spokane Metropolitan Planning Area over a four-year period, with two additional development years, 2024 and 2025. The TIP must be updated, at a minimum, every two years.

This is typically a project that changes vehicular capacity on a facility, on an arterial over ½ mile in length, that serves regional transportation needs. Projects cannot obligate federal funding unless they are both in the STIP and TIP. Per federal regulations, to be in the TIP and STIP projects also must be consistent with the long-range transportation plan of the region, Horizon 2040. Once approved by the SRTC Board, the TIP is incorporated into the Washington State TIP (STIP) which is reviewed and approved by FHWA and FTA.

Comment: There is one project that is consistently overlooked and that is Barker Rd. intersection with I-90. With the additional of all the new housing and schools in the area There is a need for change at that intersection. Southbound Barker at Cataldo needs a right-hand turn lane to better accommodate all the traffic getting on I-90 westbound. Sometimes the traffic is backed up for blocks. The other 3 all have a right-hand turn lane. Also, The bridge is ridiculous. I saw a older man in a wheelchair crossing over the bridge last month. He had to be in traffic as he crossed because it is so narrow and absent of sidewalks. This is also a problem for people walking or biking across without sidewalks. Not to mention it is very need of repair. I know the bridge would be a Federal project, but can’t you inform them of the need.

Comment: I live on 57th, and use 57th to access Glenrose, to access Hatch road, and further points north. It would seem to me, that first off, 57th needs repaving extremely bad. The road is breaking up badly, and it is patched, that lifts, and chuckholes, and debris is constant. I feel that a signal light at Hatch Road is need much more than something done at Freya. Traffic coming to the south hill from State Route 195 has increase tremendously. In the last 2 to 3 years. People speed down the left turn lanes instead of waiting for the single lane to advance. Noise is a constant factor on 57th.

I cannot see where a signal light is more expensive than a roundabout. I also cannot imagine where they are going to put all of the snow from winter around the Roundabout. We get a lot of snow up here, that will just create an additional hazard for traffic, and pedestrians also, how will the snow be removed for the crosswalks that have Been created on 57th this summer? Was any thought given to that? There are a lot of joggers, walkers, and bicyclists, on 57th, just how are they supposed to handle a roundabout?? Page 16 We need 4 lane streets, not cutting down the lanes of travel for traffic. If you want to move traffic safer, I would think getting more lanes to handle the amount of traffic. Would be the solution, rather than so called “lane diets”. Signal lights work great on the north side of town, why can they not work well on the south side of town as well??

There have been multiple apartment complexes put up, a huge amount of construction in the Glenrose area, and all the apartments around 57th and the Palouse highway.

I do not feel roundabouts are the way to handle the heavy traffic on 57th. This needs to be thought out further, before spending taxpayer and federal dollars.

Jurisdiction Response: Linda, Spokane County requested grant funding for a roundabout at 57th / Freya to accommodate traffic flow and improve safety. We have received many complaints about the intersection and are concerned about the number of traffic collisions that have taken place at the intersection. A roundabout is a proven safety improvement to reduce the severity of traffic collisions. Roundabouts are also an effective traffic control solution to efficiently move traffic at an intersection. Single lane roundabouts also improves pedestrian crossing safety because they offer pedestrian refuge at the crossing locations, allowing pedestrian to only have to cross one lane of traffic at a time. Spokane County has applied for grants to improve the condition of 57th, however, we have not yet been successful in getting the grant funding. 57th will continue to receive maintenance of the roadway and is being monitored by our maintenance personnel.

Page 17 I’m a student of Economics of sustainability at Arizona State University Online and wanted to comment on a few of the projects you’re working on.

Project CO056 (Spokane County-Geiger Blvd) - Studies show the more roads you make or widen the more they’re going to get used. Increasing the roads increases the capacity and increasing the capacity increases the cars until it reaches capacity again. We should be working towards reducing the size and amounts of roads to make it safer for walk, bike, bus, and even car traffic. Increasing the road size increases the speed drivers are comfortable going and decreases the feeling of safety for walkers and bikers.

Projects SP061(City of Spokane-Wellesley Maple Intersection)- Again, widening the roadway decreases the walk and bike ability and safety. We should be moving away from projects that discourage alternative transportation.

Project CO044 (Spokane County Bigelow Gulch/Forker Rd Connector Project 6)- We should be reducing lanes in order to reduce single car use. The more people encounter congestion the less they will drive and are more likely to walk, bike, or bus. Increasing the lanes will only increase the capacity until it reaches congestion again. Instead I propose a road diet that makes it more walk, bike, and bus friendly.

Project MW002 (City of Millwood Argonne Rd, Empire to Liberty Congestion Relief)- Instead of adding turn lanes we should be decreasing congestion by encouraging walking, biking, or busing. This is something project HD004 (Spokane Regional Health District-Walk Bike Bus Millwood) is doing. Project MW002 seems to be working against project HD004. Instead of adding turn lanes we should be adding a center tree median, after all Millwood is a tree city, bike lanes, angled parking, and reduce the speed limit to 20 since it’s going through a city center and reduces car and pedestrian accidents. If we must add a turn lane we should reduce the road to three lanes. The more people that are tired of sitting in traffic every day the more that will choose to walk, bike, or bus as project HD004 is working towards.

Project CO002 (Spokane County-Bigelow Gulch/Forker Connector Project 3), CO001 (Spokane County-Bigelow Gulch/Forker Connector Project 2), CO038 (Spokane County-Bigelow Gulch/Forker Connector Project 5)- See above comments.

Project SP034 (City of Spokane-Millwood Trail-Spokane Community College to )- I love the idea of a trail going from SCC to Felts Field, however, Felts Field isn’t in Millwood, Millwood’s city limits end at Vista Road. I suggest we connect this trail to the existing Millwood trail that follows the train tracks.

I have no suggestions or comments on the other projects you are working on. Please start focusing on walk, bike, and bus ability when starting anything new.

Key Points: • On September 12, 2019 the SRTC Board of Directors approved the placement of the “Supplement to Henry Road Overpass: Preserve High Performance Transit Corridor/Congestion Relief Corridor” to the top of the SRTC Priority Project List as an “Opportunity Project”, with the intent to provide SRTC funding to the project to preserve the corridor.

• The same Board action requested the TTC and SRTC staff provide an analysis of funding availability and project delivery schedule to the Board prior to their October 10, 2019 meeting.

• Henry Road Overpass is currently a “Connecting Washington” funded project, scheduled for design in SFY2020 and construction in SFY2021. This project is listed in the Metropolitan Transportation Plan (MTP), Horizon 2040, as an interchange. The down- scoping of the project was the result of a WSDOT and community practical solutions process.

• At their meeting on September 25, 2019, the Transportation Technical Committee (TTC) voted unanimously to recommend to the Board the availability of $1.469M of Highway Infrastructure Program (HIP) funding to meet the projected project delivery schedule below:

o Preliminary Engineering-2019 & 2020 o Right of Way-2020 o Construction-2021 • Representatives from Spokane County and Liberty Lake reported at the September 25, 2019 TTC meeting, that Liberty Lake tax increment financing (TIF) and local infrastructure financing tool (LIFT) programs have been identified as other potential funding sources, but not secured.

Board/Committee Discussions: The SRTC Board acted to place this project at the top of the SRTC Priority Project List as an “Opportunity Project” at their September 12, 2019 meeting. The TTC discussed and acted on this item at their September 25, 2019.

Public Involvement: All Board and TTC meetings are open to the public. If additional funds are allocated by SRTC to this project, a subsequent Transportation Improvement Program (TIP) Amendment will be processed and public comment period will be open.

Supporting Information/Implications: The Henry Road project is listed in Horizon 2040 as a Long-Term (2025-2040) Regionally Significant Project List. However, since being incorporated into Horizon 2040, the project has been re-scoped from an interchange to an I-90 overpass.

Through legislative action, the Henry Road Overpass is now a funded project at $14.5M in the State’s Connecting Washington funding package. The current project, as scoped and funded, interferes with the Milwaukee Railroad Right of Way (ROW) which is preserved for future high- performance transit use. This design interference requires an easement from Spokane County and a re-design to preserve future transit operations.

At the September 12 SRTC Board meeting the Chair, Spokane County Commissioner Al French, presented a design option for Henry Road overpass that would maintain the ROW for future transit use, see Attachment 1. This option would require additional funds to be acquired to ensure that future transit projects along the corridor could be accommodated. The amount of funding necessary is currently estimated by WSDOT to be near $1.5M.

A motion was approved by the majority of the SRTC Board to preserve the ROW with intent to use available SRTC funding to assist in delivering the project which could accommodate future transit and bring this opportunity project to the top of the Regional Priority List. Additionally, the TTC was instructed to recommend funding and a project delivery schedule by the October 10 SRTC Board meeting.

SRTC Staff presented to the TIP Working Group and the TTC the following funds currently availability to meet the needs of this project: • Surface Transportation Block Grant (STBG) de-obligations of $4.8 M • Highway Improvement Program (HIP) Funding of $1.459 M.

The TTC unanimously recommended HIP funding would fulfill the needs of the project and help the region meet the requirement to obligated HIP funds by September 30, 2022. This would allow the more flexible funding type STBG, to be programmed later this year to assist the region in reaching our obligation authority (i.e., project delivery) target for 2020. HIP does not count towards our annual obligation authority target.

• The City of Spokane has returned $631,202 of STBG-SA funding on a project due to a successful state grant that will replace the need for a portion of the SRTC allocated funds.

City of Millwood Request Funds requested: $380,000 in CMAQ

In January 2019 SRTC awarded $1.27M in CMAQ to the City of Millwood for Argonne Rd: Frederick to Liberty Congestion Relief project. After the initial design phase, Millwood has determined there is regional benefit to expand the project scope, primarily to connect the pedestrian pathway to the regional Centennial Trail, see details in Attachment 1. The scope change requires an additional $380,000 in CMAQ funding to complete this project and construct in 2021. Millwood’s efforts to find additional funding from other sources has not been successful, which has led to the request to SRTC Board of Directors.

Funds available There is currently $428,107 of de-obligated CMAQ available to reassign.

Policy for Scope Changes TIP Guidebook Policy 3.1 – All scope changes must be approved by the Executive Director, with TTC concurrence.

SRTC Staff and WSDOT have been very involved in assisting with this project and suggest approving the scope change as it supports Horizon 2040 strategies for safety, mobility and regional connectivity. The SRTC Executive Director has approved the Scope Change and on September 25, the TTC met and provided concurrence with the change.

Policy for Cost Overruns Cost overruns are defined as costs that exceed the project budget as it was determined at the time of project application to SRTC.

TIP Guidebook Policy 6.3 - Fund increase requests related to cost overruns will be considered on a case-by-case basis.

TIP Guidebook Policy 6.3.2- A cost overrun may be ineligible for additional funds through SRTC if the cost overrun is considered to be within the control of the project sponsor. Examples of possible ineligible cost overruns could include: a change in scope for owner betterment; omitted requirements that could have reasonably been anticipated; or poor judgment or inadequate planning, design, or implementation of the project.

TIP Guidebook Policy 6.5.1 – SRTC staff will provide a recommendation to the SRTC Board on how to best utilize leftover SRTC regional funds. In January 2019, SRTC awarded $746,099 in STBG-SA to the City of Spokane for the Ben Burr crossing project. The City of Spokane successfully leveraged State Bike/Pedestrian safety funds to complete the project. Therefore, the City is returning $631,202 of Surface Transportation Block Grant Set Aside (STBG-SA) funding and requesting to program $175,200 to complete funding for their Driscoll-Alberta-Cochran sidewalk project, Attachment 2.

Funds available There is currently $774,871 of de-obligated and returned STBG-TA to re-assign.

Policy for Leftover Funds TIP Guidebook Policy 6.5 - After a project has been selected by SRTC for regional allocations of federal funds, any unspent funds from the project award must be returned to SRTC for redistribution. Project sponsors may not change the original scope or extend the length or duration of the project in order to utilize the remaining funds.

TIP Guidebook Policy 6.5.1 – SRTC staff will provide a recommendation to the SRTC Board on how to best utilize leftover SRTC regional funds. This recommendation will be reviewed and discussed with the TTC prior to going to the Board. The City of Millwood (“Millwood” or “the City”) presents to Spokane Regional Transportation Council (SRTC) this request for additional funding for the Millwood Congestion Relief – Argonne Road Widening Project; CMAQ- 4041(016), referred to within as “the Project”. Millwood has worked for several years on securing funding for this important regional project. Although Millwood is a small city and this project is extremely significant for enhancing our residential and commercial livability, the overall value of this project to Spokane County and the surrounding region in reducing congestion on Argonne Road cannot be overstated. As is well-understood by SRTC, Argonne Road is a regionally significant arterial roadway from the urban area of the City of Spokane Valley to northern rural Spokane County, terminating in the Green Bluff Community. The corridor serves a multitude of users including agricultural, commercial, industrial, commuter, and recreational. Argonne Road is classified as a principal arterial and T2 Truck Route with a current peak volume of 2,400 vehicles per hour in the City. Simply put, currently Argonne Road serves as the north-south link for truck and commuter traffic in east Spokane County, linking north Spokane to Spokane Valley and Interstate 90.

ADDITIONAL REQUESTED DESIGN ITEMS Since design of the Project was initially funded in 2015, the City has determined that changes to the design are required to improve the safety, operation, regional mobility, and aesthetics of the Project, both for the citizens of Millwood and the surrounding area. Millwood believes it is logical and cost effective to include these changes as part of this project with the hope of fully improving the Argonne corridor for the City and the region. The City submits the following changes/additional items to be included in the Project.

Extending Pedestrian and Bicycle Facilities to the North In 2016, the City received funding through the Pedestrian and Bicycle Program to construct the Millwood Interurban Trail, a shared use path between Vista Road and Trent Avenue utilizing the Spokane County-owned former Great Northern Railway right-of-way, parallel to the Union Pacific Railroad (UPRR) corridor. The City sees the Project as the perfect opportunity to provide a shared-use path on Argonne Road, extending north from the Millwood Interurban Trail to the Argonne Road/Spokane River Bridge. This addition provides the following advantages:

• Allows pedestrian and bicycle users to safely travel along Argonne, which is currently viewed by these users as a hazardous endeavor due to the volumes and speeds along the corridor.

• The shared-use path safely accommodates more users (pedestrians AND bicycles) than the original six- foot wide sidewalk that was proposed as part of the original design.

• Connecting to the bridge at this stage provides the opportunity to extend a shared-use path across the bridge for future linkage to the Centennial Trail via Marengo Avenue. The current design of the bridge is wide enough to accommodate larger pedestrian facilities. With minor modifications to the existing barrier, a shared-use path could be provided, and critical pedestrian and bicycle connectivity established north and south of the Spokane River between the Millwood Interurban Trail and the Centennial Trail.

Widening for Turn Lanes on Minor Streets

Based on Federal Railroad Administration and UPRR safety requirements, the current left-turn opportunity to Euclid Avenue from Argonne Road northbound adjacent to the UPRR Argonne Road crossing will be eliminated to accommodate the center-turn lane design. This left-turn opportunity provides extremely vital access to the City’s commercial establishments located along Euclid Avenue west of Argonne Road. However, given the mandated safety requirements combined with road width constraints, it is impossible to maintain this turn.

To offset the loss of this turn opportunity, the City desires to improve traffic access to and from the west side of Argonne Road by developing and improving two minor collector streets north and south of Euclid Avenue. Northbound left-turn pockets will be added on Argonne Road at Frederick and Liberty Avenues; these will compensate for the loss of the Euclid left-turn opportunity, allowing for both City residents and other users to access Millwood west of Argonne Road at multiple points. The City will also slightly widen both Frederick and Liberty Avenues to provide left turn lanes from these streets to Argonne Road. Traffic volumes on Argonne Road make it extremely challenging for motorists to find a safe turn gap, especially for left turning traffic. Adding left turn lanes at these locations would help improve the flow of local traffic onto Argonne Road, especially for City residents living west of Argonne Road.

Lighting The original scope included relocating the existing lighting on the east side of Argonne Road. However, the City believes this is a prime opportunity to install new decorative lighting through the downtown core. The City envisioned installing decorative lighting as part of future revitalization efforts within the historic Millwood downtown core. The 2009 Argonne Road Reconstruction Project included installation of conduit on the west side of Argonne Road to support lighting amenities. So, this project would only need to install the poles and the conductors for the additional lighting on the west side, while conduit would still be required on the east side.

Addition of Median Islands The City and their engineer determined the necessity for hardscape median islands at specific locations within the Project corridor for traffic channelization and traffic safety. By providing medians fitted with reflective tubular markers, motorists will more easily see the alignment changes caused by the road widening to accommodate the center turn lane, helping to reduce the likelihood of head-on collisions. Due to the traffic consistency, volume, and speed on Argonne Road, the City believes this will be an important safety feature for the Project.

ADDITIONAL FUNDING REQUEST

Currently, the Project is funded at $1,793,310, with $1,475,092 derived from Congestion Mitigation and Air Quality (CMAQ) funds and $230,218 from the City (a 12.8% match by the City). The changes and additions contained in this request bring the total project cost to $2,170,000, including contingencies. The City will increase our match for the Project to 14.5% (an 15% match on construction costs), contributing a total of $315,000 in funds to the project. The City of Millwood is requesting an additional $380,000 in CMAQ funds, or other SRTC sources, for the Project.

The City has worked diligently in cooperation with SRTC for several years to bring improvements to the Argonne Road corridor to fruition. The City believes that with the addition of these items to the Project, the project will provide benefits to pedestrian, bicycle, and motorist users located within the City of Millwood and the surrounding region. Requested Action: The Spokane Regional Transportation Council certifies that the transportation related provisions in the City of Millwood and the City of Medical Lake Comprehensive Plan 2017 Update are generally consistent with the specified transportation planning requirements of the Revised Code of Washington (RCW), including the Growth Management Act (GMA), and with SRTC’s Regional Transportation Plan (RTP): Horizon 2040.

Key Points: • The City of Medical Lake has satisfied the minimum certification criteria found in Appendix E (non-UZA City) of the Plan Review and Certification Process Instruction Manual. • The City of Millwood has satisfied the minimum certification criteria found in Appendix D (UZA City) of the Plan Review and Certification Process Instruction Manual. • Both jurisdictions are planning for relatively low growth: o Millwood: 0.38% per year o Medical Lake: 0.96% per year • Neither jurisdiction is planning for major land use impacts that would affect the regional transportation network. • The next required update of local comprehensive plans is June 30, 2025. Revisions to the Plan Review and Certification Process Instruction Manual will be necessary to align with the yet to be developed MTP.

Board/Committee Discussions: On September 10, 2015, the SRTC Board approved the Plan Review and Certification Process Instruction Manual.

On July 10, 2014, the SRTC Board approved Resolution 14-02, which authorized the following as it relates to updating the comprehensive plan review and certification process: • Establishment of a process for the SRTC Board to certify local comprehensive plan amendments and updates based on GMA requirements, Horizon 2040, and regional transportation levels of service; • Authorization of the Executive Director to develop methodologies for review and certification of comprehensive plans; and Approval of updated regional travel time level of service standards.

Public Involvement: Each jurisdiction has their own public involvement process for the development of their Comprehensive Plan updates.

Key Points: • The CY 2019 Budget was amended by the Board on September 12, 2019 and all information in this update reflects the changes contained in the amendment. • SRTC operated within the Board approved budget for CY 2019. All major revenue and expenditure categories are anticipated to finish in line with amended, adopted budget. • Revenues: through the Third Quarter (75% of Calendar Year) of CY 2019 (January – September), SRTC collected 76% of anticipated revenues for the year. All but one SRTC member paid their 2019 dues • Expenditures: through the Third Quarter of CY 2019 (January – September), SRTC spent 60% of total anticipated expenditures.

o Personnel Expenditures: Total personnel expenditures were $867,319 through Third Quarter, or 75% of the CY 2019 budget amount.

o Contractual and Professional Services: Total services expenditures were $103,689 year-to-date, or 20% of the total budget amount. Consultant Study’s for Data, Division, and SR195-I90 will increase that figure thru the remainder of 2019. Budget amendment for this category was approved by the Board in September.

o Materials and Services: Total materials and services expenditures were $85,928 year to date, or 70% of the total budget amount.

o IT Operations: Total expenditures were $49,202 thru Quarter Three, or 58% of the total budgeted amount. Remaining hardware upgrades will take place in the last half of the year.

o Travel, Training, and Staff Development: Total expenditures were $74,314 thru Third Quarter, or 88% of the total budgeted amount. This category includes expenses for the SRTC Education Series, mileage and parking costs, and the Walkability Team grant.

Supporting Information/Implications Each year, SRTC develops an annual budget outlining the anticipated revenues and expenditures for the upcoming year. SRTC reports on a cash basis, which provides a snapshot in time of the agency’s revenues and expenditures. The Revenues portion includes funds received in Calendar Year (CY) 2019 that were for CY 2018 expenditures. The attached spreadsheet provides a summary for the Third Quarter of CY 2019 budget, actual 2019 revenues and expenditures, and a column for prior (2018) year to date revenues and expenses. The SRTC operating reserve is currently enough to fund operations for approximately four to five months. As the calendar year progresses this reserve will decrease to three to four months as local dues are increasingly used as matching funds.

Key Points: • The Spokane Regional Transportation Management Center (SRTMC) is a multi- jurisdictional enterprise comprised on the following partners; City of Spokane, City of Spokane Valley, Spokane Transit Authority, Spokane County, Washington State Department of Transportation and Spokane Regional Transportation Council. • The SRTMC is where transportation operations information is collected, processed and broadcast for improving traffic operations in real-time. • The Spokane Region ITS Architecture defines “what is needed” to coordinate, deliver and operate technology related projects and services. • The Spokane Region ITS Architecture was last updated in 2013. • The Draft Spokane Region ITS Architecture conforms with the National ITS Architecture and standards as required in 23 CFR 940.5. • SRTC uses the ITS Architecture in planning to prioritize gaps in providing transportation system management and operations in our region. • At the November 14, 2019 SRTC Board meeting, the SRTMC will request the SRTC Board of Directors accept the ITS Architecture.

Key Points: • When Spokane Public Schools redevelops or sites new schools, street infrastructure improvements for safety and walkability are not addressed as part of the process. • The Walkability Action Project aims to address this gap and address street infrastructure improvements and additional public health outcomes as a regular, systemic process in coordination with school redevelopment and school siting. • Changes in school district and city processes can lead to regionwide increases to walking, access to transit and physical activity levels, and decreases in traffic accidents. • The Walkability Action Project has been presented to the Spokane Public School Board of Directors and received a letter of support, see Attachment. • The Walkability Action Team undertaking this work is a multi-agency coalition assembled in April 2019 by SRTC in response to a grant award from the National Association of Chronic Disease Directors. • Members of the Walkability Action team include representatives from; The City of Spokane; Spokane Public Schools; Spokane Regional Health District; Spokane Regional Transportation Council and The Zone Project. • SRTC organized and coordinates the coalition to address the SRTC policy objective to: Offer safe and convenient forms of active transportation that support public health outcomes. • This policy, systems and environment change project seeks to reach large populations and create strategies that have regional impact and are sustainable.

Also, this item was presented to the Spokane Public Schools Board of Directors on July 17, 2019. A presentation to the Spokane Regional Board of Health is scheduled for October 31 at 12:30 PM. On behalf of the Spokane Public Schools Board of Directors, the purpose of this letter is to indicate our support of your regional coalition, the Walkability Action Team, to ensure school design promotes student and community well-being and improve the ability of students and families to walk safely and travel to our schools using multiple modes of transportation. The collaborative work that is being conducted by Spokane Regional Transportation Council, Spokane Regional Health District, the City of Spokane, and The Zone Project in partnership with Spokane Public Schools will help us identify opportunities to advance active transportation access and positive public health outcomes by: 1) improving siting or redesign policies and procedures to be incorporated into future projects; 2) providing pedestrian access and health impact assessments to inform street, school, and built environment improvements; and 3) developing a model process for engaging communities and building relationships to inform neighborhood needs. We understand that using the Shaw Middle School redesign as a pilot project will help to provide a focus for the assessments, identify the many ways that school design and siting affect health outcomes, and understand the current challenges and opportunities with redevelopment and how we can maximize benefits and improve our current processes. We look forward to continued partnerships with the agencies of this coalition to better school integration with surrounding neighborhoods. Safe and convenient access to school influences levels of physical activity, academic attendance and performance, student safety, air quality, joint use of schools for community events, equity, and traffic demand, among other benefits. Joint stewardship and support in this effort is necessary to effectively improve this area of school policy. We look forward to your quarterly updates as this valuable work unfolds.

Spokane Regional Transportation Council - Transportation Technical Committee (TTC) Meeting September 25, 2019 1:30 pm Action Items  Supplement to Henry Road Overpass: Preserve High Performance Transit/Congestion Relief Corridor – Ms. Nelson explained the Board action on September 12 and provided some background on the project and its funding. She described what the Board asked the TTC to do, which was to “have the TTC and SRTC staff provide an analysis of funding availability and project delivery schedule to the Board prior to their October 10, 2019 meeting”. The current scope interferes with a potential HPT on Spokane County’s preserved ROW for future transit use. She said the Board Chair presented an alternative design to preserve the ROW at the Board meeting and preliminary estimates for costs for the modification is between $1.5M and $3M.

Barry Greene reported that the Board of County Commissioners came to an agreement with the City of Liberty Lake yesterday afternoon to expand the boundaries of the easement. Katy Allen explained that the Board of County Commissioners decision did not address funding; she said potential funding from the TIF or LIFT programs have been identified, but has not been secured yet. Ms. Nelson said staff and the TIP Working Group have identified $1.469M in Highway Infrastructure Funding available.

The group discussed at length: the inclusion of the project in the MTP, the location of future light rail on Sprague vs. Appleway, facility ownership on adjacent roadways, the process of accommodating these types of requests in the future, the existing utilities in the ROW, possibility of recommending partial funding, and the funding for the Henry Road project through the Connecting WA package. Ms. Kay asked that the Board be made aware of Liberty Lake’s possible other funding source.

Ms. Nelson said the TIP Working Group selected HIP funding rather than STBG, because STBG funds can be used on other types of projects on the contingency list. Chair Otterstrom reiterated that the requested action before the group was not to recommend approval or the project or the funding of the project, but only to provide a recommendation to the Board of the available $1.469 M in HIP funds and a proposed schedule. The motion to recommend to the Board of the funding availability passed unanimously.

 Funding Requests from City of Millwood and City of Spokane – Ms. Nelson described the expanded scope for the Argonne Road Congestion Relief project, which is extending the separated pathway termini and adding lighting; the request is for $380,000. She addressed the TIP policies that apply to this request. She discussed the Driscoll-Cochran-Alberta Sidewalk Infill project, spoke about prior funding and noted the City has requested $175,200 of STBG-SA funds. Each funding request was voted on separately. Recommendation for Board approval of both requests passed unanimously.

 2019-2022 Transportation Improvement Program (TIP) Oct Amendment – Ms. Gunderson described the two projects in the October amendment; both relating to the Pines/BNSF Grade Separation. There were no questions or comments. Motion to recommend Board approval of the amendment passed unanimously.

 2020-2023 TIP – Ms. Nelson provided an overview of the TIP. She said the 2020-2023 TIP contains 99 projects, 12 of which are new, and the program totals approximately $786 million over a four-year time span. She presented a breakdown of projects by type and said that staff has completed the following consistency determinations (1) be consistent with the MTP (2) be consistent with regional plans (3) conform with state air quality plans and (4) be fiscally constrained. Ms. Nelson spoke about the 30-day public comment period and the public open house event held on 9/17/19. Motion to recommend Board approval of the 2020-2023 TIP passed unanimously.

Information and Discussion Items  Presentation on Spokane Walkability Action Project – Ms. Nelson, Brandon Blankenagel, and Heleen Dewey described the extensive training the team of 6 people from Spokane received at the Walkability Action Institute in Altanta, GA earlier this year. The team’s goal is to develop a strategic plan to improve transportation and health impacts for use in Spokane Public school siting and redevelopment policies, guidelines and checklists to maximize community benefit, promote equity, and help families and youth thrive. They described how health impact statements, walking and barrier analyses, and improved communications between agencies can be used to reach the goal. Page 44
