NOTE FOR PAD

It is submitted that Delhi-Panipat-Ambala road (National Highway-44) falls under the jurisdiction of NHAI. Further, it brought out that NHAI had awarded work of eight laning of Mukarba Chowk (Delhi) –Panipat (km 15.500 to km 86.000 of NH-44) on BOT (Toll) basis to M/s ESSEL Infra Projects Limited on 24.07.2015 at a quoted Grant of 189.00 Crore, which is 8.88% of Total Project Cost of 2128.72 Cr. Appointed date/date of start of project was 27.10.2016 and scheduled completion date was 24.04.2019. The present physical progress is 42%. Due to delay on part of concessionaire, NHAI had issued notice regarding intention to terminate and notice has been issued to consortium of banks. Banks have shown willingness to substitute the concessionaire and matter is in process.

Details of various structures proposed in the project of eight laning of Mukarba Chowk (Delhi) to Panipat (NH-44) are annexed at Annexure A. It is brought out that a Foot Over Bridge has been proposed at km 30.750 near Kundli village. The details of structures proposed in Kundli village and nearby area are as follows:-

Sonepat CM announcement code 17562). v) Construction of building for PHC Jakholi CM announcement code 17564). vi) Construction of GVD at village Palri Khurad. vii) Construction of Sub Health Centre (SHC) Aterna.

Building work approved but work yet to start:- 1 Re-construction of boundary wall along to GT road and Jkholi road upto Dhobhi Ghat in MNSS Rai stands approved or Rs. 248.86 lacs. Tender will be received on dt. 28.02.2020. 2 Construction of 300 student Girl hostel in campus of MNSS Rai stands approved of Rs. 1736.65 lacs. Detailed estimate sent to Head office for technical sanction.
