  • Russian Gas: the Year of Living Dangerously
September 2020 Russian Gas: the year of living dangerously Key Takeaways for 2020 and Beyond Oxford Energy Comment Vitaly Yermakov, Senior Research Fellow OIES 2020 has been a tough year for Russian gas. The world is struggling with the consequences of COVID- 19, but the headwinds for the industry are not limited to the pandemic. Structural crises in oil and gas markets stemming from accumulated distortions on the supply side have coupled with the existential threat to hydrocarbons on the demand side as radical narratives of energy transition to a carbon-neutral world are gaining momentum. Intense geopolitical rivalries among the great powers are spilling into energy relations in the form of sanctions and trade wars. The combination of multiple crises has created a ’perfect storm’, the most serious economic challenge to mankind since the Great Depression of the last century. This paper reviews the impact of the crisis on exports of Russian pipeline gas to Europe in 2020 and assesses the economics of these supplies under the wide price range that we have seen occurring in the past months. In essence, it reveals a ’live experiment’, testing the pain threshold levels of both Gazprom and other suppliers of gas to Europe. The calm before the storm: Russia’s gas balance and position in Europe in 2019 Russia’s pre-crisis gas situation looked solid. Production was increasing reflecting a higher call on gas abroad and at home.1 Gazprom’s output bounced back as new gas from Yamal (Bovanenkovo) reached its planned levels. (See Figure 1) Figure 1:

  • The Tragedy of the Kursk: Crisis Management in Putin's Russia1
Zoltan Barany The Tragedy of the Kursk: Crisis Management in Putin’s Russia1 The individual is nonsense, the individual is zero. Vladimir Mayakovsky, 1921 Human life still costs nothing here. Leonid Radzikhovskii, 2000 THE SINKING OF THE NUCLEAR SUBMARINE KURSK ON 12 AUGUST 2000 – the first major accident of the Russian Navy since the end of the Soviet Union – is enlightening for students of contemporary Russia for several reasons. First, predicaments of this sort tend to reveal the instinctive reactions of political leaders to potential emergencies and afford a rare glimpse into how they manage subsequent crises. In other words, the handling of this incident can help us understand Russia’s political elite in general and its head of state in particular. The tragedy of the Kursk was the first unrehearsed, unscripted, event to test the country’s newly minted president, Vladimir V. Putin. It was an opportunity for Putin to prove his mettle and for the world to take his measure according to his response to the crisis. Second, the accident also provided a chance to gauge whatever changes might have taken place in the organizational behaviour and institutional culture of Russia’s armed forces. After operating in a quasi-democratic political framework for nearly a decade, what would be the admirals’ reaction to the crisis, how would they share its specifics with the public and how would they fulfil their responsibil- ities? Finally, the disaster also presented a challenge for the Russian media and its overseers and an occasion to appraise journalistic freedom in the country. In short, the sinking of the Kursk and, far more so, the manner in which the ensuing crisis was managed by 1 Earlier versions of this paper were presented at Texas A&M University (February 2003) and at St Antony’s College, Oxford ( June 2003).

Nordisk kernesikkerhedsforskning Norrænar kjarnöryggisrannsóknir Pohjoismainen ydinturvallisuustutkimus Nordisk kjernesikkerhetsforskning Nordisk kärnsäkerhetsforskning Nordic nuclear safety research NKS-138 ISBN 87-7893-200-9 Russian Nuclear Power Plants for Marine Applications Ole Reistad Norwegian Radiation Protection Authority, Norway Povl L. Ølgaard Risø National Laboratory, Denmark April 2006 Abstract In order to establish a systematic approach for future proliferation and environ- mental analyses of Russia’s marine nuclear reactor systems, this paper summa- rizes and analyzes the available open-source information on the design proper- ties of reactor systems and nuclear fuels. The most distinctive features of Rus- sian marine reactor development are pointed out, and similarities and differences between Russian military and civilian reactor systems and fuel are discussed. Relevant updated information on all Russian vessels using nuclear propulsion is presented in Annex I. The basic analytic division in this paper follows vessel gen- erations – first to third generation; and reactor types – PWR and LMC technol- ogy. Most of the available information is related to nuclear icebreakers. This in- formation is systematically analyzed in order to identify stages in the develop- ment of Russia’s civilian naval nuclear reactors. Three different reactor models are discussed: OK-150, OK-900 and KLT-40, together with several versions of these. Concerning military reactors, it is not possible to identify characteristics for the individual reactor models, so the basic division follows vessel generations – first to third generation. From the information available, however, it is possible to identify the main lines along which the design of submarines of especially the first and the second generation has been made.
