The purlose_2„FieG"\11:44 rectory is to introduce a comprehensive yet .succreé - ilre.sentation ol a national nesource network that will assist staff in providing offenders with the most appro- priate programs required to facilitate their transition from / (2/h5 t ";' the institutional environment back to the community. The directory has been conveniently organized to allow the reader easy identification as to what programs are situated within the jurisdiction of each Institution and Area Parole Office. These include such non—residential service contracts as those dealing with community assessments and parole supervision, and residential service contracts with either unstructured, structured, or specialized programming as well as institu- tional contracts.

The programs listed in the directory are quite diverse in nature and give the offender opportunities for social, emo- tional, physical and spiritual development. Through these services the C.S.C., in conjunction with other private agen- cies, can work toward effecting positive behavioral changes which will assist in promoting the successful reintegration of offenders. Descriptions of the non—residential service programs as well as the structured residential programs are provided to enable the user to identify resources that are specific to the offenders' individual needs.

Non—residential service contracts include those services that directly effect the offender. Sheltered workshops, alcohol and drug treatment programs, as well as varinus liaison ser- vices are examples of direct services to the offender. Indi- rect services provide training programs, seminars and con ferences for C.S.C. staff and other members of the criminal justice system for their professional development. The com- munity assessment and parole supervision contracts are vital in assisting the National Parole Board and the Correctional Service of Canada in achieving their mandate and are also critical in ensuring that citizens of the community are sub- jected to only a minimal risk. The function of these con— tracts is to conduct community investigations and supervision of offenders released under unescorted temporary absences, day parole, full parole and mandatory supervision.

Non-Residential Service Contracts

Atlantic Association of Transition Centres

This is the Atlantic region's provincial association which is dedicated to all community-based residential centres. All of the CCC's and CRC's in the region are affiliated with this association. Through frequent meetings as well as bulletins, information sharing is facilitated as a means to encourage the maintenance and/or improvement in the high quality of services offered by the CRC's and CCC's.

Black Liaison Services, John Howard Society

This delivery system facilitates the reintegration of black offenders into the community by offering such services as family and employment brokerage programs, penitentiary liai- son, black culture educational videos and provides the net- working between other black associations.

Christian Council for Reconciliation

This organization organizes a number of activities for the Correctional Services of Canada and is involved both inside and outside of the Atlantic Institutions. The activities include recruiting and training volunteers, organizing spe- cial workshops, seminars and street marathons.

Elizabeth Fry Society of New Brunswick

This organization is primarily involved in assisting the families of our federal offenders as well as female offen- ders.

This program allows each operational unit to identify and develop specialized training depending on their individual needs.

Native Liaison Extension Supplementary Liaison

This delivery system facilitates the reintegration of native offenders into the community. Services such as family and employment brokerage programs, penitentiary liaison as well as communicating with the Indian reserves are available. This liaison service will also represent the native offender at parole hearings.

Suicide Prevention Workshops

These workshops provide staff and inmates with the knowledge and skills to recognize and deal with people having suicidal tendancies.

Welfare Program Training

The intention of this program is to provide operational trai- ning needs in the areas of dangerous sexual offenders and family oriented counselling as well as to provide other es- sential support training to the welfare proeram and to psy- chologists in the Offender Programs branch.

Miscellaneous

This is to deal with such items as the Jaycees' display of inmates' hobbycrafts etc.

Community Social Worker - Alcohol/Drug

This program is in existance to assist in the resocialization of the drug dependant offenders in the community. The social worker is familiar with other substance abuse associations which increase the knowledge of other available services to aid the offender. A new worker has recently been hired and is undergoing training. Service will resume in the near future.

Alcohol and Drug Program

This structured program is intended to occupy parolees awai- ting a bed in the addiction centre. A life skills component has been designed to facilitate the transition from the ins- titution to the community. In order to keep the parolees on the street they are encouraged to participate in a self eva- luation process.

Howard House Association of Cape Breton

This program provides a 28 day in house alcohol treatment.

Pre-Employment Training

This service provides a pre-employment and an employment orientation program for thirty parolees.

Springhill Institution

Arts & Crafts

This contract provides monies to conduct arts & crafts ses- sions in the institution.

Group Psychotherapy

A full time individual has been contracted to develop pro- grams with greater emphasis on the psychological needs of the offender population using group therapy methods to increase the number of offenders reached.

Native Spiritual Awareness Workshop

This workshop provides training workshops for both staff and inmates concerning the varied social, cultural and religious differences between the eastern and western natives. The thrust is to create a greater awareness of customs.

Substance Abuse For Natives

The main focus for this workshop is on the treatment of sub- stance abuse for native offenders. There is a need to pro- vide programs specifically designed to this cultured group vis à vis substance abuse because it is a major factor con- tributing to the criminality of natives.

Volunteer Projects

The aim of this program is to develop a comprehensive volun- teer program at Springhill Institution.

Parole Tutoring Project

This tutoring project provides an opportunity for offenders on parole/mandatory supervision to participate in community educational programs.

Labour Pool Project

Inmates are driven from Springhill Institution to various municipalities where they do community work.

Assertive Training, Family Enrichment and Counselling Services

The purpose of this service is to provide assertiveness trai- ning to offenders in the Fredericton area under CSC supervi- sion. Sessions are conducted one evening per week in small groups and practical learning is incorporated into the pro- gram by practicing their acquired skills within the community environment.

Drive to Work

This program is a provision through Young Drivers of Canada and provides driver education and training for CSC clients who are restricted in their access to employment by not having a driver's licence.

Reception Program Coordinator

The function of the program coordinator is to review the cur- rent recaption program for newly admitted inmates and develop an information package to be given to inmates going through the reception program. The coordinator also organizes a com- plete tour of the institution for those newly arrived offen- ders.

Social and Cultural Development Facilitator

This program has been developed to increase programming at Westmoreland Institution to not only meet the needs of the general population but also the special need groups such as natives and drug offenders by increasing the use of volun- teers.

The institutional family services worker travels to the various Atlantic federal institutions and proyides a liaison service between offender and family through the counselling process.

Basically the JHS worker will provide three services:

1) a counselling related service to Newfoundland federal inmates 2) supportive counselling services to families, including the co-ordination of special projects 3) provides basic information to public and criminal jus- tice agencies with regard to inmate needs.

Native Liaison

Monies have been provided to give native offenders the oppor- tunity to liaise with an individual who is attuned specifi- cally to the native population and their needs. Native spi- ritual leaders and volunteer groups are coordinated by the native liaison worker to visit each institution when neces- sary.

Help for Families

This program is to help the families of the incarcerated in- dividual. Counsellors attempt to diminish or neutralize the negative impact between the spouses caused by the impact in- carceration has on the family system.

Black Cultural Service (Centre for Achiement)

Institutions will receive the service of a cultural liaison worker who will develop and coordinate community participa- tion for Black Inmates as well as coordinate Friends Associa- tion Groups inside the prison.

The liaison worker will help to:

1) develop community contacts to assist in the transition of inmate back to the community; 2) assist inmate to maintain a positive outlook toward them- selves and their situation; and 3) to foster better personal life skills and social relation- ships.

Bridge House - Kingston

This contract provides spouses of offenders yisiting in the Kingston area with supportive, short term accommodation.

N'SHIKEWIZWUG

This organization provides liaison services to native offen- ders housed within the province of Ontario. There are cur- rently 4 native liaison workers who operate out of Collins Bay, Joyceville, Warkworth, Kingston Penitentiary and Mill- haven. The aim of the society is to maintain a continuous, clear, and concise communication link between the native inmates, Correctional staff and the community at large.

N'SHIKEWIZWUG

This contract provides two additional liaison workers to meet the needs'of native offenders, and in so doing, assist case management personnel in preparing native offenders for're- lease under parole status.

Canadian Training Institute

The purpose of this fee-for-service contract is to plan and deliver training to C.S.C. contracted CRC personnel within the Ontario region. The Canadian Training Institute is re- quired to identify and meet the training needs of CRC person- nel and in so doing enhance the service delivery provided to CSC clientele by CRC's.

Frontier College

Frontier College offers a network of programs and support services that are beneficial to the ex-offender. The college offers a community based job placement program for inmates and ex-offenders of all ages. The support services offered include inmate consultations, the "roamer program" and parti- cipating with inmates during court appearances.

Operation Springboard • This agency, through the use of staff and volunteers, has a bus operation augmenting the CSC's visit and correspondence and case management operations by promoting and facilitating substained inmate contact with family and friends. The pro- gram provides counselling services to families of offenders. The program provides these services to most of the major ins- titutions within the Ontario region.

Native Spiritual Advisory Services

This contract provides a service which facilitates and inter- prets native religion within the institution.

St. Leonard's Society/Canada

The St. Leonard's Society provides a liaison service between the ORC's and CSC. The agency offers advice and assistance to CRC staff performing case management activities and also provides a forum for formal discussion through the various orientation sessions held throughout the fiscal year.

St. Leonard's Society/Canada

A contribution was provided to partially underwrite the admi- nistrative costs of operating the St. Leonard's Kingston office so that the process of effecting early releases to CRC's within the province could continue.

Offender Alcohol/Drug Treatment Development

This is a joint contract with Queen's University and the Addiction Research Foundation. The research phases are intended to be an aid in program development and implementa- tion for substance abusers.

Native Liaison

The Native Liaison Counselling Services of Alberta was esta- blished to provide basic legal and court worker services to natives housed in the federal institutions of Alberta. Cur- rently, in order to promote this type of delivery system, the organization has provided to native offenders, one native counsellor at Edmonton Institution, Bowden Institution and . There are two native program coordinators currently operating out of Drumheller Institution.

Native Liaison

The Native Clan organization provides liaison service to native inmates situated in Stony Mountain Institution. The institution has one native liaison officer and a native pro- gram coordinator. Rockwood Institution also has one native liaison officer to service their offender population.

Native Elder

This special initiative provides the Native Offenders at the Regional Psychiatric Centre with a Native Elder for six hours per week. The elder will address areas of native spiritua- lity, native awareness and individual spiritual beliefs.

Substance Abuse

This is an on-site 12-week program provided by an outside agency on contract with C.S.C. The program runs 2 hours each week and four programs take place each year. It includes assisting patients in examining their own use of chemical substances and to identify services in the community for future use.

University Services

A senior horticulture student assists patients with various gardening projects. The student will instruct and supervise in proper planting procedures and plant care during the gro- wing season.

Non—Residential Service Contracts

Alcohol and Drug Programs

The purpose of this contract is to develop and implement a regional plan for alcohol and drug programs in all institu- tions as well as within the community. An identification process is to be established to identify offenders with alco- hol/drug problems and make treatment opportunities available to them. The funds also contribute to the training of staff who will do the necessary reinforcement and follow—up work in this area.

Allied Indian and Metis Society

The organization provides liaison services to native offen- ders in the province of British Columbia. There are three native program coordinators who share their time equally at federal institutions situated throughout the province. The aim of the Society is to maintain a continuous, clear, con- cise, communication link between the native Inmates, correc- tional staff and the community at large.

Community Liaison

The Genesis Society helps to maintain community and family relationships. This group also offers individual counselling sessions as well as explores and develops job opportunities for offenders in the community.

M2/W2

The -Christian Volunteers provide a one to one counselling service to offer support to offenders. This organization also recruits volunteers to do prison visiting and to help the offender once he is conditionally released.

Native Spiritual Awareness

The Allied Indian and Metis Society is responsible for recom- mending a council of elders. It is expected that the elders will develop and implement a program of spiritual awareness for native offenders housed within C.S.C. institutions throughout the Pacific Region.

Sexual Offender Programs

Sexual offenders in the Campbell River and Courtenay area meet weekly for group therapy sessions.

Seventh Step Society

The Seventh Step Society liaison provides:

1) assistance to institutionalized Seventh Step groups; 2) assistance to Seventh Step groups adjusting to institu- tional life; 3) and also conducts interviews with Seventh Step groups to determine offenders suitability for community release.

Support Services

The John Howard Society of British Columbia provide support services for those offenders released under the Habitual Assistance Program.

Welfare Programs Training

A series of workshops will be used as part of a comprehensive training package. The purpose of this training will be:

1) to train all W.P.'s in counselling techniques; and 2) to train all W.P.'s in safety procedures.

Workshops With Vancouver Police

The workshops are held on a regular basis to inform and edu- cate staff situated in parole offices throughout British Columbia.
