Presidential Effort and International Outcomes: Evidence for an Executive Bottleneck David Lindsey and William Hobbs Abstract In this paper, we identify and test an implication of the claim that chief executives are uniquely effective diplomatic actors. To the extent that a leader's time is valuable and non-substitutable, there will always be more diplomatic problems that could ben- efit from a leader's scarce time than he or she can possibly address. This executive bottleneck should tighten when the opportunity cost of spending time on diplomacy rises, leading to decreased time spent on diplomacy and a consequent reduction in out- come quality. Using newly-collected data, we test for the existence of this bottleneck in American foreign policy. We demonstrate a large, persistent decrease in presidential time spent on foreign policy immediately prior to presidential elections and show that this corresponds to a substantial increase in the level of conflict within the Ameri- can bloc, where our framework predicts an indicative effect. We rule out prominent competing explanations for this distraction-conflict link. A recent body of research investigates the influence of individual leaders on foreign policy both directly, through the selection of particular policies, and indirectly, through influence over the bureaucracy and the national agenda (Downs and Rocke, 1994; Wood and Peake, 1998; Edwards and Wood, 1999; Peake, 2001; Byman and Pollack, 2001; Cohen, 2002; Dar- den, 2010; Chiozza and Goemans, 2011; Jervis, 2013). -

1 President Ford’s statement on pardoning Richard Nixon, 1974 Introduction In this speech before the Congressional Subcommittee on Criminal Justice, of October 17, 1974, President Gerald Ford explains his decision to pardon former President Richard Nixon for his role in the Watergate scandal. Nixon had resigned on August 9, 1974, and Ford pardoned his disgraced predecessor a month later, on September 8. When Ford appeared before the subcommittee to explain the controversial pardon, he asserted that his purpose in granting it was “to change our national focus. to shift our attentions from the pursuit of a fallen President to the pursuit of the urgent needs of a rising nation.” Ford noted that while Nixon had not requested the pardon, “the passions generated” by prosecuting him “would seriously disrupt the healing of our country from the great wounds of the past.” Ford declared that “the general view of the American people was to spare the former President from a criminal trial” and that sparing Nixon from prosecution would “not cause us to forget the evils of Watergate-type offenses or to forget the lessons we have learned.” Excerpt My appearance at this hearing of your distinguished Subcommittee of the House Committee on the Judiciary has been looked upon as an unusual historic event - - one that has no firm precedent in the whole history of Presidential relations with the Congress. Editorial Note Throughout July 1975, President Ford and Secretary of State Kiss- inger discussed preparations for the President’s trip to Helsinki for the final stage of the Conference on Security and Cooperation in Europe, which would include meetings with individual European leaders in Helsinki and stops in Europe before and after the conference. During their conversations, the issue arose of whether Ford should meet with Soviet dissident writer Alexander Solzhenitsyn, whom the Soviets had permitted to emigrate to the United States, before the Helsinki conference. Kissinger wrote in his memoirs: “Solzhenitsyn was expelled from the Soviet Union on February 13, 1974, and came to the United States some months later. The AFL–CIO, under the leader- ship of its strongly anti-Communist president, George Meany, invited him to address a dinner in Washington on June 30, 1975, not long be- fore Ford’s departure to sign the Final Act of the European Security Conference. The date had been carefully chosen; if Solzhenitsyn ex- pressed anything like his well-known views, he would supply plenty of material for the opponents of CSCE. Solzhenitsyn did not disappoint his sponsors. [. .] Solzhenitsyn urged the United States to lead a cru- sade against Communism even inside the Soviet Union and disdained the argument that such a course represented interference in Soviet do- mestic affairs: ‘Interfere more and more,’ Solzhenitsyn implored. ‘In- terfere as much as you can. It is February 18, 2005. I'm here in Jacksonville, Florida, with Rodney Hurst. Could you start by stating when you were born and giving me a little bit about your background in Jacksonville. H: I was born on March 2, 1944. I'm sixty-years-old, sixty-one next month. D: You look good by the way. H: Thank you. I was president of the Youth Council of the NAACP at age sixteen during the Ax Handle Saturday and the sit-in demonstrations. Do you want a lot of detail? D: Maybe just a little bit about your education, family. H: I've lived in Jacksonville all of my life. I'm a veteran, served four years in the military. [I] was the first black male they hired at the Prudential South Central Home Office here in Jacksonville. [I] received a fellowship from the Corporation for Public Broadcasting for studying journalism and broadcasting, one of the first thirteen, which also included Jim Lehrer [anchor for The NewsHour on PBS], among other people. [I] was the first black to co-host a television show here in Jacksonville on public television. [I] served two consecutive terms on the city council here in Jacksonville, wrote the youth employment programs for the city, worked in the anti-poverty program. I was the first black to be executive director of the state construction industry licensing board; I was the director for four and a half years. -

Leffler This report originated while Melvyn P. Leffler was a Jennings Randolph Fellow at the United States Institute of Peace. He was writing his book on what appeared to be the most intractable and ominous conflict of the post–World War II era—the Cold War. He was addressing the questions of why the Cold War lasted as long as it did and why it ended when Remembering it did. As part of the ongoing dialogue at the United States Institute of Peace, he was repeatedly asked about the lessons of the Cold War for our contemporary problems. George Kennan His attention was drawn to the career of George F. Kennan, the father of containment. Kennan was a rather obscure and frustrated foreign service officer at the U.S. embassy in Lessons for Today? Moscow when his “Long Telegram” of February 1946 gained the attention of policymakers in Washington and transformed his career. Leffler reviews Kennan’s legacy and ponders the implications of his thinking for the contemporary era. Is it Summary possible, Leffler wonders, to reconcile Kennan’s legacy with the newfound emphasis on a “democratic peace”? • Kennan’s thinking and policy prescriptions evolved quickly from the time he wrote the Melvyn P. Leffler, a former senior fellow at the United States “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures Institute of Peace, won the Bancroft Prize for his book at the University of Chicago in 1950. -

1 JFK on the containment of Communism, 1952 Introduction In August 1952, as he was campaigning for the US Senate, John F. Kennedy addressed the Massachusetts Chapter of the American Federation of Labor. This manuscript is a draft of the speech Kennedy delivered before the influential labor union. Kennedy focused on the expansion of Communism and the priority of containment. Kennedy referred to the Communist threat as “an enemy, power[full], unrelenting and implacable who seeks to dominate the world by subversion and conspiracy.” He asserted that “All problems are dwarfed by the necessity of the West to maintain against the Communists a balance of power.” He also pointed out that containment was necessary not only for United States military safety, but also because of the threat Communism posed in “political & economic” spheres. Excerpt But In our efforts to contain the tide of Communist expansion, it would be a mistake to judge the Communist threat as primarily military, although it is Russian military prestige that has force & gives persua persuasion to her [illegible] to the beliefs of its political & economic doctrines. [illegible] Certainly we must stand devote all our available energies to the task of rebuilding our military strength and we should use every means at our disposal to persuade our friends in the West to do likewise.
