However, concerns have been raised by stakeholders about the viability of PPP to deliver Value for Money (VfM), especially for the client. These discussions have generated debates and arguments in policy and advisory documents within the last decade mainly in the renegotiation of PPP water and transport projects and their VfM implications. Poor or non-achievement of VfM in PPP contracts renegotiation has led to this study in PPP road projects with the overall aim of integrating VfM considerations into the renegotiation process of PPP road projects. Mixed methodology research approach is used to achieve the objectives set for the study. Interviews and questionnaires of professionals involved in Design-Build-Finance-Operate (DBFO) road projects in the UK are used in the study. -

Capital Project Business Case Chelmsford City Growth Area Scheme The template This document provides the business case template for projects seeking funding which are made available through the South East Local Enterprise Partnership. It is designed, therefore, to satisfy all SELEP governance processes, approvals by the Strategic Board, the Accountability Board and, also, the early requirements of the Independent Technical Evaluation process, where applied. It is also designed to be applicable across all funding streams made available by Government through SELEP. It should be filled in by the scheme promoter – defined as the final beneficiary of funding. In most cases, this is the local authority; but, in some cases, the local authority acts as Accountable Body for a private sector final beneficiary. In those circumstances, the private sector beneficiary would complete this application and the SELEP team would be on hand, with local partners in the federated boards, to support the promoter. Please note that this template should be completed in accordance with the guidelines laid down in the HM Treasury’s Green Book. https://www.gov.uk/government/publications/the-green-book- appraisal-and-evaluation-in-central-government As described below, there are likely to be two phases of completion of this template. This report is the latest report produced by the Council to fulfil this part of the continuing commitment to the Local Air Quality Management (LAQM) process. This Report provides an annual update of recent air quality issues in Redbridge, based on the results of air quality monitoring in the Borough to the end of 2013, as well as a focus on the Council’s progress on reducing air pollution through its Air Quality Action Plan, which was adopted in March 2008. The Council’s previous Updating and Screening Assessment 2012 of air quality confirmed that there were locations across the Borough with relevant public exposure where the Government’s air quality objectives might be exceeded. Previous assessments have shown the Council’s monitoring results for carbon monoxide, benzene and sulphur dioxide indicate that the objectives for these pollutants are not being exceeded. However monitoring of nitrogen dioxide in this report confirms that the Government’s air quality objectives are still being exceeded widely at locations with relevant public exposure. -

Essex Rail Strategy 2006-2011 and Beyond now we’removing informing, engaging and inspiring Foreword Essex Rail Strategy – 2006-2011 and Beyond ‘I cannot think of a higher priority for the County Council than for it to strive to achieve a first class highways and transportation system for all who live in, work in or visit the county of Essex. The challenges in front of us are enormous. Over 130,000 new homes are being proposed for Essex and its borders with surrounding authorities, the travel needs of which will have a direct impact on the transport network in Essex. All aspects of passenger transport will play a key role in delivering this vision. The County Council has therefore produced three daughter strategies to support the Local Transport Plan, focusing on how passenger transport will contribute towards a fully integrated transport network. The Road Passenger Transport, Bus Information and Rail Strategies outline the ways in which we intend to improve the lives of Essex people by addressing traffic growth, road congestion and improving public transport. They contain measures aimed at improving options for travel and access to services to develop a more effective transport network. To produce the strategies the County Council has consulted widely at regional, district and parish level, with key service providers, a wide range of user groups and the general public so that collectively they represent a tangible commitment by Essex County Council to make our County a better place to live and work and to support a decent public transport network. I am committed to delivering a transport system that meets the challenges we face in Essex and look forward to working in partnership with stakeholders to bring about the transformation we now need.’ Councillor Rodney L. -

Media Release 17 March 2020 Discussion events about mid and south Essex CCGs’ future cancelled Following the Government’s latest guidance, the five NHS clinical commissioning groups (CCGs) in mid and south Essex have taken the decision to cancel public events where they had hoped to discuss the future of local NHS planning with residents. A spokesperson for the five CCGs said: “Our overriding priority is, as it has always been, the safety of people living in our area. We are very sorry that we cannot offer people in Braintree and Maldon a chance to share their views and ask questions face-to-face as we had hoped. We really would still like local people’s input on the plans, and there are ways you can do this online.” The NHS Long Term Plan sets out a timeline for a single organisation to be planning and buying NHS care across larger areas. The CCG had arranged three events in the south of the county and three more in the local authority areas of mid Essex where residents could have their say about proposals for a possible merger between the five organisations. Two of the events, for south east Essex and Chelmsford residents, have already been held, but all those yet to happen have been cancelled to support residents’ “social distancing”. Events now cancelled were due to be held in: • Grays and Thurrock this evening • Braintree District this Thursday (17 March) • Pitsea, Basildon and Brentwood next Monday (23 March) • Maldon District next Wednesday (25 March). In light of the current situation surrounding Covid-19 (novel coronavirus), the two drop-in events will not now go ahead.
