The PFS was jointly funded by the Cochin Corporation and the Cities Development Initiative for Asia (CDIA), and conducted between December 2009 and June 2010. The outputs of the PFS include an innovative transport sector strategy for Cochin, together with three high-priority transport sector investment proposals for immediate implementation. These proposals include ferry services, priority bus lanes, park and pay and pedestrian over bridges, and pedestrian precincts with supporting park and pay facilities. This report addresses the investment proposal for the ferry services. The proposal firstly summarizes the status, constraints and challenges facing Cochin‟s transport sector, leading to a summary of the innovative transport sector strategy which has been developed for the city to meet these challenges. This then leads into a presentation of the proposed ferry service investment proposal, providing technical, financial, economic, and social and environmental safeguard analysis for pre-feasibility due diligence. The proposal also provides a preferred implementation schedule for the initiative, and recommends institutional restructuring and strengthening activities necessary to assure long term viability of the investments. There is considerable public private partnership (PPP) opportunity in the ferry services proposal. The PPP potential is also therefore addressed. Formulation of this PFS has only been possible due to the vision and leadership provided by the Corporation through the Mayor Professor Mercy Williams.

First, sixty percent of India’s population derives its livelihood from agriculture. That includes majority of poor in the country. Second, the sector is vital for food security. Third, with a weight of agricultural products at 23% of Wholesale Price Index (WPI), the performance of the sector, essentially, determines inflationary trends in the economy. Finally, a sustained growth in agriculture is seen as a prerequisite for attaining the overall growth of 9% per annum projected for the Eleventh Plan period. Both from the point of view of ensuring growth and social justice, thus, the agricultural sector in India will be a major driver. Despite the importance of agriculture in the Indian economy, however, the rate of growth of agriculture has decelerated in the last decade to about 2% per annum as against 3.2% observed between 1980 and 1996-97. And, the eleventh plan is counting on a 4% growth of the sector in the plan period to achieve its overall growth target of 9%. Clearly, the crisis of stagnation in agriculture needs urgent attention. The problems stem both from the demand and supply sides.

One of the major ports in the country Kochi is blessed with connection with other parts of the country through all modes of transport like road, rail, air and water. NH 17, NH 47, and NH 49 pass through Kochi. Kochi port is located on strategic International route. Broad gauge railway lines link up Kochi to all major cities of the country. Kochi has got one of the three international airports in the state. In addition to all these the regional road linkages are supplemented by an extensive network of navigation routes through the lagoon system, serving the movement of passenger and cargo. Insufficient carrying capacity of the intra-urban and sub urban routes, unhindered development of vast areas as urban extensions due to urbanization, unscientific planning in urban infrastructure development , absence of proper linkage of various forms of transportation etc. have resulted in an inadequate mobility system in the city and suburbs. As part of the comprehensive development of the city an efficient mobility plan has to be formulated. 1.2 STUDY AREA It was only in the beginning of the 19th century that Kochi , which was situated with in the narrow strip of land sandwiched between backwaters and sea outgrew to Ernakulam in the eastern side of the back waters. The narrow streets of Fort Kochi and Mattancherry were not sufficient to take up the travel demand even at that time.
