The ACS Team brings together substantial qualifications, skills, knowledge, and experience to perform all requirements for the Child Support Enforcement IT Consulting Services project. This diverse team of experts combines staff from ACS and our subcontractors to provide not only PACSES-specific expertise, but also leverages knowledge and experience from other child support enforcement system implementations and operations to bring best practices and lessons learned from other states. In addition to experience with IT services and other health and human services programs, each team member has a solid track record of working cooperatively with government agency staff and other vendors to successfully accomplish a client’s goals and requirements.

Under the leadership of the Project Team, the ACS Team will provide the full range of consultative services to help define, plan, and implement strategic, business, and operational change to assist DPW in the successful completion of the Child Support Enforcement IT Consulting Services project.

8.2 Resumes

REQUIREMENT: RFP Section II, p. II-8 B. Resumes. In addition to assessing the experience of specific individuals, DPW will consider the resumes as a key indicator of the Offeror’s understanding of the skills required for each essential staffing area. The resumes for each of all proposed Key Staff shall not exceed three (3) pages. The Offeror must include the specific skills and knowledge of each of the Key Staff that will enable them to successfully complete the requirements of the respective Lot(s) in this RFP. 8.3 Key Staff Diversions or Replacements

REQUIREMENT: RFP Section II, p. II-8 C. Key Staff Diversions Or Replacement. Once key staff (Offeror and subcontractor staff) are approved by DPW, the Offeror may not divert or replace personnel without approval of the DPW Contract Administrator and in accordance with the following procedures. The Offeror must provide notice of a proposed diversion or replacement to the DPW Contract Administrator at least thirty (30) days in advance and provide the name, qualifications, and background check of the person who will replace the diverted or removed staff. The DPW Contract Administrator will notify the Offeror within ten (10) days of the diversion notice whether the proposed diversion is acceptable and if the replacement is approved. Divert or diversion is defined as the transfer of personnel by the Offeror or its subcontractor to another assignment within the control of either the Offeror or subcontractor. Advance notification and approval does not include changes in key personnel due to resignations, death and disability, dismissal for cause or dismissal as a result of the termination of a subcontract or any other causes that is beyond the control of the selected Offeror or its subcontractor. However, DPW must approve the replacement staff. The DPW Contract Administrator may request that the selected Offeror remove its staff person from this project at any time. In the event that the selected Offeror staff person is removed from the project, the selected Offeror will have ten (10) days to fill the vacancy with a staff person acceptable in terms of experience and skills, subject to the DPW Contract Administrator‟s approval.

We draw on proven retention techniques to ensure that all aspects of the Child Support Enforcement IT Consulting Services project are supported through highly qualified personnel. We realize that personnel changes can hinder a successful case management project by creating unwanted disruption to the project. ACS’ retention techniques for our staff include:

Competitive Compensation. Competitive salaries, comprehensive benefits, and performance incentives are used to attract and retain a well-qualified workforce. Attrition rates are continually monitored and compensation is assessed, as necessary to ensure compensation remains competitive. Ongoing Training. Diversion or Replacement of Key Personnel

While ACS provides staff members who are exceptionally strong and thoroughly committed to the success of the project, we understand that once key personnel (ACS and subcontractor staff) are approved by DPW, we may not divert or replace personnel without the approval of the DPW Contract Administrator. In accordance with the procedures defined in the RFP, we will provide notice of a proposed diversion or replacement to the DPW Contract Administrator at least thirty (30) days in advance and provide the name, qualifications, and background check of the person who will replace the diverted or removed staff. Key Personnel Changes beyond ACS’ Control

With our experience staffing projects with similar scope and complexity as the Child Support Enforcement IT Consulting Services project, we realize that unexpected turnovers are a part of normal business functions. In some cases, unexpected turnover occurs because of life changes, relocations, organizational changes, and inevitable replacements.

We acknowledge that advance notification and approval does not include changes in key personnel due to resignations, death and disability, dismissal for cause or dismissal as a result of the termination of a subcontract, or any other causes that is beyond the control of ACS or one of our subcontractors.

Should a key personnel position become vacant unexpectedly—whether on a temporary or permanent basis—the individual who has been designated to serve as the backup for that position assumes responsibility and accountability for the tasks associated with the position. This individual is expected to perform all necessary duties until such time as a permanent replacement is available or the absent employee is able to return to work.

As we seek a permanent replacement for any key position, we look to current ACS employees, particularly those employees who have fulfilled their duties on a contract or those who have expressed a desire for new or additional challenges. Shifting a current employee into a new or backup role offers the advantage of an experienced employee, and it also minimizes the need for training in corporate policies and procedures.

In the event of key personnel changes that are beyond our control, we will provide notice of our proposed replacement staff to the DPW Contract Administrator for approval.

Removal of Staff Person at DPW’s Request

ACS acknowledges that the DPW Contract Administrator may request that we remove a staff person from this project at any time. In the event that the staff person is removed from the project, we will have ten (10) days to fill the vacancy with a staff person acceptable in terms of experience and skills, subject to the DPW Contract Administrator’s approval. In seeking a replacement, we employ similar steps as described previously to fill the position while continuing to meet our responsibilities.

The locate interface is a subset of the Establishment module and interacts with agencies such as the data warehouse and central database to collect data pertaining to new address and employer information available for a custodial parent (CP) and non-custodial (NCP). This new information is brought into the MiCSES system, and case workers and support specialists associated with the CP/NCP received alert through the application and are given a choice of downloading or rejecting the new information.
