Just grab the land, build on it(after making pretences that your structures are temporary) and then forget it. 1 Introduction Tourism in Goa has largely been and still remains ‘Beach tourism’. The beaches in Goa have been exploited to the hilt. Over 90% of domestic tourists and 99% of international tourists visit and reside along the beach front. 2 The packaging of Goa as a major international tourist destination is still actively underway, even though the number of tourists visiting Goa has exceeded the region’s carrying capacity, bringing about a steady and relentless degradation of the natural environment as well as a deterioration of the social and cultural fabric. Tourism, now is Goa’s Primary Industry. It handles 12% of all foreign tourist arrivals in India. Goa receives more tourists per annum than its total residential population (refer T.No.1, as per govt. sources, the population of Goa for the year 08-09 was 13.48 lakhs)3 The decisive issue facing any tourism destination is the benefit – cost ratio. This has never been calculated in the State. Destruction of the environment on the scale occurring in Goa can only be justified if the returns from any industry are such that they lead to enhancement of prosperity, provision of employment and reduction of poverty levels, since poverty is described as the greatest threat to environmental protection.

Contact Details D’source 2 Digital Learning Environment for Design - www.dsource.in Design Resource Introduction Big Foot Ancestral Goa - Introduction about Goa Panaji, Goa Many believe that the name Goa was given by the Portuguese who came to India in 1400’s but even before that, Ancestral Goa the state of Goa was known as Gomanta, Gova or Gowapuri which were also the name of the ports at the Zuari by river since the beginning. A strip of land which is 110 kilometer in length and 60 km in width which is known as Prof. Bibhudutta Baral, Divyadarshan C. S. and modern day Goa. It lies between Western Ghats (Sahayadri range) and the Arabian Sea on the west coast of India. Sandhya B. Gova was the port in the state of Gomanta and after Portuguese conquered Gomanta they called it Goa coz they NID, Bengaluru found Gomanta a very foreign. Prior to the Portuguese arrival, Goa’s tradition was very much alike the rest of southern and costal India, the largest hindu community represented in Goa was goud saraswat brahmins who worshiped lord Parshuram. Legend has that Lord Parshuram (Shri Vishnu’s sixth incarnation) shot an arrow in the Arabian Sea from the peak of the Sahyadri.

    109 ■ Article ■ The Formation of Local Public Spheres in a Multilingual Society: The Case of Goa, India ● Kyoko Matsukawa 1. Introduction It was Jurgen Habermas, in his Structural Transformation of the Public Sphere [1991(1989)], who drew our attention to the relationship between the media and the public sphere. Habermas argued that the public sphere originated from the rational- critical discourse among the reading public of newspapers in the eighteenth century. He further claimed that the expansion of powerful mass media in the nineteenth cen- tury transformed citizens into passive consumers of manipulated public opinions and this situation continues today [Calhoun 1993; Hanada 1996]. Habermas's description of historical changes in the public sphere summarized above is based on his analysis of Europe and seems to come from an assumption that the mass media developed linearly into the present form. However, when this propo- sition is applied to a multicultural and multilingual society like India, diverse forms of media and their distribution among people should be taken into consideration. In other words, the media assumed their own course of historical evolution not only at the national level, but also at the local level. This perspective of focusing on the "lo- cal" should be introduced to the analysis of the public sphere (or rather "public spheres") in India.
