TUNIS The statistics are based on the provisions of a Decree of April 13, 1898, regulating the registration of aliens.Every alien intending to reside in Tunis is required within five days of his arrival to make a declaration to this effect to the local police. A separate form must be filled in for every, member of a family, with the exception of children who are not able to earn their own living.Should the place of residence be changed, notice must be given within two days to the local police. EGYPT According to the explanations in the Statistique de l'Egypte for 1873, p. xii, the first two columns of table I refer to passengers arriving from or departing to Europe or the Levant from Alexandria and Port Said mainly.Inasmuch as the transmigrants are shown separately, the dif- ference between the annual arrivals and departures represents the number of aliens who have stayed for some time in Egypt, including residents who return from a journey. The caravans naturally proceed by land routes.

MOROCCO The Inspectorate of Immigration and Emigration in Morocco was instituted by a Decree of the Vizier of June 8, 1915. The statistics are based on the embarking and landing tickets which every passenger is required to deliver to the Port Commissioner.The latter tickets distinguish at present between travellers residing in Mo- rocco and those who arrive there for the first time. A distinction is also made between immigrants and tourists. Until 1923, all persons arriving in Morocco for the first time were counted as immigrants.Most of them were unable to make a definite declaration, as they did not know whether they would stay for long or permanently.Tourists proper thus far have been few. Emigrants are all those who leave the country without intending to return. The embarking ticket requires information on this point. MOROCCO 1035
