PE658.989v02-00 4/110 RR\1217280EN.docx EN expenditure for the financial year 20217, – having regard to the draft general budget of the European Union for the financial year 2021, which the Commission adopted on 27 July 2020 (COM(2020)0300) (the “DB”), – having regard to the position on the draft general budget of the European Union for the financial year 2021, which the Council adopted on 28 September 2020 and forwarded to Parliament on 1 October 2020 (11072/1/2020 – C9-0314/2020), – having regard to its legislative resolution of 16 September 2020 on the draft Council decision on the system of own resources of the European Union8, – having regard to Rule 94 of its Rules of Procedure, – having regard to the opinions of the committees concerned, – having regard to the report of the Committee on Budgets (A9-0206/2020), Section III General overview 1. Recalls that 2021 should be the first year of the new Multiannual Financial Framework (MFF); regrets that because of the delays in the MFF/Own Resources (MFF/OR) negotiations, for which Parliament has been ready since November 2018 and which could not start before the European Council’s 21 July conclusions, as well as because of the coronavirus COVID-19 outbreak, the budgetary procedure for 2021 could not build so far on a solid and ambitious MFF agreement; 2. Notes that the Commission presented a draft budget (DB) for 2021 based on its own MFF proposals which were updated in May 2020, while the Council limited its reading, with the exception of Heading 7, to an arithmetic translation of the European Council’s conclusions, awaiting the Letter of amendment which the Commission will use after the political agreement on the MFF/Own Resources to update its proposal; 3. Takes note of the Council’s position on the DB, including the importance it attaches to the Letter of amendment; concurs with the Council on the Amending Letter, while wanting to present a reading which follows its priorities on MFF/OR and 2021 Budget in a coordinated manner; notes that this approach is also motivated by the limited time that will be left following the presentation of the Letter of amendment; 4. Recalls that in its abovementioned resolution of 19 June 2020 on general guidelines for the preparation of the 2021 Budget, Parliament stressed that the primary focus of the 2021 Budget should be to mitigate the effects of the COVID-19 outbreak and support a recovery built on the European Green Deal and digital transformation, in order to promote fair, inclusive and sustainable growth, high-quality job creation and its long-term goal of 7 Texts adopted of that date, P9_TA(2020)0123. 8 Texts adopted of that date, P9_TA(2020)0220. Welcomes the EU Recovery Plan; insists, however, on the need to clearly enshrine the role of the budgetary authority in authorising external assigned revenue, notably of the Next Generation EU (NGEU) recovery instrument, under the annual budgetary procedure; 6. Recalls its position that the 2021-2027 MFF climate and biodiversity mainstreaming targets must go beyond the levels of targeted spending shares set out in its interim report; aims, therefore, to achieve a biodiversity spending level of at least 10 % and a climate mainstreaming spending level of at least 30 % for 2021; reiterates its demand for a gender mainstreaming concept that draws together gender-specific information on objectives, inputs, outputs, results, including financing commitments for gender equality and the methodology for tracking and reporting gender equality expenditure; 7. reiterates its call on the Commission to lay down clear eligibility criteria for a new stringent and comprehensive methodology for both climate and biodiversity related expenditure, in the form of Framework Regulations ensuring that only projects meeting the relevant technical screening criteria developed under Regulation(EU) 2020/852 shall be accounted for when contributing to those spending targets, together with the corresponding corrective measures, where relevant, and the full implementation of the principle of "do no significant harm" referred to in Article 17 of Regulation (EU) 2020/852 to ensure that the Union fulfils its commitments under the Paris Agreement and its call for phase-out of indirect fossil fuel subsidies and a ban on direct ones in the entire Union budget; 8. I capilista del Pd sono Giuliano Pisapia, Carlo Calenda, Simona Bonafé, Franco Roberti e Caterina Chinnici. Nel programma dem alle elezioni europee si parla di cultura nei capitoli dedicati a istruzione e sicurezza. Nello specifico, il Pd rilancia l’idea di una Carta europea dello studente: “Entro il 2021 - si legge nel programma - attuare la nostra proposta di una E-Card dello studente per accedere in tutta Europa a facilitazioni, prestazioni e servizi (alloggi, musei, teatri, librerie e altri servizi culturali)”. Per il Pd, inoltre, la cultura è un’alleata per “garantire la sicurezza” e “la piena integrazione sociale di tutti i cittadini, a cominciare dai giovani”: la proposta che i dem rilanciano (ne parlava già Matteo Renzi quando era premier) è di “investire 1 euro in cultura per ogni euro speso in sicurezza”. LE BATTAGLIE TARGATE PD IN EUROPA Europa Creativa, importazione di beni culturali, Anno europeo del patrimonio culturale: molte le battaglie che negli ultimi anni hanno visto proprio il Partito democratico scendere in campo per una nuova politica culturale europea. L’Anno europeo per il patrimonio culturale (2018) è stato un successo europeo e italiano. L’eurodeputata Silvia Costa si è infatti battuta fin dal 2014, come presidente della commissione Cultura del Parlamento europeo, affinché venisse dedicato un anno tematico al patrimonio culturale (l’unico organizzato dalla Commissione Juncker).

    POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States. In spite of the victory of the European People’s Party (EPP) in the European elections, it supported Martin As a result the election of the new President of Schulz in July 2104 who stood for a second mandate as Parliament was a lively[1] affair: the EPP candidate – President of the Parliament.     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.
