Plan, design, build, and maintain public works for residents, businesses, and departments of the City of Stockton to meet their needs and expectations with pride and professionalism in a cost- Principal Duties effective manner • Manages the City’s Solid Waste franchises. • Organizes, develops, and manages an Integrated Waste Management Plan, including the waste characterization, source reduction, recycling, composting, special waste, household hazardous waste and education.

• Monitors diversion levels and develops plans to maintain compliance with State mandates.

• Directs public outreach and education programs to reduce waste and increase diversion.

• Prepares or directs the preparation of special reports and correspondence relating to area of responsibility.

• Participates in regional infrastructure development for solid waste management systems.

• Supervises and trains subordinate personnel.

• Assigns and reviews work projects and maintains status reports.

• Prepares and presents technical information to citizen groups, solid waste professionals, and other interested persons or groups.

• May require offsite meetings, events, or jobsite visits.

• Reviews pending legislation and makes recommendations as appropriate.

• Prepares Division budget and oversees revenues and expenditures.

• Oversees trash and recycling services for City facilities.

City of Stockton Minimum Qualifications Possession of a Bachelor’s degree with major course work in environmental, business or public administration or a relat- ed field, AND three (3) years of managerial experience in solid waste management.

Other Requirements:

Valid California Class C driver’s license prior to appointment. Compensation and Benefits The annual salary range for the Solid Waste Manager position is $86,377 to $110, 909, depending on qualifications. Benefits* include, but are not limited to:

• Retirement: California Public Employees’ Retirement System (CalPERS) with a 2% @ 62 formula for employees new to CalPERS. Employees considered “classic” members receive 2% @ 60 benefit formula. • Vacation: 120 hours of vacation per year. • Health Benefits: The City pays a significant portion of the premium for medical/hospitalization, dental/ orthodontia, vision, and prescription coverage for employees and dependents. • Holidays: 12 fixed and 1 floating per year. • Sick Leave: 96 hours per year. • Deferred Compensation: A deferred compensation plan is available at the employee’s option. • Section 125 (Flexible Spending Account): Employees may participate on a pre-tax basis for day care and medical expense reimbursement. • Life Insurance: Policy value of $50,000. • Work Schedule: A City of Stockton 9/80 work schedule - 7:30am to 5:30pm, Mondays through Thursdays; 8:00am to 5:00pm on Fridays, with alternating Fridays off. *

This position is Exempt from FLSA (Fair Labor and Standards Act) and does not qualify for overtime compensation and is subject to Fair Political Practices Commission (FPPC) annual filing requirements. The Solid Waste Manager will be required to maintain a primary residence within 45 minutes of City Hall for a timely response to emergencies and to meet the health, safety and welfare needs of the City.
