The bus network is constantly evolving as London develops and the needs and aspirations of passengers and other stakeholders change. Enhancements take place not only to the service pattern but across all aspects of the service. • Capacity. The level of bus-km run has increased by around 40 per cent over the same period. Network capacity has increased by a faster rate, by around 55 per cent, with increases in average vehicle size. Additionally, much improved reliability means that more of the scheduled capacity is delivered to passengers. • Reliability. Effective bus contract management, in particular the introduction of Quality Incentive Contracts, has driven a transformation of reliability. This has been supported by bus priority and by the effects of the central London congestion charging scheme.     APPENDIX 4 Pre-RMA Conditions Condition 1.9 Construction Consolidation Centre Feasibility Study This is the review of the Construction Consolidation Centre provision and / or alternative logistics facilities to provide a management method for enabling the safe and efficient flow of construction materials and equipment from suppliers to relevant development sites within the Northern Development and / or Southern Development. The key objective of the study is to reduce the number of construction vehicles on the surrounding highway network of the development by identifying measures to provide a managed flow and distribution of construction vehicles onto the strategic highway network. The review includes potential use of existing facilities and any new facilities which may be required to reduce the impact on the local infrastructure and the environment, through reduced vehicle movements during Phase 1, especially in the peak periods.
