I. HIGHLIGHTS

• There are 4,027 injured, mainly in cities in the provinces of Manabí (Pedernales, Chone, Bahía de Caraquez, Manta and ), Guayaquil and Santo Domingo; 2,959 people are in shelters; 231 people are missing and 413 deaths have been reported as of 22:30 on 18 April 2016. • The most affected provinces are: Manabí, Esmeraldas, Guayas, Santo Domingo, Santa Elena and Los Ríos. The population at the impact area where the earthquake magnitude was highest (MMI scale from VI to VIII) is 2,480,000, according to USGS/PAGER. • The Chone General Hospital and the Hospital of the Ecuadorian Institute of Social Security (IESS) suffered significant structural damage. • Suspension and damages to water and sanitation services, and loss of housing are risk factors for the population in affected areas and pose challenges to the health system. • The Ministry of Health reports that mobilization of Emergency Medical Teams is not required.

II. OVERVIEW OF THE SITUATION

A 7.8 MW magnitude earthquake shook Ecuador on 16 April at 18:58pm (local time), with the epicenter located between the city of Pedernales and the town of Cojimíes, north of the province of Manabí, 170 km from . The provinces of the Pacific Coast of Ecuador: Esmeraldas, Manabí, Guayas, Santo Domingo de los Tsáchilas, as well as those of the Andean area, such as Pichincha, Azuay, Bolívar, among others, reported damages to homes and buildings. Damages reported mainly in the cities of Pedernales, Manta, Portoviejo, Montecristi, Santo Domingo and Quito.

III. RESPONSE AND NEEDS

Health Sector Actions

21 mobile units have been deployed: fourteen level 1 medical emergency teams (EMT) to Portoviejo, Pedernales, Jama, Muisne, and Chone; four medical surgical cells to Manta and Santo Domingo; and three level 2 emergency medical teams (EMT) to 3 mobile hospitals in Portoviejo, Chone and Guayas.

Personnel from several agencies, such as the Armed Forces, the Ministry of Health (Health Care and Damage Assessment and Evaluation of Needs), the Ecuadorian Institute of Social Security, the Ecuadorian Red Cross and ambulance personnel of Vital Basic and Advanced Support.

PAHO/WHO Actions:

• The PAHO/WHO Country Office is coordinating with the National Emergency Operations Committee (EOC) and the Health EOC by collecting information. ● An PAHO expert was deployed to Pedernales to support with damage assessment. An epidemiology expert was deployed to Muisne. ● Five experts from the regional response team are supporting coordination and logistic actions, the evaluation of the health infrastructure, as well as the management of information and the implementation of the group for information and coordination of emergency medical teams. ● Coordination of the health, water, sanitation and nutrition thematic groups. ● Implementation of LSS/SUMA (Humanitarian Supply Management System).

Needs:

● Due to access difficulties and damage of health facilities, the need to transfer patients to functional or greater complexity centers, could be increased. ● The province of Manabi has lost 59% of the electrical supply, which could cause difficulties for the continuity of health services. ● Two EMT level 2 for the cantons of Bahia de Caraques and Flavio Alfaro in Manabi

IV. COORDINATION

The EMT coordination cell has been activated and is waiting for requests from the national health authorities. In addition, the cell is in permanent contract with the On-Site Operations Coordination Centre (OSOCC) of the United Nations Agency for Disaster Assessment and Coordination (UNDAC). PAHO personnel has been deployed and is participating in the Emergency Operations Committees in Manta and Portoviejo.
