Mayor Mann called the meeting to order at 6:15 p.m.

SISgt. John Haney introduced Constable Shelley Patreau, the new Community Liaison Officer and updated Council on the 2006 Torch Run/Ride scheduled for June 9, 2006 and other detachment plans for 2006.

VII MANAGERS REPORTS

1. Municipal Treasurer.

Enclosed was a report to Council regarding the Sir Alexander Mackenzie Historical Society Loan.

MOTION 06-04-06 Councillor Good moved that the Town of Peace River forgive repayment of the $5,000.00 loan to the Sir Alexander Mackenzie Historical Society.

2. Engineering Department.

Enclosed was a letter from GPEC Consulting Ltd.

MOTION 06-04-07 Councillor Martin moved that the contract for the Sewage Lift Station #2 Upgrade be awarded to Vanderspoel Construction Ltd. in the amount of $870,891.00 subject to the company securing necessary bonding and insurance coverages as required in the contract documents.

3. Planning & Development.

Enclosed is a report to Council from Stuart Wraight regarding a proposed Land Use Bylaw amendment and Bylaw No. 1792 submitted for first reading.

1. Minutes of the Town of Peace River Planning Committee Meeting Held on March 6, 2006.

Actions of Council were as follows:

1. Branding the Peace Country Association.

MOTION 06-04-09 Councillor Good moved that the Town of Peace River become a platinum sponsor of the Branding the Peace Association Annual General Meeting at a cost of $2,000.00.

2. Police Funding.

MOTION 06-04-10 Councillor Callioux moved that a notification be sent to all taxpayers advising them of the police funding inequity and asking the public to contact the Solicitor General and their MLA.

X NEW BUSINESS

1. Branding the Peace Country Association.

Enclosed was an invitation from Dan Dibbelt, Vice-Chair, to Mayor Mann to offer a formal welcome to delegates on behalf of the Town of Peace River at the Annual General Meeting to be held on April 21, 2006 at the Ski Chalet.

MOTION 06-04-11 Councillor Callioux moved that Mayor Mann be enabled to offer a formal welcome to delegates attending the Branding the Peace Annual General meeting to be held on April 21, 2006.

2. Peace River & District Chamber of Commerce.

Enclosed was a letter from Patty Savoie, Executive Director requesting participation on a committee for the 2007 Chamber of Commerce Conference and AGM to be held in Peace River next year and extending a thank you for continued support of the chamber. MOTION 06-04-12 Councillor Good moved that a thank you letter be sent to the Peace River & District Chamber of Commerce for the wonderful work they have done in promoting the Town of Peace River.

MOTION -06-04-13 Couricillor Good moved that Mayor Mann or his designate would make a presentation in Leduc as requested.

3. Alberta Municipal Affairs.

Enclosed was a letter from the Hon. advising of the provinces 2006 education property tax program.

MOTION 06-04-14 Councillor Callioux moved that a letter be sent to the Hon. Rob Renner, Alberta Municipal Affairs supporting the complete removal of the education tax program from property taxes in Alberta and cc the AUMA.

4. Government of Alberta.

Enclosed was a News Release entitled Province targets $10 million for municipalities.

MOTIN 06-04-15 Councillor Milligan moved that a letter be sent to the AUMA requesting clarification of the funding formula and advising of concerns and problems faced by the Town of Peace River with regards to the funding of policing and ambulance.

5. Alberta Seniors Advisory Council.

Enclosed was a letter from Ray Prins, Chair requesting that Week 2006 in the June 5 11, 2006 be proclaimed Seniors Town of Peace River.

MOTION 06-04-16 Councillor Martin moved that June 511, 2006 be proclaimed Seniors Week in the Town of Peace River.

6. Old Forestry Site.

Enclosed was a letter from Ter3 Hamer regarding his concerns about the proposed development on the old Forestry Site and the possible increase of traffic on 101 Street.

7. Stantec Consulting Ltd.

Enclosed was a copy of a letter from Sean Willis, Transportation Consultant to Patty Savole, Peace River & District Chamber of Commerce regarding a proposed town hall meeting regarding the Highway 2 & 743 Planning Study.

8. TriRiver Triathlon.

Enclosed was a letter from Daphne Couper, Secretary 13th requesting the Town of Peace Rivers support for the Annual TriRiver Triathlon in the form of use of Town barricades, sandwich boards, pylons and the sweeping of the route prior to the August 27, 2006 event.

MOTION 06-04-17 Councillor Callioux moved that the TriRiver Triathlon be granted permission to use the Town of Peace River barricades, sandwich boards, pylons and that the route be swept prior to the August 27, 2006 event.

9. Worlds Longest BBQ.

Enclosed was an email from Dallas Ramey, WLB Organizer inviting Mayor Mann to attend the Worlds Longest BBQ to be held in Camrose between June 23 and July 2, 2006.

MOTION 06-04-18 Councillor Callioux moved that Mayor Mann be enabled to attend the Worlds Longest BBQ in Camrose between June 23 and July 2, 2006.

10. 2006 Canada Post Literacy Awards.

Enclosed was an information and nomination package from Barbara Stanyer, General Manager, Communications for the 2006 Canada Post Literacy Awards.

MOTION 06-04-19 Councillor Callioux moved that the 2006 Canada Post Literacy Award information be forwarded to the Community Services Board, Peace River Municipal Library and both School Divisions.

11. AUMA.

Enclosed was a copy of a letter from Bob Hawkesworth, President to Premier .

12. Government of Alberta.

Enclosed was a news release entitled Government promotes regional water systems.

MOTION 06-04-20 Councillor Callioux moved that a letter be sent to Northern Sunrise County expressing the Town of Peace Rivers concerns with the decision to proceed with a new water treatment plant and requesting that they reconsider utilizing the Town of Peace River Water Treatment Plant and further that even though funding initiatives are excellent they should not be used to allow municipalities to fund projects that are not conducive to a good regional system and that the letter be ccd to the Ministers of Infrastructure and Transportation and Environment and to MLA Frank Oberle.

13. Peace River and District Chamber of Commerce.

Enclosed was a fax from Patty Savoie, Executive Director requesting that Chamber members send a letter in support of the East West Connector to the province.

MOTION 06-04-21 Councillor Day moved that a letter of support for the completion of the Peace River to Fort McMurray Connector Road be sent to the Peace River & District Chamber of Commerce.

14. Brown & Associates.

Enclosed was the April 2006 Town of Peace River Growth Study prepared by Brown & Associates Planning Group.

MOTION 06-04-22 Councillor Good moved that Council endorse the April 2006 Town of Peace River Growth Study by Brown & Associates Planning Group and notify Northern Sunrise County that the Town of Peace River will commence annexation proceedings based on the study and further that M.D. of Northern Lights No 22 and M. D, of Peace No. 135 be notified that the Town of Peace River will continue annexation proceedings based on the study.

MOTION 06-04-23 Councillor Milligan moved that letters of commendation be sent to the Town of High Level, the NADC, the High Level Chamber of Commerce and the owner of the Stardust and Flamingo Hotels for the excellent treatment delegates received at the recent Challenge North Conference.

MOTION 06-04-25 Councillor Milligan moved that the Town of Peace River request that the Peace River and District Chamber of Commerce work in conjunction with the Grande Prairie Chamber of Commerce to host an information session featuring Mark Partridge, Canadian Research Chair in the New Rural Economy.

15. Government of Alberta.

Enclosed was a news release entitled New Cabinet Team will be Strong, United and Focused, Klein Says.

MOTION 06-04-26 Councillor Callioux moved that a letter of congratulations be sent to MLA Frank Oberle on his appointment to the Treasury Board and that a letter be sent to the Premier commending him on making the appointment and recommending Mr. Oberle as a future Minister.

16. Le Maire de Montreal.

Enclosed was an invitation to Mayor Mann from Mayor Gerald Tremblay to attend the 1 00th Annual Conference o the Government Finance Officers Association to be held in 10th, Montreal, from May 7th to 2006.

17. Alberta Infrastructure and Transportation.

Enclosed was a letter from the Hon. announcing $1,850,000.00 in funding for the Shaftesbury Water Treatment Plant Membrane Upgrade project under the Alberta Municipal WaterlWastewater Partnership.

MOTION 06-04-27 Councillor Good moved that a thank you letter be sent to the Hon. Ty Lund and MLA Frank Oberle for the funding received for the Shaftesbury Water Treatment Plant Membrane Upgrade project and advise that the Town of Peace River will continue to explore regional endeavours.

MOTION 06-04-28 Councillor Milligan moved that anyone wishing to attend the 2006

Energize Workshop being held on October 26 28, 2006 in Jasper be enabled to do so.

19. Alberta Health and Weliness.

Enclosed was a letter from the Hon. to Deputy Mayor Don Good regarding the physician numbers in Peace River and the ongoing process to recruit more.

MOTION 06-04-29 Councillor Good moved that Alberta Health and Weilness be sent a letter requesting the results of Ground Ambulance Governance Advisory Council stakeholders meetings and requesting an update on the status of the provinces review of ambulance services.

20. Peace Hope Society.

Enclosed was a letter from Maria Stranaghan requesting that May 2006 be proclaimed Donation of Organs & Tissue Awareness Month in the Town of Peace River.

MOTION 06-04-30 Councillor Callioux moved that the month of May 2006 be proclaimed Donation of Organs & Tissue Awareness Month in the Town of Peace River.

MOTION 06-04-31 Councillor Martin moved that a letter be sent to Alberta Infrastructure and Transportation regarding the impact the proposed modern roundabout will have on existing parking stalls and requesting alternate parking to replace those affected stalls and requesting a timeline for the completion of the project.

MOTION 06-04-32 Councillor Martin moved that the Airport Open House be held on May 29, 2006 from 1:30 p.m. to 5:00 p.m.

1. Bylaw No. 1790: A Bylaw of the Town of Peace River in the Province of Alberta to Authorize the Municipal Council to Incur Indebtedness on Behalf of said Town by the Issuance of Debentures to the Alberta Capital Finance Authority for the MINUTES OF THE REGULAR MEETING OF THE COUNCIL OF THE TOWN OF PEACE RIVER HELD ON MONDAY, APRIL 10, 2006 AT 6:15 P.M. IN THE COUNCIL CHAMBERS 9 Purpose of Energy Efficiency Upgrades to the Museum Under the MeFirst Interest Free Loan Program.
