Margit Aas Onstein http://www.duo.uio.no/ Print: Reprosentralen, University of Oslo Word Count: 33 111 IV Abstract The Arab spring led to increased interest in studying nonviolent action and transnational factors that affect nonviolent mobilization. Several recent studies on nonviolence mention learning, but they do not study it. I therefore want to contribute to a better understanding of learning in nonviolent campaigns. I study the case of the Independence Intifada in Lebanon in 2005 and how the actors in this campaign learned from previous campaigns in Serbia (in 2000) and Ukraine (in 2004). I use Dolowitz and Marsh’ Policy Transfer Framework to structure the discussion of what was transferred and how the learning happened. The main focus of this thesis is cross-national learning from previous nonviolent campaigns. I ask the question of whether the actors in the Lebanese Independence Intifada learned from previous nonviolent campaigns? If they did, how did this learning happen? I find information that indicates that the actors in the Independence Intifada were aware of the campaign in Ukraine, and were inspired by it. I define inspiration as a type of learning, and can therefore conclude that some learning happened. It is difficult to document which actors were involved in the learning process, however, as the empirical material does not yield a unified picture. When it comes to the question of what is actually transferred it is difficult to give a clear answer. I have compared the methods used in Serbia, Ukraine and Lebanon, and I find similarities between the campaigns. For example, they all had a strong focus on branding. Both the campaign in Ukraine and the one in Lebanon had a tent camp in the main square of the capital with a strong youth presence. Similarities like this can give an indication that there has been learning, but without clear evidence of direct transfer I cannot conclude this with certainty. [63] - 85 CONSTITUTIONAL PATRIOTISM IN LEB ON Maurus Reinkowski* In this paper I will discuss the options of political identity the Lebanese have at their disposal against the background of the German experience. Germany and Lebanon, states at first glance completely different from each other, show some similarity in their historical experience. In the context of this comparison I will discuss constitu- tional patriotism, a political concept in circulation in Germany over the last fifteen years or so, and its potential application in the Lebanese case. Constitutional patriotism, unlike many other concepts originating in the West, has yet not entered the political vocabulary of the Middle East. The debate on democracy and the civil society is widespread in the whole of the Middle East, including Lebanon. Lebanon's political culture, polity and national identity, however, show some peculiar traits that might justify the introduction of the term constitutional patriotism into the Lebanese political debate. As democracy and civil society are both closely linked to the concept of constitutional patriotism they will be treated in the first chapter. The second chapter will be devoted to the question of whether and to what extent Lebanon differs from the mainstream of the modern Middle East's political history. I will venture to draw a parallel with the German "sonderweg" (deviant, peculiar way). The third section will present briefly the German discussion of constitutional patriotism and its innate link to the sonderweg.

    Middle East Studies Association (MESA) Conference Washington, DC, November 2014 The Oral History and Memory of Ras Beirut: Exceptional Narratives of Co-existence Maria Bashshur Abunnasr, PhD This paper is a very condensed version of my past dissertation research and my current project on the oral history and memory of Ras Beirut sponsored by the Neighborhood Initiative at the American University of Beirut. For those of you who do not know Beirut, Ras Beirut is the western-most extension of the city and is most renown as the location of the American University of Beirut (AUB) founded by American missionaries in 1866 as the Syrian Protestant College. To many Ras Beirut is a place famous, indeed exceptional, for its association with tolerance, education, and cosmopolitanism. And that association is largely credited to AUB. The focus of this paper, however, is not on AUB’s role in Ras Beirut. It reverses the lens to consider the local community’s role in making Ras Beirut’s past through what I term, “narratives of coexistence.” Comprised of primarily (though not exclusively) Greek Orthodox Christians and Sunni Muslims, Ras Beirut’s local community claims its foundation is based on ta’ayoush, Arabic for coexistence. They consider their history of peaceful coexistence the bedrock of Ras Beirut’s exceptionalism that distinguished Ras Beirut from other parts of Beirut, of Lebanon, and of the region. While they recognize the presence of the AUB as momentous to the future shape of Ras Beirut as a cosmopolitan hub, their narratives insist on the influence, if not the determination, of their 1 coexistence on the missionary choice of Ras Beirut as the site for the College in the first place.

    The Levantine Review Volume 1 Number 1 (Spring 2012) OF WARS AND WOES A Chronicle of Lebanese Violence1 Mordechai Nisan* In the subconscious of most Lebanese is the prevalent notion—and the common acceptance of it—that the Maronites are the “head” of the country. ‘Head’ carries here a double meaning: the conscious thinking faculty to animate and guide affairs, and the locus of power at the summit of political office. While this statement might seem outrageous to those unversed in the intricacies of Lebanese history and its recent political transformations, its veracity is confirmed by Lebanon’s spiritual mysteries, the political snarls and brinkmanship that have defined its modern existence, and the pluralistic ethno-religious tapestry that still dominates its demographic makeup. Lebanon’s politics are a clear representation of, and a response to, this seminal truth. The establishment of modern Lebanon in 1920 was the political handiwork of Maronites—perhaps most notable among them the community’s Patriarch, Elias Peter Hoyek (1843-1931), and public intellectual and founder of the Alliance Libanaise, Daoud Amoun (1867-1922).2 In recognition of this debt, the President of the Lebanese Republic has by tradition been always a Maronite; the country’s intellectual, cultural, and political elites have hailed largely from the ranks of the Maronite community; and the Patriarch of the Maronite Church in Bkirke has traditionally held sway as chief spiritual and moral figure in the ceremonial and public conduct of state affairs. In the unicameral Lebanese legislature, the population decline of the Christians as a whole— Maronites, Greek Orthodox, Catholics, and Armenians alike—has not altered the reality of the Maronites’ pre-eminence; equal confessional parliamentary representation, granting Lebanon’s Christians numerical parity with Muslims, still defines the country’s political conventions.

    Political Party Mapping in Lebanon Ahead of the 2018 Elections Foreword This study on the political party mapping in Lebanon ahead of the 2018 elections includes a survey of most Lebanese political parties; especially those that currently have or previously had parliamentary or government representation, with the exception of Lebanese Communist Party, Islamic Unification Movement, Union of Working People’s Forces, since they either have candidates for elections or had previously had candidates for elections before the final list was out from the Ministry of Interior and Municipalities. The first part includes a systematic presentation of 27 political parties, organizations or movements, showing their official name, logo, establishment, leader, leading committee, regional and local alliances and relations, their stance on the electoral law and their most prominent candidates for the upcoming parliamentary elections. The second part provides the distribution of partisan and political powers over the 15 electoral districts set in the law governing the elections of May 6, 2018. It also offers basic information related to each district: the number of voters, the expected participation rate, the electoral quotient, the candidate’s ceiling on election expenditure, in addition to an analytical overview of the 2005 and 2009 elections, their results and alliances. Abstract This thesis is an in-depth exploration of the evolving nature of domestic strategies adopted by Lebanon’s Hezbollah since its foundation in 1985 until the contemporary time. Based on Joel Migdal’s contributions to the literature on state-society relations, and Samuel Huntington’s understanding of institutionalization, it seeks to highlight and explain important transformations in Hezbollah’s political program, its sustained acquisition of arms, its social mobilization strategy, and its sensitive relationship with a de jure sovereign yet de facto weak Lebanese consociational system. The study proposes an explanation that combines Hezbollah’s ability to take advantage of the segmental autonomy that characterizes the power-sharing arrangements governing the Lebanese political system, and the overall existing political opportunity structure. The core argument is that Hezbollah has been able to become a powerful non-state actor through a process of restrained institutionalization which takes into consideration the need to sustain popular support on one hand, and the sensitive intricacies of Lebanon’s consociational system on the other hand. In other words, Hezbollah has invested its capacities in a way that maximizes its power in the existing political system, while remaining institutionally autonomous to a relative extent from it, and therefore becoming able to pursue its independent interests.
