CROMHALL PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD WEDNESDAY 11TH APRIL 2018 at 7.30pm IN CROMHALL VILLAGE HALL 19.00 Council met with Ray Johnson of Leyhill prison to build community links with the prison. Council expresses concerns over protocols when prisoners abscond especially in relation to the close proximity of the school and persistent rumours over the category mix of inmates. • Protocol on absconding prisoners lies with the police. • There are no known plans to alter the mix of categories within the prison population. • The prison specialises in long term offenders and holds up to 515 inmates and has no control over the prisoners it is allocated. • New café is proving successful. It was agreed the prison will provide regular updates to the council. PRESENT: Cllrs David White (DW), Daren Jeffery (DJ), Mike Line (ML) chair, and Steve Aston (SA) In attendance: Ward councillor John O’Neill and D Dunning (Clerk) 9 members of public NO. 1 APOLOGIES: Apologies were received from Cllr R Hobbs NO. 2. DECLARATIONS OF INTEREST: in any items on agenda: None NO. 3. ADOPTION of the MINUTES: Minutes of the meeting on 14th March 2018 were accepted as a true record and duly signed by the chair of the meeting Cllr Jeffery. NO. 4 PUBLIC PARTICIPATION: It is felt a crisis point has been reached over parish wide dog mess and livestock worrying which has resulting in fatalities. There are growing numbers of walkers and dog owners in the area and whilst the majority keep to footpaths, control their dogs and clean up and remove dog mess, there are growing instances of people accessing private land, allowing dogs to worry livestock, farmers receiving verbal abuse and multiple examples of bags of dog pooh dumped in hedges and fields.

Cycling South Gloucestershire 10 short leisure routes between 3 and 12 miles 10 Leisure Rides 2 8 4 7 10 5 1 3 6 9 © Crown copyright and route (route shown in relevant colour) database rights 2011 Ordnance Survey Key 100023410 K Cafe Toilets Pub xyA Station Refer to this key for all route maps 2 Introduction These routes are aimed at all levels of cyclists and their families. Cycling offers a great opportunity to discover new places and views in South Gloucestershire. We hope that you enjoy cycling these routes and that it encourages you to get your bike out more often. The routes vary in length and difficulty. A grading system has been used to determine the ability level required to cycle these routes. However this is only a guide. Ability Levels 1 For all users including inexperienced or beginner cyclists. Any hills will be very gentle and any on road cycling will be on quiet roads. 2 For slightly more experienced cyclists or those who may feel a bit more confident. There may be the occasional steep hill (don’t be afraid to get off and push!) and occasional short stretches on busier roads. 3 For the reasonably competent cyclists. The rides will be longer, with some steep hills and with cycling on or alongside busy roads for longer stretches. The distances given do not take into account any return journey unless the route is circular. The times given to cycle a route may vary depending on fitness level and the number of breaks and stops. Advice These routes incorporate off road sections that are shared with pedestrians.

It is on the edge of the Bristol urban area close to residential, industrial and commercial areas. There are a number of developments close by in the North Fringe such as Cribbs Patchway New Neighbourhood (CPNN), Horizon 38, Charlton Hayes, Harry Stoke New Neighbourhood and Haw Wood. The North Fringe of Bristol is a major economic hub within the region, which is continuing to expand with the Filton Enterprise Area (FEA) being identified in the West of England Spatial Plan (JSP) as a key strategic employment location. It is also a key component to the region’s housing strategy, with approximately 7,700 dwellings committed in the South Gloucestershire Core Strategy (CS) as part of the CPNN and Harry Stoke developments. The roundabout currently experiences delays to traffic during the peak periods and is forecast to become progressively worse as the local developments are implemented leading to increased levels of congestion. This junction is therefore expected to considerably restrict traffic movements from a key transport interchange at Bristol Parkway and the access to the economic centre of South Gloucestershire within the Bristol North Fringe.
