 Law Ministry has cleared Fugitive Economic Offenders Bill, 2017 empowering government to confiscate property of economic offenders and and defaulters who flee India.  Indian Institutes of Management Bill, 2017 has been passed to give IIMs importance of national importance.  Law Ministry has cleared Prevention of Cruelty to Animals (Karnataka Amendment) Bill 2017, and thus legalising Kambala. Karnataka Assembly had passed the Bill earlier. Kambala is the traditional slush track Buffalo race that is held annually in coastal district of Karnataka. Usually takes place between November and March.  The Real Estate (Regulation and Development) Bill, 2016 which was passed last year has come into effect this year which aims to protect the interest of the homebuyers by ensuring transparency.  Parliament has cleared Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) (Prevention and Control) Bill, 2017. It is the first National HIV law in South Asia. Important features are, i. It prohibits discrimination against persons with HIV and AIDS, ii. No person will be compelled to disclose his HIV status except with his informed consent, and if required by a court order, iii. Prohibits any individual from publishing information or advocating feelings of hatred against HIV positive persons and PLHIV, etc.

Through this programme it will be

ensured that all children are able to read with comprehension as well as basic numeracy.  Unnat Bharat Abhiyan – IIT, IISER, NIT to adopt villages and develop appropriate rural technologies for sustainable development through people’s participation.  Yogya Kalakriti ki Takneek (Yukti) – It aims at skill development and upgradation of design and technologies enchancing the economic prospects of those engaged in traditional crafts and arts as a means of livelihood.  SAKSHAM (Scholarship for Differently-Abled Children Saksham) – Scheme of AICTE aims at providing encouragement and support to differently abled children to pursue technical education.

 Shri Santosh Kumar Gangwar is Union Minister of Labour and Employment (Independent Charge).  The Minimum Wages Act was first enacted in 1948 to safeguard the interests of the workers mostly in organised sector.  106th International Labour Conference 2017 took place in Geneva, Switzerland. India is founder member of International Labour Organization. Guy Ryder is head. Parent Organization is UN.  The Payment of Wages Act, 1936 ensures timely payment of wages and that no authorised deductions are made from the wages of the workers.  The Payment of Bonus Act, 1965 has been amended to revise the statutory eligibility limit under Section 2 (13) from Rs10,000 to Rs21, 000 per month and the calculation ceiling under section 12 from Rs3,500 to Rs7000 or the minimum wage for the scheduled employment , as fixed by the appropriate Government, whichever is higher.

 Pradhan Mantri Jan Dhan Yojana (PMJDY) – To provide zero-balance account for people below poverty line.  Pradhan Mantri Fasal Bima Yojana (PMFBY) – To provide insurance cover to Kharif & Rabi crops.  Pradhan Mantri Sukanya Samridhi Yojana (PMSSY) – It aimed at opening bank accounts for a girl child. Till she turns 14, money is to be deposited, minimum deposit can be of Rs.1000 per year and maximum can be 1.5 lakh per year.  Pradhan Mantri Mudra Yojana (PMMY) – To provide loans to small businessmen and medium enterprises.  Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) – To provide life insurance for all.
