Experts without communities Internationality, impartiality, and the Suez Canal Abstract How and why has expertise become such a central component of modern global governance? Neither of two dominant IR takes on the topic—functionalist approaches to epistemic communities, and poststructuralist perspectives on governmentality—have offered satisfactory answers to this arguably urgent question. This is because, respectively, epistemic communities emphasise cohesion at the expense of disunity prior to formation; and because governmentality primarily applies to neoliberal polities. Neither travels well in time. To overcome these limitations and constructively bridge the two approaches, this paper suggests a conceptual rethinking based on a surprisingly neglected but pivotal case: the 1855 International Commission on the Isthmus of Suez. Based on original archival research, the paper showcases how modern expert-based global governance emerged in practice. It argues that expert-based global governance should be understood as a practice that constructs “internationality” as a categorical claim to impartiality. What made modern global governance possible was a notion of the international as a depoliticised category. This authorised experts as central agents of international order. Consequently, expert authority is not epistemic by default: the 1855 case shows that political favour can endow experts with authority, a nexus which internationality is then able to mask as impartiality. The nineteenth-century rise of the middle class, scientific internationalism, and informal empire made such masking more desirable than the open admission of political aims. The article thus offers a corrective to existing accounts and a new avenue toward historicising a central practice of modern global governance. MARCH1886. 121 ON THE HISTORY OF PADDLE-WEEEL STEAM NAVIGATION. BY MR. HENIlY- SANDHAM, OF LONDON. The origination of the propulsion of Vessels by Steam Power is claimed for several individuals and by several countries ; but it is now generalIy admitted that to Great Britain is due the merit of having introduced and established the successful practice of steam, propulsion. The application of paddle-wheels to propel boats or vessels dates back to the time of the Roman empire, and even earlier; for it is known that the Chinese, Egyptians, and Greeks employed paddle- wheels for that purpose. In the Roman vessels the wheels were probably driven by slaves through some mechanical arrangement of spindles, wheels, pulleys, and ropes, or perhaps by mere direct action of manual labour; the feet also may have been employed. A drawing is given in Cutts’ “ Middle Ages ” of an early fifteenth- century vessel propelled by oars which were worked by slaves lying on their backs in the vessel’s hull, and pushing the oars with their legs and feet. The feet were kept in position by straps which enabled the oars, apparently balanced, to be lifted out of the water and carried back after each stroke. A rare and curious work in twelve books by Robert Valturius of Rimini, “De Re Militari,” published in 1472 and printed by Beughem, contains representations of boats fitted with one pair and with five pairs of paddle-wheels. 1543.-It appears that Blasco de Garay, a Spaniard, made an experiment on propelling a vessel by mechanical power at Barcelona in 1543, before the Emperor Charles V., who paid all expenses incurred. -

Memoirs.] CHARLES MANBY. 327 estimation his character and abilities, and have endeavoured to do honour to his memory, recognizing in him a rare combination of qualities which would have made him an invaluable m$nager or representative of any railway company in a foreign country, and which were never displayed to greater advantage than during his representation of theinterests of the Great Western of Brazil Railway. Mr. Janson was elected an Associate of the Institution on the 3rd of December, 1872, and was transferred to the, class of Member in May, 1878. - ~ ~- CHAlZLES MANBYdied, in the eighty-first yearof his age, on the 3 1st of July, 1884. His name will be well known to every member of the Institution as having filled, for nearly half a century, thc officeof Secretary (acting or honorary) ; but only those who have been more especially familiar with the management and progress of the body during this time can properly appreciate the benefit it has derivod from his services. It is not too much to say that the great prosperity of the corporation, and the unexampled poai- tion it occupies among scientific and technical associations, are due largely to him. He was born on the 4th of February, 1804, and was the eldest son of Nr. Aaron Manby, an engineer and member of the Institu- tion, who had established a largo engineering factory at Horseley, a few miles from Birmingham. This establishment was devoted to the design and construction of steam-engines, machinery, and ironwork of all kinds. It was conducted by the elder Manby with great skill and enterprise for many years, and it has ever since retained a high reputation inthe world of mechanical engineering.
