6.1 Nebraska pilot test Effective Designs for the Administration of Federal Elections Section 6: Research report: Nebraska pilot test June 2007 U.S. Election Assistance Commission 6.2 Nebraska pilot test Nebraska pilot test overview Preparing for an election can be a challenging, complicated process for election offi cials. Production cycles are organized around state-mandated deadlines that often leave narrow windows for successful content development, certifi cation, translations, and election design activities. By keeping election schedules tightly controlled and making uniform voting technology decisions for local jurisdictions, States aspire to error-free elections. Unfortunately, current practices rarely include time or consideration for user-centered design development to address the basic usability needs of voters. As a part of this research effort, a pilot study was conducted using professionally designed voter information materials and optical scan ballots in two Nebraska counties on Election Day, November 7, 2006. A research contractor partnered with Nebraska’s Secretary of State’s Offi ce and their vendor, Elections Systems and Software (ES&S), to prepare redesigned materials for Colfax County and Cedar County (Lancaster County, originally included, opted out of participation). The goal was to gauge overall design success with voters and collaborate with experienced professionals within an actual production cycle with all its variables, time lines, and participants. This case study reports the results of voter feedback on election materials, observations, and interviews from Election Day, and insights from a three-way attempt to utilize best practice design conventions. Data gathered in this study informs the fi nal optical scan ballot and voter information specifi cations in sections 2 and 3 of the best practices documentation. -
Groups to Watch
Groups to watch There is no question that conservative foundations and think tanks will put an increased emphasis on attacking public sector unions and public schools after the Supreme Court makes its decision in the Janus v. AFSCME case. They are already spending hundreds of millions of dollars across the nation to elect anti-labor and anti-public education candidates and to produce so-called "research," television ads and mailings to bash unions. The Koch network alone plans to spend $400 million this year.1 Virtually all of these organizations aren't required to report their donors. These groups try to bill themselves as pro-worker – they are not. They want to privatize our public schools, lower taxes for corporations and the wealthy, block access to health care, cut pensions, suppress voters, gerrymander and weaken the political power of unions. The tentacles of all of these group are already reaching into Minnesota, advocating for vouchers, more charter schools, defined-contribution pensions and the destruction of public employee unions. State Policy N etwork The State Policy Network (SPN) is a web of so-called “think tanks” that push a right-wing agenda in every state across the country, all while reporting little or no lobbying activities. The $80 million empire2 works to rig the system against working families by pushing for privatizing public schools, blocking expanded access to health care, lowering taxes for corporations and the very wealthy and undermining workers’ rights and unions. SPN and many of its affiliates are members of the controversial American Legislative Exchange Council (ALEC), where corporate lobbyists and special interest group representatives vote as equals with state lawmakers behind closed doors on “model” legislation that in many cases ends up benefiting the corporations’ bottom line. -

Unicam Kids!: a Visit to Your Nebraska Legislature
UNICAM KIDS! A Visit to Your Nebraska Legislature guided by George W. Norris, “the father of the Unicameral” Unicam Kids i! I’m George Norris. I represented Nebraska in Congress from 1913 to 1943. Many people call me Hthe father of Nebraska’s Unicameral Legislature. A unicameral is a legislature with just one group of people to make laws. Nebraska has the nation’s only unicameral, which meets here at the Capitol in Lincoln to make laws for the state. I believed this one-house system would serve Nebraskans better than a bicameral, or two-house system, found in every other state. Nebraskans voted to change to a unicameral in 1934, and the first unicameral met in 1937. Let’s go inside. I’ll show you around! Nebraska is unique for its unicameral and also its unusual Capitol building. Architect Bertram Goodhue wanted the Capitol’s design to reflect the spirit of Nebraska’s people. The words and pictures on the outside of the building show Nebraska’s place in the history of law and democracy. The Capitol took 10 years to build and was finished in 1932. The tower rises almost 400 feet and is topped by a 19-foot bronze statue of a man tossing seeds, called “The Sower.” — 1 — A Visit to Your Nebraska Legislature y experience as a lawmaker made me wish for a smoother processM to make laws.
