The pre-plan of the dividend distribution approved by the meeting of the Board of Directors is taking the total outstanding 2,446,553,582 shares of the Company dated February 28, 2018 as the basis to distribute RMB 0.63 (including tax) as cash dividend per 10 shares to all the shareholders. Zero share (including tax) will be distributed as share dividend, as well as no reserve will be transferred to equity capital. Since traditional evaluation models often consider only the distance between the evaluation point and the positive or negative ideal solution, we introduce gray correlation analysis and construct a new sustainability evaluation model. Our research results show that only one city had excellent sustainable development capacity of agricultural water resources, and the evaluation value of eight cities fluctuated by around 0.5 (the median of the evaluation result), while the sustainable development capacity of agricultural water resources in other cities was relatively poor. Our findings not only reflect the differences in the natural conditions of water resources among various cities in Hubei, but also the impact of the cities’ policies to ensure efficient agricultural water use for sustainable development. Gong Shengliang's latest health setbacks are compounded by the continual ill-treatment he has received since his imprisonment in 2001. During his imprisonment, Gong Shengliang has suffered continual ill-treatment. According to letters that he wrote in the first two weeks of December 2004, which have only recently been published on the internet, Gong Shengliang describes how he was suffering from a debilitating stomach complaint, and how he had been able to only take a little food and water for at least 11 days. Gong Shengliang had been treated at the prison hospital five times and on 6 December 2004 asked to be admitted to a hospital outside the prison. However, this request was refused by the prison authorities, who, on one occasion, threatened Gong Shengliang with what were described as "heavy-handed measures". The prison authorities later agreed to Gong Shengliang’s request and he then received treatment at a provincial hospital and an army hospital, following which he was diagnosed with a duodenal ulcer. Finally, the developemnt of this research is prospected. Keywords: Hubei cultural resources, cultural industry, sustainable development Introduction UNESCO defines cultural industry as a form of commodity service. In the 1930s, the Frankfurt school was first proposed by Adorno and Horkheimer in the dialectics of enlightenment (2003). After 1980s, it has spread to China. In 2012, the National Bureau of statistics defined cultural industry as “the collection of production activities that provide cultural products and cultural related products to the public”, which is still in use today. The Fifth Plenary Session of the 18th CPC Central Committee deliberated and passed the proposal of the CPC Central Committee on the formulation of the 13th five-year plan, which clearly states that the cultural industry should become the pillar industry of the national economy by 2020 (http://www.ocn.com.cn/chanye/201611/gozfp18081658.shtml2016-11-1). In 2017, Hubei Province formulated the 13th five-year plan for the development of Wuhan’s cultural industry, which clearly proposes to actively cultivate cultural industry to become the pillar industry of the city’s economic growth, which can be achieved by making full use of university teachers’ educational resources, developing local cultural resources with subject librarians in university, effectively infiltrating into primary and secondary education and teaching, making school-based teaching materials of local cultural resources into 3D and microfilm and creating an online classroom.
