NOTIFICATION Whereas, the Administrative Department vide letter No. Edu-1/287/2014, dated 25/10/2014 and No. even dated 30/10/2014 forwarded a copy of com- munication No. SSB/Sel/Secy/9072-73/14, dated 21/10/2014, No. SSB/Sel/ Secy/9074-75/14, dated 21/10/2014 and No, SSB/Sel/ Secy/9250-51/14, dated 28/10/2014 with a list of 40 05 and 01 candidates respectively (whose selection was previously kept withheld by the SSRB) for further appro- priate action, as the SSRB now recommended their selection as Teacher; Whereas, among these 46 selectees, only 43 candidates whose full particulars are reflected below as "Annexure A" make their place in the selec- tion zone and the other three (03) candidates figure in Wait List. Now, therefore, these 43 candidates are hereby advised to deposit their undertakings (duly attested) by the Judicial Magistrate (1st Class) on the devised format appended herewith as "Annexure B" before the Chief Education Officer Kupwara, within fortnight from the date of publication of this notification. Ryne Danielson, B.S., Appalachian State University M.A., Appalachian State University Chairperson: George Ehrhardt Nuclear weapons have been studied extensively in the literature, but seldom with a focus on their effects vis a vis non-state actors and levels of non-state violence. This paper proposes a systematic way to study just this, using the comparative method and a most-similar research design to uncover the role nuclear weapons have played in the India-Pakistan conflict. This study divides the conflict into three separate cases for cross- comparison: 1948-74, 1975-85, and 1986-2007. When rates of non-state violence are compared across the cases it becomes clear that nuclear weapons have precipitated a drastic rise in levels of non-state violence.

Konsa Kashmir? Pakistan’s or India’s? By: Omer Aijazi (University of Toronto) This piece is part of APLA’s newest Speaking Justice to Power Series, which focuses on Kashmir and marks the one-year anniversary of the abrogation of Articles 370 and 35A of the constitution (August 5, 2019). The Series page is available here. Last year, after the AAA meeting in Vancouver, I sat with a Kashmir scholar to try to find commonalities and interconnections in our work. While we both work in Kashmir, ironically, we did not work in the same Kashmir. Our respective projects lay separated by the Line of Control (LoC), and the material and discursive interruptions the de-facto border instills. It was difficult for us to locate each other geographically, even though we strongly suspected that most likely, we worked on opposite sides of the same pahars (mountainscapes), possibly facing each other across the LoC. Even the names through which each one of us had come to know, locate, and experience Kashmir failed to connect one to the other (for example, it took me a while to understand that the “Kishanganga river” morphs into the “Neelum river” as soon as it gushes past the LoC, or vice versa, depending on which side counts as primary). There were no maps to rely on, other than our rudimentary knowledge of the pahars and waterways, which irreverently blend one Kashmir into the other.

The migration of Kashmiri Pandits from the valley in the early 1990s seems to pose a challenge to the claims of secular nationalists and to the whole concept of ‘Kashmiriyat’.
