Call to Order/Pledge of Allegiance: Chairman Sara Dawson called the meeting to order at 6:04 p.m. followed by the pledge of allegiance.

GRANTS & SURVEYS: Kuner Row Properties Survey (previously referred to as Central Addition Subdivision Survey) – The CLG Grant application for the survey was submitted to History Colorado on January 15, 2020. The grant is for $20,000 with a $3,000 match form the City. The area includes 15 houses and will be the first phase for the Central Addition area with the focus on the western edge which includes the Kuner Row properties. On March 2nd, staff was notified that the Commission received the CLG grant. Staff is working with the Finance Department for the requests and next steps of the grant funding process. A resolution will go before City Council on the agreement of the CLG funds.

2020 Vision Session Follow-Up – The Commission discussed ideas for 2020 at the last meeting. Appendix A outlines some of the key highlights and the following goals were created from the ideas for 2020. 1) Continue and expand the Oral Histories project a. Make information 2) Look at other ways to develop a more robust storytelling initiative for the Brighton City Museum and Historic Preservation team a. Tours b. Educational Partnerships c. Social Media 3) Work on a series of educational materials that cover Preservation “basics” 4) Pursue a variety of ways to grow property designation outreach Kim will start a timeline for the next meeting to start to address some of these goals.

BUDGET: Appendix B outlines a list of items for the museum for this year. The list includes cleaning supplies, collection materials, exhibit materials and dues for organizations that we want to belong to and for the accreditation process to be completed in 2022. Brianna has been working on collection pieces and backlogs. She is making sure that items are properly packaged for storage. We may gain some extra space in the vault that was shared with the Youth Commission.

OUTREACH STATISTICS: Facebook for the period of February 6 through March 4 had 344 page likes. The post reaches totaled 7,525. The total page likes was 828 which is an increase of 181 from last month. The Digital Walking Tour of the Downtown Historic District had 83 visitors from February 4 to March 5. The website pages had 83 views; the Brighton City Museum had 48 views; and the Downtown District had 45 views. The Property Designation page did not have any views. The Brighton City Museum Blog recently had the Google Analytics added and from February 26 to March 4, there were 8 views.

MUSEUM UPDATES: Exhibits – “A Reserve of Public Service: The History of Brighton’s Armory” is now on display in the hallway. This is the first exhibit to include Spanish translations. The museum staff is already focusing on their next exhibit.

Collections – There were two new items donated by Commission Hodge.

Volunteers – The DAR Group is continuing to transcribe the Cress Letters for us. Thirty-six of the letters are completed and they have spent approximately 20 hours working on this. They are currently working on 67 other letter. These letters are all multiple pages.

Visitors – The museum hours have changed and are now Monday, Tuesday, Thursday and Friday and the first Saturday of the month. The hours are 10:00 am to 4 pm. Appointments can be made for 12:00 pm to 1:00 pm. The museum will be closed on Wednesday’s. The museum has had 32 visitors so far this year. There have been 9 research requests this year for a total of 20 hours.

Unfinished Business: 2020 Budget We have some events coming up that will require funds. Most expenses are coming out of the operating funds. There were several expenses that were just processed that that were not reflected on this month’s report.

New Business: Interview Mardita Murphy for the Commission Mardita Murphy introduced herself to the Commission. She has been in Colorado about 2 ½ years. She works for a design company and has experience in tax credits, designations and nominations. She would be able to contribute to the educational programs that the Commission will be working on in the future. Mardita has an architectural background as well. She would be available for the Thursday meetings. She has a professional background and would come on the Commission as a professional.

Move to recommend the nomination of Mardita Murphy as a professional member to the Brighton Historic Preservation Commission upon final approval from the Brighton City Council by Catherine. Second by Jo. Motion carries.

Additional Comments: There are some committees meeting next week. May is Historic Preservation Month. We will be having our Brick Awards luncheon again. Nominations need to be submitted for the Brick Awards. We should invite all of the Brick awardees to the luncheon.

New Business: ***Please note this meeting took place via phone call due to the City being closed down because of COVID-19***

Sara and Kim began by talking about the recent (March 2) notification that the BHPC was awarded the CLG grant from History Colorado for the January round of awards. Ms. Bauer noted that she spoke with History Colorado Preservation Planner Erica Duvic regarding the amount that the BHPC was awarded. We were given more than originally requested since the reviewing group wanted to make sure that we were able to get the grant completed. The BHPC was awarded $20,475.

Sara and Kim then talked about some of the items that are required by History Colorado, including the self-risk assessment which is due April 15. It is taking some coordination with the Finance Department to get some of the city’s overall numbers including overall full time employees, or the total amount of monies that the city has received overall in the last year.

Kim will be working on the Scope of Work in order to send it out as part of the RFP. Kim noted she will send Sara the draft copy and the final copy that will go out to potential bidders. Kim noted that she will be sending out the draft to Sara and the Finance department by the end of the week.

Sara mentioned that a good number to get if we can would be 5 replies. She mentioned having only 3 would have a high, medium, and low number and getting a few more helps with putting the amounts into context and helps to analyze the bidders and their proposed prices.

Both Kim and Sara then discussed how we should decide who to send the RFPs out to. Kim mentioned she is planning to look at the list of contractors as provided by the SHPOs office and then send it out to all those on the list that indicate this do this type of research project. Sara added that it would be a good idea look back at previous grant RFPs to see if there is anyone that has bid before but is not on the list Kim plans to use. This will help add to the number of people who the BHPC has reached out to for the RFP process.

GRANTS & SURVEYS: Kuners Row Properties Survey Grant

Staff is working with the State’s office on necessary next steps. The agreement will go before council for resolution for the agreement. The following work has been completed:

 The Self-Risk Assessment, with most of the information provided coming from the Finance Department  And Request for Quote (RFQ) was written and confirmed with the Finance Department to go out.  Staff received five (5) replies by the deadline of 4/24/2020: o Autobee and Autobee o Cultural Resource Historians o History Matters o Pinyon Environmental o Rausche Historic Preservation  Reviews of the proposals should be complete before the end of the month of May.  The State’s office will also be supplying an IGA to be completed between their office and us. This has not been received by them by the Historic Preservation Office, yet.

MUSEUM UPDATES:

 Exhibits: o "A Reserve of Public Service: The History of Brighton's Armory" is now up in the hallway. Closures have obviously affected the public’s ability to view but staff is currently working on a digital exhibit of this space. o Our next physical exhibit about Historic Splendid Valley is in the works. Draft panels are done and being reviewed by staff. Labels are currently being written. A tentative opening date would be August 1, one of our Saturdays that the Museum is open. As COVID closures ease and the public begins going back into society, this date may change depending on COVID circumstances. o Museum staff has already created an online exhibit showcasing the Bicentennial Paintings (physically located in the Historic City Hall Heritage Meeting Room). This is one way we’ve continued to count Museum visitors is through the visits to this digital exhibit: https://www.artsteps.com/view/5e7a69e895652e17e50d805c o Museum staff is also working on the planning stages of a third digital exhibit that would use Albin Wagner’s Watercolor paintings of buildings around town.  Collections: o No new donations during the closures. o Museum staff has studied best practices for donations when we return. This includes Ziploc bagging (if possible) and having those items “quarantine” for about 9 days before continuing the cataloging process.  Visitors:
