Malaysia: the 2020 putsch for Malay Islam supremacy James Chin School of Social Sciences, University of Tasmania ABSTRACT Many people were surprised by the sudden fall of Mahathir Mohamad and the Pakatan Harapan (PH) government on 21 February 2020, barely two years after winning the historic May 2018 general elections. This article argues that the fall was largely due to the following factors: the ideology of Ketuanan Melayu Islam (Malay Islam Supremacy); the Mahathir-Anwar dispute; Mahathir’s own role in trying to reduce the role of the non-Malays in the government; and the manufactured fear among the Malay polity that the Malays and Islam were under threat. It concludes that the majority of the Malay population, and the Malay establishment, are not ready to share political power with the non- Malays. Introduction Many people were shocked when the Barisan National (BN or National Front) govern- ment lost its majority in the May 2018 general elections. After all, BN had been in power since independence in 1957 and the Federation of Malaysia was generally regarded as a stable, one-party regime. What was even more remarkable was that the person responsible for Malaysia’s first regime change, Mahathir Mohammad, was also Malaysia’s erstwhile longest serving prime minister. He had headed the BN from 1981 to 2003 and was widely regarded as Malaysia’s strongman. In 2017, he assumed leader- ship of the then-opposition Pakatan Harapan (PH or Alliance of Hope) coalition and led the coalition to victory on 9 May 2018. He is remarkable as well for the fact that he became, at the age of 93, the world’s oldest elected leader.1 The was great hope that Malaysia would join the global club of democracy but less than two years on, the PH government fell apart on 21 February 2020. -

A study was conducted amongst Malaysian university students who study locally and abroad to understand their views about the important elements of an emerging Malaysian culture. Ethnic cultures, national culture and global culture play different but unique roles in the formation of the Malaysian national identity. It is of academic interests to examine how the young generations of Malaysians are reconciling with the competing yet accommodating elements of the different ethnic cultures in the country. This paper is written with two main objectives: 1) to find out the students’ perspectives of the top elements that should make up a Malaysian culture and 2) to examine their view on ‘global culture’ and its roles in enriching the Malaysian culture as our national culture. The authors suggest that young Malaysians are optimistic about the emerging Malaysian culture and are adapting well to the cultural elements of other ethnic groups despite some differences in opinions about what constituted the Malaysian culture. The Rukun Negara aspires to establish a substantial unity of a nation. The principles in the Rukun Negara serve as an integrative key to harmonious and unity of the people in ensuring Malaysia’s success and stability. To realize the aspiration above, five (5) principles are presented, namely the “Belief in God”; “Loyalty to the King and Country”; “Supremacy of the Constitution”; “Rules of Law”; and “Courtesy and Morality.” However, there is a postulation that Rukun Negara’s inclusion as a preamble may undermine constitutional supremacy. Therefore, this paper is aimed to enlighten the matter via critical interpretation of the principles and examination of related cases in Malaysia. The conducted analyses showed that the Federal Constitution per se is sufficient and comprehensive to address the conflicting issues. Despite some ambiguities probed in the Constitution, its supremacy is still fully preserved and effective without including Rukun Negara as the preamble. Datuk Seri Mohd. Najib Tun Abdul Razak on 3rd of April 2009 soon after his sworn-in ceremony. The 1Malaysia concept protects the rights of all ethnic groups in the country and is able to bring Malaysia forward. The concept of 1Malaysia does not stray a single inch from the provisions of the Federal Constitution or the Rukun Negara (Five Pillars of the nation). The opposition parties claimed that they have introduced earlier the so called Middle Malaysia vision (originally from their Malaysian Malaysia slogan). Actually they were worried that the 1Malaysia concept has been accepted by most ethnic groups in Malaysia and there was a renewed spirit among the people to bring the country to greater heights. The government wants the Malaysian people to adopt the attitude of acceptance instead of tolerance. -

BAB II PENDEKATAN KEAMANAN SEKTOR POLITIK YANG MEMPENGARUHI KEBIJAKAN MALAYSIA DI PELABUHAN JOHOR Bab ini akan menjelaskan apa yang mempengaruhi kebijakan yang dibuat oleh pemerintah Malaysia pada masa Mahathir Mohamad kembali naik menjadi Perdana Menteri melalui pendekatan konsep milik Buzan dkk. Buzan dkk bahwa sektor politik lebih menekankan kedaulatan negara yang mana ada dalam agenda militer sesuai dengan ancamannya. Tetapi, karena sektor militer memiliki bagian tersendiri, sektor politik lebih terfokus terhadap ancaman non-militer (Buzan, Waever, & de Wilde, 1998, hal. 140-143). Dalam hal ini, Malaysia sebagai aktor politik merasa memiliki kepentingan nasional yang harus dicapai. Kedaulatan wilayah menjadi keutamaan untuk memperoleh kekuasaan yang absolut. Pelabuhan Johor merupakan wilayah strategis yang terletak di Selat Johor. Selat tersebut merupakan jalur perdagangan Malaysia. Dengan adanya kebijakan tersebut, tentunya menjadi sebuah keuntungan bagi Malaysia dalam lalu lintas perdagangan serta luas wilayah bertambah. 29 Dimulai dengan negara berdaulat, yang membentuk sebagian besar sektor politik, kita dapat melihat masalah ancaman dan kerentanan melalui argumen bahwa suatu negara terdiri dari tiga komponen: ideologi, bentuk fisik, dan institusi. Having been in power since the country’s independence, the United Malays Nationalist Organisation (UMNO) of the Barisan Nasional (National Front) has attempted, through use of several national ideologies and discourses, to propagate a Malay Muslim hegemony within a multiethnic framework. The most obvious result of this is the categorization of the Malaysian population by ethnicity in all facets of their lives. Another consequence is the precarious position of young adults in Malaysia: the government expects much of Malaysian youth, especially Muslim youth, yet ironically, their inadequate representation and vulnerability to authoritative depictions has left them a marginalized group. This article looks at the discourses concerning young-adult Malaysian Muslims, and, through in- depth interviews with a small sample of urban youth, attempts to uncover what discourses young-adult Malaysian Muslims are actually using in their everyday lives. My findings point to a transcendence of religion over race amongst most young Muslims, with there being much discomfort over assuming the ethnic identity marker of ‘Malay’. In the Southeast Asian country of Malaysia, the position of Islam in public life is very much linked with national politics. The United Malays Nationalist Organisation (UMNO), the Malay race-based and largest party in the ruling Barisan Nasional (BN), or National Front coalition, has, for decades now, been locked in a rivalry with the Pan-Malaysian Islamic Party (PAS) over command of the Muslim-Malay electorate. -

Whilst the country has been able to sustain a relatively stable politics since the 1969 tragedy, and hence spawn a rapid economic development (at least until the 1997 Asian economic crisis), the project of nation-building remained a basic national agenda yet to be fully resolved. This study investigates the delicate process of nation-building in Malaysia in the post 1970s, especially in the context of the vision of constructing the Bangsa Malaysia or 'a united Malaysian nation' enshrined in Mahathir's Vision 2020 project which was introduced in 1991. The aim of the study is firstly, to examine the underlying socio-political parameters that shaped and influenced the politics of nation-building in the country, and secondly, to explore the viability of the project of Bangsa Malaysia in the context of the daunting challenges involved in the process of nation-building. Drawing from a range of theoretical frameworks as well as from both primary and secondary data, the study contends that, based on the Malaysian experience, the potent interplay between the forces of ethnicity and nationalism constitute the crux of the problems in the politics of nation-building in Malaysia.
