The Luxemburg Question at the Paris Peace Conference and After
THE LUXEMBURG QUESTION AT THE PARIS PEACE CONFERENCE AND AFTER by Sally MARKS At the Paris peace conference of 1919, the French and, to a lesser extent, the British considered the several questions concerning the western frontier of Germany as a single problem but historians have never done so, perhaps because work upon these questions at the conference was administratively scattered. There has been some historical examination of the minor territorial transfers from Ger- many to Belgium and exhaustive analysis of the Saar and Rhineland settlements but no attention whatsoever to the fourth piece of the puzzle, the problem of Luxemburg. British diplomatists at the con- ference well realized the potential connection between the Luxem- burg settlement and that of the Saar, while Belgian leaders were pain- fully aware of its relationship to the Rhineland regime but historians, for all their intensive study of the voluminous documentation of the conference, have neglected to trace the British failure to link the Luxemburg question to the other German frontier problems and the consequences of this failure. The oversight has probably occured be- cause Luxemburg's fate was ultimately, to the relief of the French and the dismay of senior British officials, examined independently of all other considerations and because most of the interest in Luxem- burg at the conference was generated by the Belgians who of course looked at the problem from a purely Belgian point of view. The chief Belgian objective at the peace conference was extensive revision of the 1839 treaties which had defined Belgium's borders and her international status. -

Georges Clemenceau pleure en silence dans les bras de son conseiller militaire, Henri Mordacq. L'Armistice est signé. Paris se pavoise, la foule, les fleurs, les hourras accompagnent la voiture du président du Conseil de la Chambre des députés au Sénat jusqu'à la place de l'Opéra, où retentit une bouleversante " Marseillaise " u ministère de la guerre, rue Saint-Dominique, à Paris, Henri Mordacq veille. Le conseiller militaire de Georges Clemenceau a été A prévenu : les dernières discussions entre les plénipotentiaires allemands et le maréchal Foch ont commencé au milieu de la nuit, à Rethondes. D'un moment à l'autre, l'armistice peut être conclu, les combats cesser, la victoire de la France, si longtemps hors d'atteinte, enfin s'imposer. Impossible de dormir. A 5 h 45, le général Desticker l'appelle du grand quartier général de Senlis : " C'est signé ! " Aussitôt, Mordacq coiffe son képi et fonce en voiture chez Clemenceau, rue Franklin, dans le 16e arrondissement. " J'y arrivai vers 6 heures. Je trouvai le président dans sa chambre, éveillé et levé. Il n'avait pas dû dormir beaucoup car lui aussi se demandait si, décidément, cette fois, c'était bien la fin du long cauchemar. Dès que je lui eus annoncé la bonne nouvelle, il me prit dans ses bras et m'y serra longuement. " Submergé par l'émotion, le vieux républicain, qui a connu la guerre de 1870, la honte de la défaite, la perte de l'Alsace-Lorraine et la Commune de Paris, le " premier flic de France " de 1907, le " bourreau des travailleurs " fustigé par Jaurès, ce vieillard de 77 ans qui, depuis un an, galvanise le pays, redonne courage aux poilus et a juré de " faire la guerre, encore la guerre, toujours la guerre, jusqu'au dernier quart d'heure ! ", le Tigre, si prompt à déchirer ses adversaires d'un coup de patte, le Tigre pleure en silence. -

Richelieu's Army: War, Government and Society in France, 1624–1642 DAVID PARROTT CAMBRIDGE UNIVERSITY PRESS Richelieu's Army War, Government and Society in France, 1624±1642 The conduct of European war on an unprecedented scale is central to an understanding of the ministry of Richelieu (1624±42), and there has been no previous study of the French army during this period. This book provides a detailed account of the organization of the army, and examines the challenges posed by war to government and society in a period associated with the creation of the `absolutist state'. By making extensive use of archival material, the study cuts through myths concerning military and administrative evolution, and confronts typical assumptions about progressive centralization and more effective control of the war-effort by the crown and its agents. Although the European war imposed huge burdens upon the French people, Richelieu's ministry struggled to control the army through traditional administrative and ®nancial mechanisms. Far from strengthening the absolutist authority of government, the waging of war eroded the ministry's control over army of®cers and troops and incited tensions between soldiers and civilians across French society which in turn contributed to the undermining of existing structures of authority and control. The book also makes an original and sceptical contribution to the debate about a `military revolution' in early modern Europe by examining the conduct of war in early seventeenth- century France. In addition, it seeks to contextualize the inadequacy of the war-effort during Richelieu's ministry by providing a view of the military context of French foreign policy after 1625 which challenges many of the orthodoxies about Richelieu's aims and objectives in involving France in the Thirty Years War. -

Marshall Lecture in Military History Clausewitz and the First World War* I Hew Strachan Abstract English-language authors have blamed Clausewitz twice over for his part in the First World War. Liddell Hart attributed to him a doctrine of “absolute war,” embraced by European general staffs and emulated by the British. More recent scholars have seen the war as lacking a political rationale and so contradicting what is today the best-known of the nostrums of On War. But that was not the case before 1914, when Clausewitz’s text was interpreted in different but equally valid lights. This article analyses how On War was read by the principal belliger- ents both during the war and in its immediate aftermath. he British chief of the imperial general staff between 1941 and 1945, Alan Brooke, said of George C. Marshall that he was “a great gentleman and a great organizer,T but definitely not a strategist.”1 Brooke was not alone among British staff officers in holding that view, nor was it an opinion driven simply by differences over * This article is based on the George C.
