Open competitive bidding (National Advertisement) will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries. 5. The complete Bid document can be viewed/ downloaded by the Bidder from the e- procurement portal https://mptenders.gov.in at no cost. 6. To obtain further information, Bidders should contact the office of: The Chief Engineer (Procurement), Madhya Pradesh Road Development Corporation limited, 45-A, Arera Hills, Bhopal, (M.P.) India - 462011 7. To participate in the bidding process: • Register with e-procurement portal https://mptenders.gov.in for obtaining user ID and password. The user manual, guidelines and FAQ are available on the MP eProcurement website to facilitate understanding and use. Registration requires a registration fee of INR 500/- (Five Hundred Rupees Only) (please check the prevailing amount on the portal) through the e-payment gateway. Further, Tender Processing Fees for MP eProcurement portal (please check the prevailing amount on the portal) shall also need to be paid through the e-payment gateway. • Purchase the Bid Document online through portal by payment of a non-refundable document fee of INR 50,000/- (Rupees Fifty Thousand only) and processing fee for each Package through e-payment gateway. The Document shall be available for sale during office hours from 2 March to 23 April2019. • Use valid digital certificates issued by the National Certificate Authorities (list of authorized certifying authority is available on web site) for purchasing and submissions of bids. 8. Deliver bids: • Online through the MP eProcurement portal: https://mptenders.gov.in • On or before 12:30 hrs. (IST) on 23 April 2019; • Detailed guidelines for MP eProcurement are available on the MP eProcurement portal • The required bid documents will need to be prepared and scanned in different files (in PDF or JPEG format) and uploaded into the relevant online folders. • Apart from the online submission, supporting original documents have to be submitted in physical form in accordance with ITB 21.1 (a) on or before 12:30 hrs. (IST) on 23 April 2019. • In the event of the specified deadline for submission of Bid being declared a Government Holiday, the next official working day would be deemed as the last day for the Physical submission of bids. Technical Bids will be opened as detailed in Para 25 of ITB of the Bidding Documents in the presence of bidders’ representatives who choose to attend. 9. A Pre-bid meeting will be held at the Office of Managing Director, M.P. Road Development Corporation Ltd., 45-A, Arera Hills, Bhopal (M.P) on 14 March 2019 at 1130 hrs. The clarification/ addendum/ corrigendum (if any) shall be published on the website https://mptenders.gov.in only. .

Introduction The Govt. of India (GOI) through Ministry of Roads & Highways (MORT&H) is contemplating to enhance the traffic capacity and safety for efficient transshipment of Goods as well as passenger traffic on few of the Selected heavily trafficked stretches/paved shoulder of National Highways. The National Highways Authority of India (NHAI) has been entrusted for the development. Maintenance and management of National Highways, under NHDP Phase –IV programme. The Project under consideration aims at converting existing 2-lane NH 92 from Gwalior to Bhind 2 lane divided carriageway to be executed by private entrepreneurs as BOT projects. The Madhya Pradesh Road Development Corporation (MPRDC) has assigned Holtec Consulting Private Limited (HCPL) to prepare Feasibility Report. Location The Paved shoulder starts from Km 0.00 of NH 92 at Gwalior traverses through of Gwalior District to Bhind of Bhind District and further runs across Chambal river and enters into Gwalior & Bhind taluka of Gwalior District, further runs through MP&UP border & ends at Km108.000 of NH-92 Major settlements along the paved shoulder are Gwalior & Bhind, other important towns/villages are Malanpur, Moharajpur, Gohad, Mehgaon, Phoop and Barhi. Total length of the paved shoulder is approximately 108 Km. The location map of the project is given in figure 1.
