HISTORY AND GEOGRAPHY – Bhind, the Northernmost District of Madhya Pradesh and in the North East of Gwalior is situated at 26°34'50" latitude and 78°48'05" longitude. The district lies in the valleys of Chambal and the Sind and amidst two rivers the Kunwari and the Pahuj. The district spans from 25°54'5'' North to 26°47'50'' North and from 78°12'45'' East to 79°8'30'' 79°8'30'' East. The shape of the district is semi circular, bulging towards the north east.The greatest length of Bhind district measures about 105 kms from south east to north west. The District is bounded by Agra and Etawa districts of Uttar Pradesh in the north and Gwalior and Datia districts in the south. The eastern boundary is closed by the districts of Etawah Auraiya and Jalaun of Uttar Pradesh in the east, where as the western and north western boundaries are common with Morena district. The north western boundary is marked by the Asan and the Kunwari rivers, the northern and eastern boundaries being traversed by the Chambal and the Pahuj. The entire District lies in the Chambal valley. It forms the south western part of Ganga Valley. The Hills are only a few, small and isolated, mostly in the south west. It is only in the Bhind Tehsil that the rivers flow towards east. The topology of Bhind is the topography of the valley plains. The plains at present are closely cultivated fields devoid of trees, stubbed with shrubby growth only along the moist hollows, and thickly populated. The only divisions of topography are offered by the network of rivers with deep channels and steep bank. The widest plane of the district lies in the western part around Gohad, Mehgaon and Mau. The ravine lands extend along both sides of the rivers and their tributaries. These ravines were the ideal shelters and bypass routes of dacoits. The ravine areas are mostly unsuitable for cultivation and settlements though by reclamation it can be controlled. The district is crossed by a number of rivers and streams. The Chambal and the Sind are the main rivers of the district. The Chambal forms the northern boundary. As the 2 rivers are the tributaries of the Yamuna, they form parts of the Ganga drainage system. Apart from these, the other important rivers of the district are the Kunwari, the Pahuj, the Asan and the Vaisali. The total area of the district is 4,459 km². The soil of Bhind is very fertile and is well drained by the Chambal, Kali Sind, Kunwari or Kwari, Pahuj and Baisali rivers and by an extensive canal system. Formerly there were four tehsils, Bhind, Mehgaon, Gohad and Lahar, but at present there are nine tehsils: Bhind, Ater, Mehgaon, Gormi Gohad, Lahar, Mihona, Mau and Raun. The Bhind is a district of the Chambal Division. It is well known fact that the region has been subjected to depredations of dacoits, robbers or thugs since ages. The majestic Chambal, surrounded yawning chasms and gaping Beehads (ravines) provide an ideal setting to this murky banditry in a big way. Even during Mughal times the powerful administration failed to curb these menace. As many as 216 dacoits were shot dead and 697 arrested in Bhind district alone from 1959 to 1963. 8 Climate of District – The Climate of Bhind is characterized by general dryness, except during the south-west monsoon season. The year may be divided into 4 seasons. The winter season is from December to February is followed by the summer season from March to about middle of June . The period from Middle of June to about the end of September is the south-west monsoon season. October and November constitute the post-monsoon or retreating monsoon season. Average rainfall of district Bhind is 668 mm but in this year rainfall gone upto 896 mm till middle of the Oct. 2018. Valley The entire district lies in the Chambal valley. It forms the south western part of Ganga Valley. The district being adjacent to the bordering districts of U.P. like Agra, Etwaha, Jalon & Jhansi witnessed many incidents of poll related violence in the past. There is generally a situation of tension and vulnerability due to personal enmity or tussle in various villages of the district . Bhind district has the deep ravines of Chambal, Kuari and Sindh rivers which are generally used as hideouts by outlaws. The forest in most areas of the district make our movement very difficult. The people of the district are divided on caste lines and this give rise to violence and tension. During the poll period a sudden increase in violence is often seen. Apart from it, Bhind is a large district having a large area. At many places, 'Thanas' are very far from one another. Many polling stations are located in zigzag and ravine-affected areas of the rivers in the district where the movement of polling staff and security forces is not so easy. Finally, there are more than 23 thousand arms licenses in the district and to get them deposited is also a complicated task. ASSEMBLY CONSTITUENCY SPECIFIC GENERAL LAW AND ORDER MEHGAON (12) : A high number of vulnerable hamlets and intimidators identify in assembly constituency. Many polling stations are located along the banks of Sindh and Besali rivers. There is a large number of people of Narvaria caste in the constituency. Other people are also divided on caste basis and it gives rise to poll violence in the constituency. In this constituency too, there are a large number of arms licenses and to get them deposited in 'Thanas' is again a difficult task. 11 GOHAD (SC) (13) : A high number of vulnerable hamlets and intimidators identify in assembly constituency. 13 Gohad Assembly Constituency is reserved for SC. During the Assembly election of 2008, two cases of poll related violence were reported. One incident was related to the murder of Shri Makhanlal Jatav who won the assembly election of 2008. He was murdered in 2009 due to personal enmity. A number of polling stations are located along the bank of Besali river. There are many Stone mining in the constituency. There also exists the situation of tension due to the division of people on caste basis and personal enmity.

As per the State Financial Corporations (Amendment) Act 2000, CAG has the right to conduct the audit of accounts of Madhya Pradesh Financial Corporation in addition to the audit conducted by the Chartered Accountants appointed by the Corporation out of the panel of auditors approved by the Reserve Bank of India. In respect of Madhya Pradesh Warehousing and Logistics Corporation, CAG has the right to conduct the audit of its accounts in addition to the audit conducted by the Chartered Accountants appointed by the State Government in consultation with CAG.

The survey was carried-out occupying more than 80% of the total rapeseed-mustard cultivated area of the country. Major mustard growing states to find out the status of white rust in the Rapeseed-mustard of the country are Madhya Pradesh, Rajasthan, Gujarat, growing region of the state. A well-planned village and block-wise field survey were carried-out in rapeseed- Maharashtra, Karnataka and Andhra Pradesh. B. junceais mustard growing district viz. Morena, Bhind, Gwalior, the most important oilseed crop of Northern Madhya Pradesh comprising Morena, Bhind, Gwalior, Sheopur and Sheopur and Datia during December to March 2016-17 and 2017-18. For such survey four villages from each Datia districts contributing more than 80% share in the block of the district was be randomly selected and from production of this crop in the state.

    eOffice Implementation at Division/District level in Madhya Pradesh Good Governance is one of the four key pillars of adhya Pradesh initiative of Govt. of MP and eOffice MMP implementation has been included as a means to achieve this objective through paperless, transparent and accountable government working at all levels (Department, HoD, Division and District). At present, rollout has been completed for 54 departments of the State Secretariat and 53 HODs. Implementation in remaining HoDs of the state is under progress. For effective implementation at Division and District Level, and General Administration Department was circulated amongst the concerned for effective, easy and timely onboarding. Profile of the Gwalior & Chambal Division Gwalior and Chambal Divisions are administrative subdivisions of Madhya Pradesh consisting 9% & 6% of state population respectively. Gwalior Division covers five districts namely Ashoknagar, Datia, Guna, Gwalior, and Shivpuri and Chambal Division consists of the three districts namely Morena, Bhind and Sheopur. The MMR of the Chambal Division is 311 and Gwalior Division is 262. Four Districts in the Division have higher IMR & U5MR as compared to State average.
