Subproject Description 1. The Government of Madhya Pradesh (GoMP) acting through Madhya Pradesh State Roads Development Corporation (MPRDC) is intending to implement Promoting Public-Private Partnership in Madhya Pradesh Road Sector Project under hybrid-annuity model (HAM). There are 57 roads (1,638 km) including state highways and major district roads (MDRs) proposed to be implemented under the project. MPRDC will be implementing the project with the help of ADB financing to be funded under sector loan modality. 2. The Porsa-Seondha road subproject starts at The Porsa-Seondha road subproject The project Porsa-Mehgaon-Sevda road starts from the junction with Porsa bypass road & terminates near Sind River Bridge at Sevda. The project road traverses through Morena, Bhind, Datia district of Madhya Pradesh. The existing length is 76.875 km. The subproject aims to improve mobility and accessibility,and provide smooth traffic movement for the current escalating traffic and traffic generated by future development in the region. The subproject on its implementation would increase the physical infrastructure and boost the economic growth in the region. B. Scope of Land Acquisition and Resettlement 3. As per the technical design, the roadway width proposed for carriageway with paved shoulder is 5.5 meter to 7.0 in open areas and 3.75 meter to 5.5 meter in built-up areas. The existing right of way, as per the government records, is 15–20 meters.The proposed centerline is designed such that no land acquisition is required, thus, no impact is envisaged on private land. However, the subproject impact assessed through subproject census survey includes loss of non-land assets such as Community Property Resources (CPRs). The affected households are non-titleholders i.e., squatters. The summary findings of project census survey are presented in Table 1. Table 1: Summary Subproject Impacts Sl. Stakeholders Consultation and Participation 4. Public consultations were conducted at three locations attended by 48 persons (37 male and 11 female) in the subproject to ensure peoples’ participation during the subproject census survey. Aiming at promotion of public understanding and fruitful solutions of developmental problems such as local needs and problem and prospects of resettlement, stakeholders were consulted through focus group discussions and individual interviews. The PIU will be entrusted with the task of conducting these consultations during RP implementation, which will involve disclosure on compensation, assistance options, and entitlement package and income restoration measures suggested for the subproject. 5. The EA will provide relevant resettlement information in an accessible place and in a form and language(s) understandable to displaced
