128th Annual Council of the Diocese of Southern Virginia Nominees for Election

Standing Committee The Standing Committee is composed of three members of the clergy and three members of the laity. It acts as a Council of Advice to the Bishop and assumes many Episcopal duties for the diocese if there is a vacancy in the Bishop’s Office, as outlined in the Diocesan Constitution Article XV, Diocesan Canon V and in the Canons of the National Church.

Lay Nominees, one to be elected.

Rusty Bishop, St. Timothy’s, Clarksville

I have been a member of the Episcopal Church since 1994, initially in the Diocese of Washington (EDOW) and then the Diocese of Southern Virginia when I transferred membership to St. Timothy's, Clarksville, in 2015. I had attended St. Timothy's part time (twice monthly) since 2004 until my retirement and move to Clarksville in 2015. While a member of the EDOW, I served 12 years on parish Vestry, numerous years as delegate to Convention, 6 years on Standing Committee (2005-2011), and 3 years on the Disciplinary Board (2011-2014). I attended the 2009 General Convention as an Alternate Lay Deputy. Since transferring membership to St. Timothy's I have served as the delegate to Council and on the Vestry. I have also served a term on the Executive Board as the lay representative for Convocation 9, and on the Disciplinary Committee. I have served with the Credentials Committee for the past several Councils, including the special Council for the election of the Bishop. Recently I was appointed to the Commission on Ministry. I believe my experience speaks to my qualifications.

The Very Rev. Dale Custer, St. John’s, Chester

A priest for nineteen years, it has been my joy to be with the people of St. John’s Chester since August 2004. I participated on the Repairers of the Breach Committee, served as Chair of the Commission on Ministry, and President of the Disciplinary Board. I was privileged to attend the 2015 General Convention as a Deputy from Southern Virginia. It was an honor to be on the recent Bishop’s Search Committee. I would serve Southern Virginia as a member of the Standing Committee to the best of my ability.

The Rev. Les Ferguson, St. John’s, Suffolk

I am entering my tenth year as Rector in St. John’s Suffolk. I served as Chaplain to the Transition Committee for the election of our 11th Bishop Diocesan and as a member of the liturgical committee responsible for Bishop Haynes’ Consecration. I have been called to serve as a spiritual director on the Secretariat of Cursillo in the Diocese of Southern Virginia.

I am committed to social and racial reconciliation in Suffolk as founding chairman of the ecumenical Coalition Against Poverty in Suffolk and as part of the Suffolk Clergy United for Racial and Interdenominational Reconciliation. I am a member of the Addictions & Recovery Commission and social justice organizations in Suffolk and Virginia. I serve alongside a group of colleagues in the greater Chuckatuck and Oakland community, promoting community worship and fellowship through joint worship services.

I retired from the Navy after more than 22 years as a line officer serving onboard surface ships and support staffs. My education experience includes earning a B.S. in Business Administration from Oregon State University, an M.S. in Operations Research from the Naval Postgraduate School, an M.A. in National Security and Strategic Studies from the Naval War College, and an M.Div. from Virginia Theological Seminary. I am a graduate of Education for Ministry.

The Rev. Andie Rohrs, St. Andrew’s, Norfolk

Andie joined the staff of St. Andrew’s, Norfolk in 2013. Her responsibilities include sharing in the liturgical and pastoral leadership of the Church, coordinating parish life activities and small groups, and supporting the children and youth ministry programs. Andie is passionate about building community (both within and beyond her congregation), caring for people through joyful and difficult transitions, and social justice.

At the Diocesan level, Andie served for six years (2011-2017) on the Commission on Ministry. She also was a part of the task force appointed to support the chaplaincy program at Old Dominion University. She would like to support our new Bishop’s ministry and this new chapter in the life of our Diocese by being a part of the Standing Committee. She hopes to bring her gifts of communication, organization, and an open heart and mind.

Prior to working at St. Andrew’s, Andie was at home with young children and enjoyed serving as a supply priest in the Diocese of Southern Virginia. Her previous positions include working as the Chaplain at Saint Mary’s School, an Episcopal boarding and day school in Raleigh, NC and as the Chaplain-in-Charge at Duke University.

Beyond the church walls, Andie enjoys spending time with her family (most of the time), entertaining friends, exercising, being outdoors, and curling up with a good novel.

The Rev. Frederick Walker, St. James, Portsmouth

I serve as the priest-in-charge of Saint James Church, Portsmouth. Prior to my call at Saint James Church, I served as rector at Saint Mark’s Church Suffolk. I have served nine years in the Diocese of Southern. I was elected at the 2015 Annual Council to Province Three Synod as Clergy Deputy for three years. Prior to my call in the Diocese of Southern Virginia in 2010, I served two churches in the Diocese of Washington DC. Priest-In-Residence at Church of The Ascension, Gaithersburg Md for three years and Good shepherd Church, University Blvd, Md for one year. M.A. Degree, Wesley Theological Seminary, NW Washington DC, DMin Program Wesley Theological Seminary NW Washington DC 2018-2020 and Anglican Study Virginia Theological Seminary. I am delighted to serve on the Standing Committee and will share my worth of experience. I anticipate your vote with thanks.

Disciplinary Board

The Disciplinary Board is composed of nine members elected for three year terms, five members of the clergy and four lay persons. The Board, defined in Canon XXII of Diocesan Canons, serves as the trial body for any member of the clergy charged under Title IV of the Canons of the Episcopal Church.

Carolyn Kelly, St. James, Portsmouth

As a former licensing inspector with thirty years of experience, my leadership ability is broadly based and my accomplishments reflect a proven ability to perform in diverse and varied functions. In this regulatory position, I worked directly with federal, state, and local offices in ensuring compliance with Virginia State regulations. In addition, I conducted investigative and financial background checks of applicants and made recommendations for licensure. I recently served on the Nominating Committee for the new bishop elect. I am currently a member of St. James Episcopal Church, Portsmouth, VA, where I served two terms on the vestry. With my commitment to serve on this board, I am very willing to commit my time and effort for the good of the Episcopal Church. I welcome the opportunity to serve.

The Rev. Jacqueline Soltys, Grace, Yorktown

I was ordained in the Diocese of Chicago and served at St James Cathedral, Chicago, first as transitional Deacon and then as Curate. My family relocated to Southern VA in 2017. For the past year and a half I have served as Assistant Rector at Grace Church, Yorktown.

Originally trained as an academic, I have always been interested in understanding the ways in which we choose (or fail to choose) to become our best selves. I have worked as a college teacher; as an academic advisor and mentor; a group leader for study abroad; as a coach and consultant for prestigious scholarship applicants (Rhodes, Marshall, Luce); a Christian 3

Education Director; a chaplain, and now a priest. And, of course, my experience as a mother of two young adults, though it is not on my professional cv, provided significant training in the nature of human growth and failure, too.

The institutional church is responsible for developing and encouraging good leaders; it is also responsible for constraining and, if need be, ejecting those who abuse or misuse their authority and privilege. As a priest, I encourage and call my people to lives of integrity, where we not only forgive one another, but we also hold one another accountable. On the Disciplinary Board I would hope to work with other elected members of the Board and with the Bishop to ask no less of my fellow clergy.

The Rev. Grant Stokes, Trinity, Portsmouth

After graduating seminary, I was called to be the Assistant Rector at Christ and St Luke’s where I was also ordained to the priesthood on Holy Cross Day, 2013. During my five-year tenure at CSL I began to fall in love with this area and the people of this diocese. I am now the Rector at Trinity, Portsmouth. I served on the Nominating Committee I am excited by the hopefulness and energy with which the people of this diocese undertook the election and consecration of The Right Reverend Susan B. Haynes. I look forward to working more closely with her on the disciplinary board.

Provincial Synod Our Diocese has three deputies to Provincial Synod (two lay persons and one cleric) who serve three-year terms. They are responsible to the Bishop and the Executive Board and report to the Board following Synod meetings. One of these deputies is also appointed by the bishop to serve a three year term on the Provincial Council.

General Convention Our Diocese has four lay and four clergy deputies, and four lay and four clergy alternate deputies. At this Council we will elect the deputies. Alternates will be elected at the 2021 Council. Deputies will attend the 80th General Convention, June 30 to July 9 in Baltimore, MD. Deputies are not elected to represent the views of their diocese or constituency, but should reflect the will of the whole Church, act for the whole Church, and speak to the whole Church.

Nancy LeCuyer Beach, St. John’s, Hampton

Nancy serves as President and Chief Operating Officer of the nonprofit consulting group, The Beach Group, LLC, founded in 2004. She joined the firm in 2016 after more than 27 years as an advancement leader on teams at global and national, nonprofit organizations planning and managing comprehensive fundraising efforts from $1M to $4.5B.

Nancy is the current president of the board at Chanco on the James and serves as a reader, greeter, and member of the newcomer committee at St. John's Hampton.

She holds a B.A. in Arts Management from Randolph-Macon College and has served on PTA and the steering committee for Impact 100-Greater Peninsula. Nancy is a native of Hampton, Virginia and enjoys helping her community grow, while sharing it with her family; husband Bill, and three children, Kathryn, Christopher, and Hannah.

Suzanne Daniel, Grace, Yorktown

I began working as a musician in the Episcopal Church in 1994, which led to my own confirmation as an Episcopalian. In that time, I have been regularly involved in the musical leadership of small and medium-sized parishes in 4 very different dioceses. I have been the musician at Grace - Yorktown for over a decade, and am a graduate of the Education for Ministry program through Sewanee. I regularly lead music for SpiritWorks First Fridays service, a multi-parish Easter Vigil on the York River, and a regular guest musician for other churches. I have led music for our own Annual Council, and assisted when others have led. I have also led music for the annual conference of the Global Episcopal Mission Network. Additionally, I have attended the Mississippi Conference on Church Music and Liturgy since 2002, the Everybody Sings! consultation in 2011, and am a member of the Association of Anglican Musicians. I have also been an alternate and delegate to the Annual Council of this diocese. Through all of these events and organizations, I have a broad understanding of the issues and concerns in the larger Episcopal Church at this time, and would like to help chart the future course, while preserving the best of this church, which I have grown to love and cherish.

Clare Harbin, St. John’s, Portsmouth

I am running to be the Young Adult delegate to General Convention 80 because I desire to be a voice for the young adults (youth and college aged) of our diocese at such a large legislative event. I believe I am qualified, as I have attended Annual Council all four years of High School and served as the EYC Board President pro tempore my senior year at Annual Council in 2019. Attending Annual Council allowed me to understand how the local church legislature works and offered me the opportunity to understand complex bills and the process of church canons and voting. In addition to serving at council, I was an EYC Board member for two years and served on both the programming and safety task forces in the interim year in which Bishop Holly was reorganizing the Diocesan Youth programming. I have attended Camp Chanco since 2012 (2019 was my third year on staff), the EYC youth retreats since 2014, and Happening since 2016 where I served as Rector at Happening #70. The summer of 2017, I was given the opportunity to represent our diocese at the Episcopal Youth Event in Oklahoma City, which allowed me to see the Episcopal Church as a whole and explore the many wonderful ministries in which our Diocese takes a part. The summer of 2018, I was elected and served as the young adult delegate at the 79th General Convention in Austin, TX. This experience ignited a fire within me to continue to work with the Episcopal Church at a national level to be in community with Episcopalians from all walks of life and help this church be the best it can be. On the parish level, I served as a catechist for level one children (potty trained to reading) through the Catechesis of the Good Shepherd at St. John’s in Portsmouth until I moved to Davidson College, where I now regularly worship and serve at St. Peter's atrium in Uptown Charlotte. Throughout all of my experiences, I have gained a strong set of skills that have prepared me for this opportunity to serve this diocese at General Convention.

Toni Hogg, St. Aidan’s, Virginia Beach

I have served on the Diocesan Standing Committee, Executive Board (2 years Vice Chair), Jamestown 400th celebration committee, and Bishop's consecration committee. I had the pleasure of taking the diocesan youth to four General Conventions. I chaired the 50th Celebration committee of our Diocese's Conference Center and Camp Chanco, Diocesan Annual Council Committee (hospitality and special events).

I have served as a Lay Delegate at the last five General Conventions. I have also served as a representative of this diocese on several national committees: Presiding Bishop's Confirmation Committee (Bishop Curry was elected), Ministry Committee #15 (Vice- Chair), and, presently serve on the Joint Standing Committee on Nominations.

I believe that my experience, acquired insight and skills are well-suited to the continuing challenges of General Convention and the committees work. I have been blessed to witness and learn from so many others in the Church, and this has left me well-versed in discernment, listening and dialogue skills which impart to me an inclusive perspective of The Episcopal Church.

Gretchen Hood, Old Donation, Virginia Beach

I am a cradle Episcopalian, a priest’s kid, a former vestry member, have been involved with churches large and small, and activities from youth programs and choirs to capital campaigns and staff hiring. For the last 6 years, I have served as the Parish Administrator at Old Donation in Virginia Beach. In that role, I am continually arranging church activities, directing staff and supporting clergy. In addition to my parish administrative responsibilities, I have served as a parish delegate to annual council, and was honored to serve on the Nominating Committee that brought Bishop Haynes to our Diocese.

I have held membership in Episcopal churches in several dioceses. Now I administer one of the larger parishes in our diocese, and I am a gifted organizer. I understand the relationship between the national Church, our diocese and its parishes. I also understand that the Episcopal Church has a leadership role in the Jesus movement across our world – I have seen it in action as I served in a diplomatic role at our embassies in Rome and Tel Aviv.

I stand ready, with God's help, to commit the time, thought and prayer that this position demands.

Scott Norris, Emmanuel, Jenkins Bridge

My Union Theological Seminary education focused on biblical studies and ethics, giving me a unique perspective on the social responsibilities implicit in our ministries. My active roles in inner-city, suburban, and rural parishes in four dioceses while being married to an Episcopal priest gives me an intimate understanding of the needs of our parishes in their witness to Christ's presence. I have personally dealt with needs of our Diocese as a member of its Standing Committee, Executive Board, and PB&R Committee. My attending the 2012 General Convention as an Executive Council

7 nominee and service as Provincial Synod delegate and Vice President has strengthened my commitment to furthering cooperation among our dioceses.

Pam Pringle, St. John’s, Hampton

I have been a member of the Anglican Communion since childhood. I have always been an involved member of my church. As a teenager in Ireland I taught Sunday School and was the youth representative to The Dublin Synod for three years.. Since moving to Virginia in 1999 I have served on the Congregational Development Committee (10+ years), chairing the sub-committee that organized the Bishop's Days with Vestry and Clergy. I co-chaired the Clergy and Spouse Nag's Head retreat for 3 years. At the parish level I have served as a youth choir director, taught Sunday school, served on altar guild, participated in mission trips, served on the needlework guild, senior choir member, lay reader and chalicer. I also completed the 4 year EFM program. Most recently I chaired the Nominating/Search Committee for the 11th Bishop of this Diocese.

I taught in the Luter School of Business at Christopher Newport University from 2001 and from 2001 served as Assistant Director and then Director until my retirement at the end of 2017.

I am married to Derek Pringle, an active retired priest in this Diocese. We have three children and 4 grandchildren.

I have a desire to see the Episcopal Church grow in strength and believe that I have skills and talents to offer. I am very interested in gaining a broader understanding of the US Episcopal Church

Helen E. Sharpe-Williams, Grace, Norfolk

I would take my role very seriously, making sure to understand the resolutions being considered and to represent the great church. I bring a life of deep prayer, unwavering faith, spiritual discernment, a willingness and the ability to hear what diverse voices are saying and help find common ground. My first priority is to watch and listen for what God is doing among us and where God may be leading us. I am passionate about the potential of the Episcopal Church to preserve important truths about Jesus and who God is while also reaching those who have been hurt or abandoned by others. If elected, I will advocate with reverence and respect for all Episcopalians.

I currently serve in various positions in my parish: Lay Eucharistic Minister and Visitor, Verger, Bible Study, Food Pantry, Alzheimer's Association, Episcopal Church Women, Safety Officer, the Union of the Black Episcopalians (local and diocesan), and the Daughters of the King (local and diocesan).

On the Diocesan level - Past president of the Episcopal Church Women, United Thank Offering (UTO) Coordinator, a member of the Executive Board, and the Bishop's Search Nominating Committee. I am currently serving on the Standing Committee.

Alice Webley, , Virginia Beach

I am a child of God and thus use the gifts given to me to serve my parish; All Saints’ Virginia Beach as Delegate to Diocesan Council and member of the Altar Guild. Life member of The Union of Black Episcopalians (UBE).

In the Diocese of Southern Virginia, I am a Trustee of the Diocese, member of The Commission on Ministry, Diocesan Lay representative to Province III, member of the Transition Committee for our new Bishop Elect, and serve on Resolutions and Memorials. I am honored to be elected in 2014 & 2017 serving as a Deputy to General Convention.

Currently on the national level I serve as a member of The Joint Nominating Committee for the Election of the Presiding Bishop and an appointed member of the Task Force on Ministry to Individuals with Mental Illness. I have been one of the Episcopal representatives to the National Council of Churches in Christ, The National Standing Commission of Ecumenical and Interfaith Relations and National Secretary and National Registrar for UBE.

In my prior diocese of Western Michigan, I was the First Alternate Deputy to the 2000 & 2003 General Convention, Diocesan Dispatch of Business, Vice President and Secretary of the Standing Committee, as well as many positions in my home parish of St. Philip’s Grand Rapids.

As a certified registered nurse, I am the Clinical Manager of an Inpatient Rehabilitation Unit at a Level One Trauma Center. My work consists of managing, organizing and working collaboratively with other disciplines in providing care and functional independence to our patients struck by catastrophic illness and or disease. Working in this diverse environment lends to interacting and working in the diversity of the church.

In feeling the continued call on my life to serve the church in the Lay order, I am seeking election for Lay Deputy to General Convention 2021. I was assigned Dispatch of Business in both 2015 & 2018 where the daily convention calendar is set. Days are long and can be arduous, but participating in the work of “the” church is amazing, exciting and a gift which I strive to continue to serve in.

Samuel J. Webster, Ascension, Norfolk

Born in Columbus, Ohio, 1949; cradle Episcopalian. Member at Ascension since 1977. Served on Vestry multiple times, and as both Senior and Junior Warden multiple times. Choir member; lay reader; rector search committees; Christian formation; delegate numerous times to Annual Council.

I have served the Diocese on the Executive Board, as chair of the Committee on Constitution and Canons; secretary/treasurer of the Trustees of the Southern Virginia Diocesan Foundation; and as both Chancellor and Vice Chancellor. I attended General Convention in 2015 (Salt Lake City) and 2018 (Austin) as a lay delegate. Member of the Episcopal Chancellors Network.

I have an abiding love for the Episcopal Church that has evolved over my lifetime, and I am particularly energized and inspired when the greater church meets in worship and prayer to seek and do God’s will. That is, after all, what we do at Annual Council and what The Episcopal Church does at General Convention. My previous attendance at GC and my work as Chancellor and Vice Chancellor have provided me a very good understanding of The Episcopal Church’s role in the world and how The Episcopal Church functions. In addition, I have 9 developed friends around the Church that allow for better interaction in General Convention’s legislative process.

The Rev. Jennifer Andrews-Weckerly, Hickory Neck, Toano

The Rev. Jennifer Andrews-Weckerly is rector of Hickory Neck, Toano, just outside of Williamsburg. Within the Diocese, she served as the chair of the College Ministries Commission through 2019 and as a Clergy Alternate to General Convention in 2018. In James City County, she served on the Workforce Housing Task Force, and is a graduate of the LEAD program through the Greater Williamsburg Chamber and Tourism Alliance. Prior to coming to the Diocese of Southern Virginia, she served on the Diocesan Commission on Ministry on Long Island, the Episcopal Ministries of Long Island Board of Directors, and was Rector of St. Margaret's in Plainview, NY. While there, she also served President of the local interfaith clergy group. Before coming to Long Island, Jennifer served on Diocesan Council in Delaware. Jennifer has an M.Div. from Virginia Theological Seminary, and a Bachelors from Duke University. Before ordination, Jennifer worked in the non-profit sector with a Food Bank and an affiliate of Habitat for Humanity. She brings a fresh set of eyes to the experiences in the wider Church and our local Church. As a delegate to General Convention, she will offer a voice from the next generation of Church leadership.

The Rev. Catherine Tyndall Boyd, St. Martin’s, Williamsburg

Church is a means to experience God; the institution is not an end in itself. We are to be Christ-in-the-world: with passion, radical hospitality, and humor. Nowhere is this truer than in the councils of the church. This conviction drives my desire to represent Southern VA as deputy to General Convention.

I began my vocational homecoming as communications officer for the Diocese of Milwaukee, and spent several years as a lay professional in church communications. The path to ordination included ministry in four dioceses and numerous parishes, and I was ordained priest in 2007 in the Diocese of Texas.

For the broader church, I have long exercised a call to build up the Body of Christ in ministries of the Word. Credits include: editor and writer for several national Episcopal publications including Forward Day by Day as well as daily publications at three General Conventions; chaplain to the 2018 ECW Triennial Meeting; faculty of the Episcopal Preaching Foundation's 2020 Conference; retreat leader.

I have served as rector of St. Martin's, Williamsburg since Palm Sunday 2017. Prior ministry includes: chaplain at Trinity Episcopal School in Austin and most recently at Trinity Episcopal Church, Marble Falls TX. I hold degrees from the University of Missouri School of Journalism and the Episcopal Seminary of the Southwest. I have been married for nearly 40 years to the Rev. David Boyd, and we have two fantastic grown children.

The Very Rev. Dr. Ronald E. Ramsey, St. Cyprian’s, Hampton

As Rector of St. Cyprian’s Church, Hampton, I have served as Dean of Convocation Five beginning February 2016. I have served on the Diocesan Disciplinary Board since 2017. I hold a Master of Divinity degree from Morehouse School of Religion, a Master of Public Administration from the Harvard Kennedy School, a Doctor of Ministry from Trinity Lutheran Seminary and a Juris Doctor from the Massachusetts School of Law.

I served as an Alternate Deputy to General Convention in 2018. I am committed to the mission of the National Episcopal Church and the growth of the Anglican Communion throughout the world. I see General Convention as a way to further the dream of God for all humanity. As a Delegate to General Convention, I will promote the shared values of the Episcopal Church and articulate my hopes for the church universal as an ambassador for the Diocese of Southern Virginia.

The Rev. Carter Sinclair, Emmanuel, Virginia Beach

I have been a member of the Diocese of Southern Virginia since 1966, first as a member of Eastern Shore Chapel. While there I was a member and vice president of EYC, Sunday School teacher, J2A mentor, Acolyte (youth and adult), Lay Eucharistic Minister, Vestry Member (Junior and Senior Warden), Mission trip leader, EFM graduate and mentor, Council delegate and on a Priest Discernment Committee.

In 2015, I began a call to the Diaconate and after graduation from Deacon School; I was ordained a Vocational Deacon in 2018. I served my internship at Emmanuel in Virginia Beach and was assigned there as Deacon after ordination.

During my time at Emmanuel, I was involved in leading two mission trips to the Eastern Shore of Virginia to work with the Latino community. I also was involved on the design committee for the renovations at Chanco. I was responsible for the structural design of Hollerith Hall, the Spirit Center and renovations to Flournoy Hall. I also did a walk for Chanco for my 65th birthday asking for pledges to raise money for the Chanco Capital Campaign. I have also attended sessions and a workshop on the Fresh Expressions movement in the Church.

I believe that Deacons should be well represented a General Convention. As the Church needs to change, adapt and move outside the walls of our Parishes, Deacons are well situated to work with the change. Vocational Deacons will be key players as our Church moves into the future.

Because I am still working full time in the business world, I believe that I can also bring a unique perspective from a clergy standpoint. I still have a foot in the business world as well as a foot in the clergy world. I believe this would make me a good candidate to serve our Diocese as a clergy Deputy to the next General Convention.
