1.0 Introduction

1.1 This report comprises a Transport Statement in support of a planning application for the proposed development of a new One Form Entry (1 FE) Primary School at Kings Cliffe, Northamptonshire. The new school will have a capacity of 210 pupils, as well as an onsite Nursery provision and will be situated on land previously used as the Kings Cliffe site for Oundle and Kings Cliffe Middle School. The site is located towards the northern extent of Kings Cliffe village, and is accessed off Kings Forest as shown on the plan enclosed in Appendix A.

1.2 There is an existing Lower School situated within Kings Cliffe - Kings Cliffe Endowed School (current role 116 pupils and provides pupil places from Foundation to Year 4 (4 – 9 years of age). It is proposed to relocate the existing Lower School to the site at Kings Forest in addition to expanding the School to become a 1 FE Primary School (4 – 11 years of age).

1.3 There has been an increase in the demand of school places within Kings Cliffe village. The proposed redevelopment will allow Kings Cliffe to remain self-sustaining and enable the existing Primary School provision to cater to a larger proportion of the village. There is no scope to develop the existing Lower School site any further, as four out of five year groups are currently at or above capacity.

1.4 The creation of a new school enables the Education Authority to place the School in the best position to serve the anticipated catchment area. This is likely to reduce overall travel distance to / from the school in the future; hence, encourage the promotion of more sustainable travel methods.

1.5 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed redevelopment for a detailed planning application. The report will follow the general principles set out in the now archived Department for Transport’s (DfT’s) publication ‘Guidance on Transport Assessment’ (GTA).

1.6 This report was scoped with Mr Terry Chapman of Northamptonshire Highways (NH), acting on behalf of the LHA – Northamptonshire County Council, who advised that a Transport Statement would be the appropriate level of assessment for the proposed new Primary School.

2.0 Site Description and Proposed Redevelopment

2.1 Existing Site Description

2.1.1 The existing School site covers some 38,715m2 of land and was previously used as the Kings Cliffe site for the Oundle and Kings Cliffe Middle School. The site catered for pupils from age 9 to 13 and had some 224 pupils on role when last occupied.

2.1.2 The existing Middle School consists of 4 main buildings all joined by connecting walk through links. The remainder of the site comprises a MUGA and a multi-purpose playing field.

2.1.3 The School site is bounded by the carriageways of Willow Lane and Kings Forest at the South Eastern and South Western site boundaries. The School ownership site boundary is generally delineated by open mesh perimeter fencing.

2.1.4 There are two separate in and out gates for vehicular access.

2.1.5 There are currently 21 on site car parking spaces, with no disabled spaces.

2.2 Proposed Redevelopment

2.2.1 It is proposed to demolish the existing Middle School and construct a new 1 FE Primary School at the site. The new Primary School is expected to have a maximum total capacity for 210 pupils. The Nursery provision is expected to have no more than 30 pupils.

2.2.2 The proposed school redevelopment site is expected to cover an area of approximately 19,000m2. Refer to Appendix B for a copy of the Proposed Site Plan.

2.2.3 The school will be provided with 28 car parking spaces, including 3 disabled spaces. Each disabled car parking space is expected to have a 1.2m hatched strip on each side of the car parking space.

2.2.4 An internal drop off zone will be provided between the vehicular entrance and exit access, with capacity for 10 car spaces.

2.2.5 The access road and pedestrian link to the adjacent site – Plot 2, will be maintained for future development. Within the site boundary, the access road will be widened to 7.3m.

2.2.6 The main school building will consist of facilities suitable for Key Stage 1 and 2.

3.0 Surrounding Highway Infrastructure

3.1 The surrounding highway infrastructure for the proposed redevelopment site is shown on plans enclosed in Appendix C.

3.2 The existing site currently has one entrance only and one exit only vehicular access type arrangement. The accesses are approximately 7m and 8m wide respectively.

3.3 There is a footpath and grass verge located on the Southern side of the Kings Forest carriageway. The footpath generally varies in width from 1.3m to 1.6m. It is proposed to expand this length of footpath to a 2m width. The grass verge generally varies in width from 2.1m to 2.4m.

3.4 In the vicinity of the site Kings Forest is a cul-de-sac which serves as access to residential properties situated along the carriageway.

3.5 There is an existing lay-by situated adjacent the main vehicular access, which currently has capacity to accommodate a standard coach.

3.6 The area surrounding the proposed redevelopment site benefits from numerous footways providing easy access to all areas of Kings Cliffe village.

3.7 Footways within the vicinity of the existing Middle School site appear to be of sufficient width to provide adequate facilities to the future pedestrian users expected to be associated with the proposed 1 FE Primary School.

3.8 Kings Forest is subject to a 30mph (48kph) speed restriction and benefits from the presence of street lighting.

3.9 Kings Forest connects to Wood Road through a 4 arm give way priority mini-roundabout. Wood Road is a single carriageway which passes from West to East through the centre of Kings Cliffe village. Wood Road connects to the majority of residential dwellings situated within Kings Cliffe village.

4.0 Sustainable Forms of Transport

4.1 The available sustainable transport infrastructure resources within the vicinity of the proposed redevelopment are set out below. Details are correct at the time of writing the report. The location of sustainable transport facilities including walking and cycling distances are shown in Appendix C.

4.2 Walking

4.2.1 The surrounding local highway infrastructure is described in section 3. Walking distances, to various locations are shown on the plan enclosed in Appendix C.

4.2.2 Suggested acceptable walking distances for school journeys which were produced by the Institution of Highways and Transportation (IHT) are shown in Table 1 below. It can be seen on the plan enclosed in Appendix C that a large proportion of the Kings Cliffe village is located within the IHT acceptable walking distance of 1000m.

4.3 Cycling

4.3.1 The proposed redevelopment will connect with the surrounding local highway infrastructure which provides adequate facilities for those cyclists predicted to be generated by the 1 FE Primary School. The former PPG 13 states that cycling has the potential to substitute the car for journeys less than 5km. It is shown in Appendix C that the majority of Kings Cliffe village is located within a 1000m travel distance.

4.4 Public Buses

4.4.1 Kings Cliffe village is served by bus stops located on West Street – ‘opp Clockmakers Cottage’ and Wood Road – ‘opp Kings Forest’, approximately 130m and 280m respectively from the site’s main vehicular access. The bus route served by these stops is shown on the route maps enclosed in Appendix D. General bus service frequencies are set out in Table 2 below. A copy of full bus time tables for route 108 can be found in Appendix D.

4.5 Trains

4.5.1 The closest train stations to the redevelopment site are Corby and , which are located approximately 17.0km and 21.1km driving distance away respectively. Trains from these stations connect with Hull, Melton Mowbray, Manchester and Newcastle to the North; as well as London to the South.

4.5.2 General train departure frequencies from Corby and Peterborough stations are in the order of 2 and 13 per hour respectively. Both stations are served by Trains. Additional services found at Peterborough include Cross Country, East Coast, First Hull Trains, Great Northern and Greater Anglia.

4.5.3 Personalised train timetables can be created using the National Rail website feature located at http://www.nationalrail.co.uk/times_fares/timetables.aspx.

4.5.4 ‘National Rail Enquiries’ and ‘thetrainline’ are two widely used smartphone apps which cover the entire British rail network. The apps are compatible with most smartphones. Customers can use the applications to view timetables, service updates, monitor live arrivals / departures and purchase tickets for trains at Corby and Peterborough train stations.

4.5.5 The official icons for the ‘Network Rail Enquiries’ and ‘thetrainline’ apps can be seen in Figure 1 below.

4.6 Motorised Two Wheeled Vehicles

4.6.1 The proposed site highway accesses and the existing surrounding highway infrastructure enable the use of motorised two wheeled vehicles as a means of transport to the site.

4.7 Disabled Access

4.7.1 The proposed redevelopment will incorporate level thresholds and/or ramps to ensure that it is accessible to users with varying levels of disability and visual impairment in line with Building Regulations.

4.8 Summary

4.8.1 The existing redevelopment site is shown to be served and accessible to more sustainable means of transport providing an alternative to the private car for persons travelling from outside Kings Cliffe village.

5.0 Proposed Redevelopment Vehicle Trips

5.1 This section will consider the vehicular impact on the surrounding highway network as a result of the proposed redevelopment of the King’s Cliffe site due to the relocation and expansion of Kings Cliffe Endowed School (KCES) to a 1 FE Primary School including nursery provision.

5.2 KCES is located in a predominantly residential area, therefore it is highly likely that the proposed expansion will continue to serve the local area. Travel patterns are expected to remain similar both pre and post expansion.

5.3 In line with Paragraph 4.59 of the GTA, suggested vehicle trip generations made in this report will generally be constructed from first principles. Below we set out a list of key assumptions and principles which will be used to help determine the constraints for calculating existing and proposed vehicle movements.

5.4 Key Assumptions and Principles

5.4.1 KCES (ages 4 – 9) currently has 115 pupils on role. From September 2015, the admission numbers per year group will increase from 25 to 30 pupils to help meet the demand for school places and allow the School to operate as a full Form Entry.

5.4.2 The new 1 FE Primary School is proposed to have a capacity for 210 pupils, which increases existing pupil numbers at KCES by 95. As a result of increasing the school capacity, the proposed redevelopment will be able to cater for ages 4 – 11, including the additional year groups 5 and 6.

5.4.3 The existing Middle School buildings had a recent capacity for 224 pupils and provide facilities for Key Stage 2 and 3 (ages 9 -13).

5.4.4 Middle Schools in general have wider Catchment Areas; therefore more people are expected to travel from further distances. As a result, it is likely that more people travelled by way of private vehicle transport. Also, buses were used which will no longer be required at the new school.

5.4.5 The proposed new Primary School is expected to have a capacity of 210 pupils and say some 25 staff. The new nursery provision is expected to have 30 pupils and 4 staff.

5.4.6 In order to understand existing vehicle movements already associated with KCES, we will first identify the school’s opening times to determine the periods over which school related trips are currently distributed. Table 3 below shows the school’s opening times.

5.4.7 It should be noted that Stay and Play is open from 15:25 to 17:30 Monday through Thursday and 15:25 – 16:30 on Fridays. Drop-off for the Breakfast Club is expected between 07:45 and 08:55 and pick up for the after school clubs is expected between 15:25 and 17:30.

5.4.8 At this early stage of the project, details of the nursery provision are unknown. Therefore, for the purposes of this assessment, we will consider the nursery opening times to be the same as the normal school day (08:55 to 15:25).

5.4.9 Table 3 shows that the normal school day begins at 08:55, therefore we will consider all pupil related vehicle journeys arrive before this time. We shall say that 90% of parents/guardians dropping off pupils between 08:00 and 09:00 will also depart before 09:00. This allows for the small proportion of parents/guardians that may have group discussions in the morning period.

5.4.10 KCES has a variety of activity clubs which operate on a daily basis both before and after school. Based on the existing clubs, Table 4 below shows a suggested extra-curricular activity timetable which will be used for vehicle trip calculations.

5.4.11 We shall assume that the capacity for each club including the Breakfast Club and the Stay and Play club is 15 pupils plus 1 staff for the existing KCES. As a result of the proposed redevelopment we will assume club capacity will increase to 30 pupils plus 2 staff each.

5.4.12 The information in Table 4 above suggests that Wednesday is the busiest day, with more activities on that day than any other. We will therefore use this day to create vehicle trip generations for the existing and proposed scenarios.

5.4.13 KCES carried out a pupil travel survey in January 2015 to determine the usual and preferred methods of travelling to school. A copy of this survey is shown in the School Travel Plan. A total of 114 pupils participated in the travel survey. Table 5 below shows a summary of the results.

5.4.14 The travel survey results show that approximately 39% of pupils usually arrive at school by private car. All pupils are shown to travel via Single Occupancy Vehicle (SOV) trips. The remaining 61% of pupils surveyed usually arrive at school using more sustainable means of transport other than the private car. Through calculations, we will apply these modal split percentages to all pupil journeys.

5.4.15 Figure 3 of the Northamptonshire Smarter Travel Choices Strategy document suggests that approximately 84% of Work related journeys are made via private car. We will apply this modal split to all staff related journeys. We shall say staff arrive during the morning period (07:00 – 08:55) and depart during the afternoon period (15:25 – 17:30).

5.4.16 The staff responsible for the Breakfast Club and Stay and Play club are separate to the school staff. We shall assume that the Breakfast Club staff leave after 09:00 during the morning period. All other staff responsible for the day to day running/monitoring of school clubs are expected to arrive before the clubs start and leave after the clubs have finished. This assumption will be applied in vehicle trip calculations.

5.5.17 Using the above mentioned percentages in Sections 5.4.14 to 5.4.16, the total number of vehicle arrivals/departures can be calculated as follows:

5.5.18 A more detailed breakdown showing vehicle trip distribution over the school morning drop-off and afternoon pick-up periods can be seen in Tables 6 and 7 below.

5.5.19 Journeys undertaken by pupils/staff during the school day are for KS2 swimming lessons which take place on Monday mornings during the summer term, using a bus for transport. The Multi Use Games Area facility at Kings Cliffe Active is used one per week (weather dependant) by KS2. However, it should be noted that pupils/staff walk to Kings Cliffe Active. Seeing as both of these journeys take place during the normal school day hours (08:55 to 15:25), the associated vehicle generation will not be considered.

5.5.20 The school is used by the local community one evening per week during term time for a letting that usually operates between 16:00 – 19:30. As these vehicle trips are outside the normal school day hours (08:55 to 15:25), and will not be affected by the increase in pupil intake, the associated vehicle generation will not be considered.

5.5.21 Based on information above the present day vehicle trips associated with KCES for a typical Wednesday are shown in Table 6 below.

5.5.22 Table 6 indicates that the 8:00am – 9:00am period represents the critical hour for the present day Kings Cliffe Endowed School vehicle traffic, where approximately 47 vehicles arrive and 27 vehicles depart in the hour i.e. 74 two-way vehicle trips.

5.5.23 Based on information above the proposed redevelopment vehicle trips for a typical Wednesday are shown in Table 7 below.

5.5.24 Table 7 indicates that the 8:00am – 9:00am period represents the critical hour for the proposed development vehicle traffic, where approximately 81 vehicles arrive and 56 vehicles depart in the same hour i.e. 137 two-way vehicle trips.

5.6 Summary

5.6.1 The proposed redevelopment is expected to increase the pupil numbers associated with the school by 125 (95 primary school + 30 nursery) pupils from 115 to 240. As a result, vehicle trips have been calculated to increase by some 63 two-way vehicle trips during the critical morning peak period (08:00 to 09:00) for a typical Wednesday.

5.6.2 In comparison to previous Middle School, the proposed redevelopment is expected to increase the pupil numbers associated with the site by 16 pupils from 224 to 240. Using the travel modal splits identified in Figure 3 of the Northamptonshire Smarter Travel Choices Strategy document i.e. 84% travel to work and 53% travel to education, the resultant vehicular trip generation for the site can be calculated as follows:

The Middle School site has the potential to generate 140 vehicle arrivals and 119 vehicle departures i.e. 259 two-way vehicle trips.

Therefore, the existing Middle School site is expected to have the potential to generate 59 more vehicle arrivals and 63 more vehicle departures than the proposed redevelopment.

5.6.3 Vehicle trip generation associated with the former Middle School site has been calculated to be larger than that calculated post redevelopment. It is therefore considered, that the adjacent road network is capable of accommodating the predicted number of additional vehicles to be associated with the new 1 FE Primary School plus nursery provision. Redevelopment proposals are unlikely to result in a significant adverse impact on the adjacent highway network.

6.1.1 The existing site currently has one entrance only and one exit only vehicular access type arrangement. The accesses are approximately 7m and 8m wide respectively.

6.1.2 There is a single pedestrian only access approximately 1.5m wide situated adjacent House Number 11, Kings Forest.

6.1.3 The site has 21 car parking spaces, with no disabled spaces.

6.2 Proposed Redevelopment Access and Parking

6.2.1 The entrance only vehicular access to the site will be modified, whilst the exit only access will be relocated adjacent the Eastern extent of the existing lay-by.

6.2.2 The existing pedestrian access will be left to remain for future use, and a new pedestrian access will be created adjacent the relocated exit only vehicular access. A new footpath will be constructed, linking the new pedestrian access with the surrounding external infrastructure.

6.2.3 The site will be provided with 28 parking spaces, including 3 disabled spaces and an internal drop off zone for 10 cars.

6.2.4 The new Primary School will be provided with an onsite cycle shelter. In accordance with the Northamptonshire County Council’s SPG dated March 2003, a 1 FE Primary School should have a minimum cycle parking provision of 5 spaces per classroom i.e. 5 x 7classes = 35 spaces. It is proposed to provide the new school with 2 cycle shelters that will provide a total of 20 cycle spaces, using 10 hoops. The number of cycle parking spaces should increase as and when the need has been identified through site specific Travel Survey data.

6.2.5 Site access and parking proposals for the proposed redevelopment can be seen on the Proposed Site Plan enclosed in Appendix B.

7.0 Conclusions

7.1 This Transport Assessment has been prepared to support a planning application for the proposed redevelopment of a new 1 FE Primary School at Kings Cliffe, Northamptonshire. As a result of redevelopment proposals, Kings Cliffe Endowed School is to be relocated to the former Middle School site at Kings Forest and expanded to become a 1 FE Primary School. The new Primary School will also include an onsite Nursery Provision. The redevelopment site layout is shown on the plan enclosed in Appendix B.

7.2 The new 1 FE Primary School will increase pupil capacity from the existing 115 to 210. The nursery provision is expected to have no more than 30 pupils.

7.3 The vehicular entrance only access to the site will be reused, whilst the exit only access will be relocated adjacent the eastern extent of the existing lay-by.

7.4 Onsite car parking spaces will increase by 7 to 28 including 3 disabled spaces and an internal drop off zone for 10 cars will be provided. A provision for 20 cycle parking spaces will be provided using 10 hoops.

7.5 The resultant number of vehicle movements predicted to be associated with the site at Kings Forest during the busiest morning period, when the new school and nursery are operating at capacity has been calculated as 59 fewer vehicle arrivals and 63 fewer vehicle departures in comparison to the existing situation.

7.6 The majority of the new 1 FE Primary School Catchment, is expected to be made up of pupils living within Kings Cliffe village. As shown in Appendix C, most of the village is accessible within a 10 minute walk from the proposed site. It is therefore considered that travel by non-vehicular modes will be the more popular choice of travel.

7.7 Future pupil intake for the new 1 FE Primary School is expected to commence during September 2015. It will take two years for Kings Cliffe Endowed School to receive the additional Year 5 and Year 6 groups. Therefore, predicted vehicle generations within the village are not likely to occur until September 2016.

7.8 Due to a reduction in associated vehicle movements, the redeveloped site is unlikely to have a significant adverse impact on the safety of the adjacent road network.

1 Introduction

1.1 School Information

Kings Cliffe Endowed School (9283201) is currently a lower primary school for pupils aged four to nine years. In September 2015 it will become a full primary school and pupils will stay on till aged eleven years.

The school is a grade 1 listed which dates back to 1873. Four of the five classes are situated in the main building, with 1 extra classroom in a mobile classroom. On site, there is also a further building; half of which houses the library and computer suite, the other half of the building is used for breakfast club, pre-school facility and afterschool care, all of which currently pay rent to the school.

The school is open from 7:00am and opening hours for pupils are from 8:55am until 3:25pm, the school is open on a number of evenings for school clubs which usually run until 4:30pm. Breakfast club runs from 7:45am to 8:55am and Stay and Play is open from 3:25pm till 5:30pm (Monday to Thursday) and 3:25pm till 4:30pm (Friday). The school currently has one letting in the evening to a local dance company which usually runs between 4:00pm and 7:30pm.

The new school will provide an additional 2 classrooms, specialist classroom, a number of smaller group work rooms and breakout areas, a larger capacity hall, kitchen and community meeting room. The nursery facility will be part of the main school, however it will have its own entrance.

1.2 Pupil Information

Kings Cliffe Endowed school currently has 115 (out of a possible 125) pupils on roll in Reception, KS1 and KS2; they are mixed gender and race and are aged between four and nine years. The school currently has 3 children with SEN statements and 1 child is in the process of an EHCP, all of the SEN children do not require any additional transport provision.

The change from three tier to two tier will be implemented over 2 years and numbers will increase to a maximum of 150 in September 2015. In September 2016 with the new school, it is planned that the school PAN will increase to 30 making a total of 210 pupils (if the PAN remains at 25 this maximum will be 175).

The school establishment currently has 6 teachers, all of which live outside of the school catchment area. There are 10 support staff, 7 of which live within the village. The transition to a two-tier system will see an increase in teachers and support staff.

We have links with University of Northampton for teaching students.

1.3 Location

King’s Cliffe is a village in ; it is situated just off the A1 and A47, midway between Stamford, Oundle, Corby and Peterborough. It is a growing village with a current population of approximately 1300, and it is likely that further housing will be planned over the coming years.

The majority of the pupils are from within the village and is a mix of private and local authority housing, a few children travel from surrounding villages. The village has a number of local facilities, including Kings Cliffe Active (with a number of sports clubs) and The Underground Centre (youth club).

The nearest A road to the village is the A47 and this would be accessed via either

Wansford Road or Stamford Road.

1.5 Transport Links

• Bus services (routes / frequency) accessing the school site No public transport runs through the village. Occasionally buses are used for school trips and during the Summer Term a bus is used to transport the Year 3 and Year 4 to Oundle School for swimming lessons (Mondays at 9:45am and returning at 11:45am)

There is a designated school bus provided by NCC pupil services which travels to the catchment villages of Blatherwycke, Bulwick, Laxton, Deenethorpe, Deene and Apethorpe. We do not currently have children that live in Deene or Apethorpe. This bus service will continue at the new site.

• Walking routes accessing the school site The only route to the school is along Park Street, which can get very congested during school drop off and pick up times.

• Cycling routes accessing the school site There are no cycle routes that run through Kings Cliffe and no cycle route signs are present.

• Train services The nearest train stations are located in Stamford (7.9 miles), Corby (10.6 miles) and Peterborough (13.4 miles). A taxi would be required to get from these locations to Kings Cliffe.

1.6 Existing Travel Facilities

There is currently parking for 12 cars (1 for disabled drivers) at the school which are used by staff and visitors to the school.

There is undercover storage for bikes and scooters which is used by the children.

1.7 School Initiatives participation

The school holds the National Healthy Award, and is committed to providing a healthy and productive lifestyle. This has included offering healthy snacks at break times, a school healthy lunch policy and covering the promotion of a healthy lifestyle within the curriculum.

We have been awarded the Eco-School status, this is due for renewal in February 2015 and we will be applying for this again.

We also have the International School Award.

1.8 Community Use of School

The school is used by the local community one evening per week during term time for a letting that usually operates between 4:00 – 7:30pm.

2 Travel and Transport Issues

2.1 Parking issues

The School struggles with parking issues outside the school gates and along the Park Street. Cars normally park on both sides of the street leaving access only leaving access for a single vehicle to pass through. Many of the houses on Park Street and West Street do not have access to off road parking so residential parking adds to the parking issues for parents. As Park Street approaches the crossroads with West Street and Bridge Street, the road decreases to only allow single vehicle. Recent complaints have been received from residents where parents have been parking on the yellow chevrons outside the school gate. These issues have also been observed by staff each morning.

2.2 Congestion issues

Park Street can become very congested at peak times (8:40 – 9:10am and 3:15pm to 3:40pm). As described above, due to parents parking on both sides of the road along School Travel Plan Template November 2011 6

Park Street it makes it difficult for other traffic to flow both ways down the road. Also parking on the corners of Bridge Street and West Street have caused issues when a larger van or HGV has tried to turn onto West Street from Park Street.

2.3 Speeding issues

There have been issues with speeding and dangerous driving, often due to drivers being frustrated trying to navigate down Park Street. This has been observed by staff on the gate in the morning and via the parents survey.

2.4 Lighting issues – on site / off site

The school has security lighting. No other lighting issues identified.

2.5 State of footpaths

There are often complaints about dog mess on the main routes into school making it sometimes difficult to walk on the pavements. This issue was identified within the parental survey, and is a common complaint for the Kings Cliffe Parish Council.

2.6 Access to site issues

None identified.

2.8 Any journeys undertaken by pupils during the school day

The only journeys that require transport during the school day are for KS2 swimming lessons, on Monday mornings during the summer term. The bus parks outside the school and the children embark on the pavement outside the school on Park Street. On the return journey, from Oundle School, the bus will turn round at the top of Park Street to ensure that the children disembark onto the pavement on Park Street and walk back into school. This would be the same process if pupils use a coach for travel to school trips.

KS2 will sometimes use the Multi Use Games Area (MUGA) facility at Kings Cliffe Active (Kingsmead, Station Road, Kings Cliffe, PE8 6YH). This will normally depend on other termly sports curriculum commitments, but when used, it is usually once a week (weather dependent). The children walk, in pairs up Park Street, cross over the road at Wood Road, onto Station Road which then turns into Kingsmead. The children reverse the journey for their return.

2.9 Other school users’ journey needs, e.g. staff, visitors.

If staff are required to attend training events, they do so in their own car.

2.10 Future developments that may impact travel around the school site

The transition from three to two tier will see the school increase in size. This increase will happen over a two year period, but there will be an increase in traffic (pedestrian and vehicle) to the Primary School, however this will be offset by the reduction of traffic that would have previously gone to the Middle School.

3 Travel Surveys

A survey of pupils, parents, staff and visitor travel is fundamental for the completion of a Travel Plan. The information obtained will provide baseline data from which to work out modal shift and set objectives and targets for the Travel Plan.

3.1 Pupil Survey

• Date of survey January 2015 • The survey was completed in class by the pupils casting a single vote for their present mode of travel and their preferred mode of travel. • 114 pupils gave responses out of a possible 115 children on roll representing a 99% response rate.

The results show that: • Just under half of the pupils walk to school every day. • 44 children travel to school by car as a single pupil. • 38% of pupils would like to be able to cycle to school.

3.2 Parents Survey Date of Survey: January 2015 The survey was completed by a questionnaire being sent out to all families. The parents had 1 week to return their responses. The questions reflected the suggested survey questionnaire, with the added question of whether their current plans would change for the new school. We received back 50 questionnaires, representing a 58%response rate from the parental body.

Questions asked included: 1. How many miles do you travel to school? 2. How do you travel to school? 3. How would you prefer to travel to school? 4. Do you experience any problems travelling to school? 5. Would you consider using a car share? 6. Are there any problem areas on route to school (location/problem)? 7. Do you have any suggestions for improvement? 8. Would your travel plans change when the school moves to the new location? If yes, please tell us how.

The results show that: • 74% of parents surveyed travelled less than 1 mile to school • 24% of parents surveyed travelled between 1 and 5 miles to school • 4%of parents surveyed travelled 5+ miles to school.

The majority of parents surveyed (72%), expressed a preference to walk to school, however, some parents who live in the village noted reasons for parents driving were related to bad weather or dropping their child off on the way to work.

Problems experienced in travelling to school & areas on the route were: • Cars parked on pavements/immediately outside school • Dangers crossing the road on Park Street due to inconsiderate parking. • Double parking making through traffic difficult. • Dog mess on routes to school • Narrow paths • Speeding cars • No space to park cars

Suggestions for improvements include: • Lollipop lady • Zebra crossing • Double yellow lines on street corners • New school to have a designated drop off area School Travel Plan Template November 2011 9

• One way system during peak times • Use different gate (on school drive rather than on Park Street) • Poster campaign for speeding • Reminders about considerate parking • No parking right outside of school. • 20 mph limit • Dog owners to pick up dog mess

In terms of whether parent’s plans would change when the school moves, the majority said that their current transport would not change, however we received the following comments:- • If there is bad weather they are more likely to drive • It would depend where the access points are • Would cycle

3.3 Staff Survey Date of survey: January 2015 11 questionnaires were returned out of 16 staff representing a 69%response rate. Staff were asked the same questions as parents.

Just over half (55%) of the staff surveyed live in the village, and the remaining staff living between 7.5 and 15 miles away. The majority of staff travel by car and do not experience any problems. Problems that do occur include car parking, traffic and bad weather conditions. The majority of all staff will not change their mode of travel when the school moves, with the exception of 1 who is hoping to walk (as her domestic situation will have changed).

3.4 Governors Survey Date of survey: January 2015 12 Governors were surveyed using the same questionnaire as parents and staff. 1 questionnaire was returned, however it is noted that 9 out of the 12 governors fall into the category of either Parent or member of staff. The problem of parking alongside the school gate and large lorries moving at speed alongside narrow payments were highlighted as a problem. In relation to how travel plans would change, concern was given to the access points of the school; if this is limited to Kings Forest only (and not using the car parking facilities at Kings Cliffe Active) it is felt that congestion and traffic could be worse than it currently is. The separate project to provide a link to King’s Cliffe Actve will help with this, and will be reviewed as the project progresses.

4 Objectives and Targets

4.1 Travel Plan Objectives

The overall objective of this School Travel Plan is:-

“To demonstrate the commitment of the School to reducing the impact of travel to and from the school site on the environment, by encouraging those who have to travel to do so in a more sustainable way.”

The main objectives of the School Travel Plan should provide benefits to:

• Individuals – through improved health, reduced stress and monetary savings

• The school – through healthier and more motivated pupils and staff, reduced traffic congestion on site and improved access to the site for the whole school community

• The local environment – through improved local air quality, reduced noise pollution, lower levels of local congestion

• The wider environment – as part of the national and global campaigns to combat more widespread problems, such as climate change and obesity.

4.2 Travel Plan Targets

In accordance with County Council requirements, all new school site developments must commit to a minimum reduction of 20% in single occupancy car journeys over a number of years. Existing school sites must commit to a minimum reduction of 5% .

Targets of School Travel Plans include:

5 Proposed Measures

The following measures are proposed to achieve the above objective:

• Secure and well-lit cycling and scooter parking at the new school. • Waiting area for parents in bad weather • Introduction of the Road Safety Hero’s scheme. • Increase awareness about safer parking near to the school. • Highlighted educational awareness through assemblies and school assemblies • Increase safe crossing points in line with routes to new school.

8 Monitoring and Review Proposals

Monitoring and reviewing of the School Travel Plan is required to illustrate the extent to which the objectives and targets are being achieved.

A successful annual review process will provide the opportunity to make changes to the Travel Plan to achieve the objectives and ensure they are sustained long-term.

The travel plan will be a living document that will is reviewed and monitored on a regular basis. It will be an item added to the agenda of the Governor’s Resources & Personnel Committee to regularly evaluate the progress made towards the objectives once every term. The travel will be updated yearly after the completion of a new travel survey. Going forward the Resources & Personnel committee will be responsible for the annual survey distribution and collection. The review process will involve the Resources & Personnel committee but consultation will happen through surveys with children, parents, staff and governors. Changes to the travel plan will be reported regularly to parents through the Governor’s newsletter.

9 Sign Off

The next travel survey will be conducted October 2015 and annually thereafter by the Resources & Personnel Committee.

The school travel plan will be reviewed in January 2016 and annually thereafter by the Resources & Personnel committee.

The review of the school travel plan will consider pupil travel needs arising from new developments in education and transport provision and the travel plan will be revised as necessary to take account of these.
