[generalNote]: Hanes gweinyddol / Braslun bywgraffyddol | Administrative history | Biographical sketch Nodyn | Note The Picton Castle estate, Pembrokeshire, was acquired by the Phillips family when Sir Thomas ap Philip of Cilsant married Jane, daughter and heiress of Sir Henry Dwnn, of Picton sometime before 1491. The Philipps also acquired Gelliswick and Kilgetty when Elizabeth Canon married into the Philipps family in the late 17th century. The estate remained in the hands of the Phillips family until the death without issue of Sir Richard Philipps, 7th Bart, Lord Milford, in 1823. The estate was inherited by Sir Richard Bulkeley Grant who assumed the surname and arms of Philipp. His grandmother had been the reputed daughter of Bulkeley Philipps, youngest son of Sir John Philipps, 4th Bart. Sir Richard Bulkeley's heir was his half-brother, the Rev. James Henry Alexander Philipps (formerly Gwyther), who assumed by royal licence the surname and arms of Philipps. On his death the estate passed to his son-in-law, Charles Edward Gregg Philipps. On the death without issue of Sir John Erasmus Gwynne Alexander Philipps in 1948, the estate passed to Llyfrgell Genedlaethol Cymru = The National Library of Wales Tudalen | Page 3 GB 0210 PICTLE Picton Castle Estate Records, Sir Richard Foley Foley-Philipps, 4th Bart, cousin of Sir John Erasmus, and grandson of Charles Edward Gregg Philipps, 1st Bart. The Tregyb estate became part of the Picton Castle estate in 1974. According to the 1873 return of owners of land, Rev. John Henry Alexander Philipps, of Picton Castle owned an estimated 21,455 acres in Wales (in Pembrokeshire and Carmarthenshire), with an estimated rental of £23,696. Hours of beautiful morning walks which cover woodland, cliff top, lily ponds, sandy beaches and all straight out of the front door. The cottage is like home from home – fabulous. Fantastic walks to Barafundle, Stackpole. Top tips - kayaking with The Prince’s Trust at Pembrokeshire Activity Centre – brilliant morning – they also do canoeing and coasteering for all ages and abilities.     NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

The Welsh Ministers have decided to give effect to those proposals with modifications. More than six weeks have elapsed since those proposals were submitted to the Welsh Ministers. The Welsh Ministers make the following Order in exercise of the powers conferred on the Secretary of State by sections 58(2) and 67(5) of the Local Government Act 1972 and now vested in them(2). Title and commencement 1.—(1) The title of this Order is The Pembrokeshire (Communities) Order 2011.   • Evidence Review of the Trophic Status of the Milford Haven Waterway
    Executive Summary The purpose of this report is to provide an overview of the available evidence relating to the trophic status of the Milford Haven waterway and to recommend whether a case for designation as a Polluted Water (Eutrophic) should be made under the terms of the Nitrates Directive. The report reviews available data and compliance with other relevant European directives. The EC Nitrates Directive (91/676/EEC) requires that waters which are eutrophic due to nitrates derived from agricultural sources, or are at risk of becoming so unless preventative action is taken, must be identified as Polluted Waters (Eutrophic) and areas of land draining into these waters, and which contribute to their nitrogen pollution, must be designated as Nitrate Vulnerable Zones (NVZs). Opportunistic macroalgae, phytoplankton and nutrient data have been reviewed in this and previous studies undertaken for the Nitrates, Urban Waste Water Treatment and Water Framework (WFD) directives. Milford Haven waterway is at Moderate status and hypernutrified compared to WFD nutrient standards. Phytoplankton blooms do not occur in the waterway, but within the sheltered bays and inlets there is widespread and often dense growth of opportunistic macroalgae species, primarily Ulva sp. Evidence from WFD monitoring in the Milford Haven Inner water body shows that dissolved inorganic nitrogen (DIN) levels are Moderate and this is reflected in the opportunistic macroalgae classification, which also achieves Moderate status. Therefore, this transitional water body is currently failing to meet Good status, which is required for WFD compliance by 2027. The WFD DIN classification demonstrates that the waters of the Milford Haven Outer water body are also at Moderate status and are hyper-nutrified according to WFD standards, but assessments did not demonstrate failures of phytoplankton or opportunistic macroalgae quality elements at water body level.

    PEMBROKESHIRE COUNTY COUNCIL INFORMATION TO COUNCIL TAXPAYERS ON PLANNED EXPENDITURE AND COUNCIL TAX LEVEL IN 2020-21. The costs of the services administered by the County Council are shown below. The Mid & West Wales Fire and Rescue Service, the Pembrokeshire Coast National Park and the Town and Community Councils independently determine their own expenditure levels and resultant levies and precepts. Local Government Finance Settlement: The Standard Spending Assessment (the need to spend), calculated by the Welsh Government, is £247.6m which compares to the net Council expenditure of £235.5m shown below. Capital Investment: A programme of capital investment totaling £71.3m is planned for 2020-21, including slippage from previous years. This may be added to if additional funding approvals are received in the year. Financial Reserves: Revenue reserves – It is estimated that the Housing Revenue Account working balance (£0.7m) and the General Fund working balance (£7.0m) will remain unchanged during 2020-21. Included in the net expenditure of the County Council Services set out below are the planned net appropriations to reserves of £3.5m earmarked for specific purposes. Planned Revenue Expenditure: The revenue budget as summarised below may be added to if additional funding approvals are received in the year.
