DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone. -

Prevent Defense: Rush three down lineman, drop or replace the linebackers, and add defensive backs. Allow the offense to throw underneath the coverage and avoid giving up a big play. Just a bunch of little gains! In a nutshell, the Prevent Defense! It works, for awhile, until a smart quarterback catches the defense off guard with a quick snap & the speedy tailback runs up the middle for a big gain! Or until the offense gets inside field goal range for a winning kick or close enough to the end zone to launch a Hail Mary pass! Then that same smart quarterback throws it just shy of the goal line, where all the ‘good hands’ D-Backs are waiting, into the arms of his 6’6” tight end who catches the ball and falls across the goal line for a touchdown! We are definitely proponents of a strong defense. Baseball’s Earl Weaver believed in good pitching & a three run homer, but his Baltimore Oriole teams were put together the way baseball teams were supposed to be built – solid defense up the middle! Catcher Elrod Hendricks, 2B Davey Johnson, SS Mark Belanger & CF Paul Blair were among the best defensive players in the league! Yet the best defensive player on the team was the incredible 3B Brooks Robinson, The Human Vacuum Cleaner! But winning means scoring & those three run homers and offensive touchdowns win games! It seems to us the Fed is playing a prevent defense -- allowing small gains while preventing a bubble from forming or popping. At the moment, there is not a bubble to really attract our attention. -

An Axiomatic Design approach was used to establish a list of functional requirements and corresponding design parameters and functional metrics. The two axioms to maintain independence and minimize information content were used to generate a final design in the form of a football play card. The primary focus was to develop a successful play-calling strategy that could be consistently repeatable by any user, while also being adaptable over time. In addition some rules found within the official Strat-O-Matic Computer rules have been deleted or modified to better suit play within this league. INTRODUCTION First and foremost all rules of football apply. If a conflict occurs concerning a particular aspect of the game use common sense to resolve the dispute applying the rules of the NFL. If the exact rule is not known at that time try to find the answer in a timely manner and if a solution is not reached resolve the dispute by a die roll and continue play. It is after all just a game. THE COFFIN CORNER: Vol. 18, No. 1 (1996) THE TEN BEST SUPER BOWLS By Bob Carroll Courtesy of Total Sports It's an article of faith among the jaded that the least interesting football game all season is the Super Bowl. Small wonder. The whole season has pointed toward this single meeting. By kickoff, enough hype has been expended to elect three Presidents, introduce your state's latest Lotto game, and launch a new version of Windows. That the game's actual blocking, tackling, and kicking will prove a letdown is as likely as Liz's next marriage not being her last. The jaded can cite a goodly number of blow-outs as evidence that the Roman-numeraled game sucks, but blow-outs have occurred in championship games since long before anyone thought of modifying Bowl with the S-word. That 73-0 lesson the Bears taught the Redskins in 1940 -- still the most one-sided NFL score ever -- was for the championship. In reality, it's probably surprising that so many Super Bowls have been worth watching. How many? Well, certainly one out of three. And with Number XXX in the till, that means at least ten. Of course, "worth watching" can mean different things to different football afficionados. There are Bears fans who loved every last second of XX when the Bruins dismantled the Pitiful Pats 46-10. In Dallas, they were still tuned in to XXVII long after most of us had started surfing USA and Nick at Night for a good re- run. But by Supe Time, most of us have seen our favorite team eliminated in a playoff (or by Week Six if you favor the Jets). -
