Appendix 2Анаdesignations Schedule Proposed ThamesCoromandel District Plan Appeals Version Appendix 2 Designations Schedule 2.1 OVERVIEW OF DESIGNATIONS A designation is a provision in a district plan to give effect to a project or public work requirement made by a requiring authority that is either: a Minister of the Crown; or a local authority; or an approved network utility operator. The RMA sets out the process for including a designation in the Plan and the information to accompany a notice of requirement. The requiring authority responsible for the designation may do anything in accordance with the designation, irrespective of the Plan rules that might otherwise control the activity. No other person may do anything in relation to the designated land that would prevent or hinder the project or work to which the designation relates without the prior written consent of the requiring authority responsible for the designation. The zone, districtwide and overlay rules and special purpose provisions apply to activities not covered by the designation. 2.2 SITES DESIGNATED IN THE PLAN The following 'Designations Schedule' outlines information relating to each designated site, including its location and the designation purpose. Further information on a designation is held on the Council files, including specific conditions and reference to the term of the designation. Where a term of the designation is not specified the provisions of the RMA prevail. Most of the designations in the Plan have been carried over from earlier district plans and include public works such as roads, schools, police and fire stations, courthouse, wastewater treatment plants, water reservoirs, refuse transfer stations, cemeteries, reserves, river control and soil conservation works. All Council roads that are formed and existing at the date of notification of the Plan are within the Road Zone and are not listed in the Designations Schedule. Designations are shown on the Overlay Planning Maps. 2.3 MINISTER OF COURTS The Minister of Courts has one courthouse in the District required to be designated. The thesis may not be reproduced elsewhere without the permission of the Author. Local reality and the climate change adaptation dilemma: Beyond technical fixes and ‘business as usual’ Dissertation presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Resource and Environmental Planning at Massey University, Manawatu, New Zealand. Paul Philipp Schneider 2014 I dedicate this dissertation to my daughter Lucia. ii And God blessed them, and God said unto them, “Be fruitful and multiply, and replenish the earth, and subdue it: and have dominion over the fish of the sea and over the fowl of the air, and over every living thing that moveth upon the earth”. —Genesis 1:28 New Zealand begins with the sea and ends with the sea. Understand this and you begin to comprehend New Zealand and the New Zealander. The thundering surf is our frontier. And our only frontier guards, gulls and migratory birds. With justice, then, the Polynesian voyagers called the land Tiritiri o te Moana – the gift of the sea. —Brian Brake and Maurice Shadbolt, New Zealand: Gift of the Sea iii ABSTRACT Climatic changes are being recorded and experienced and coastal communities are already adversely affected with impacts projected to intensify many times over in coming decades. Adaptation is embryonic at best and needs to take place in the face of already diverse and contested interests presenting coastal communities with a dilemma: Well-intentioned approaches dressed in the rhetoric of adaptation (as legislative and guidance imperatives, and case law) are compounding existing problems by fostering unsustainable and maladaptative development.

  • Blind Little Blue Penguin Found at Matarangi Beach by Gillian O’Neill
Issue 922 - 3 November 2020 Phone (07) 866 2090 Circulation 8,000 Blind Little Blue Penguin found at Matarangi Beach By Gillian O’Neill Mercury Bay optometrist, Brett Howes, had a pretty unique appointment on Thursday last week when he was called in to examine a Little Blue Penguin found on Matarangi Beach disoriented and seemingly blind. The tiny bird was found on the Tuesday after Labour Weekend by a couple walking along the beach and was taken to Kuaotunu Bird Rescue for examination. “The two people saw the penguin coming out of the water during the day and it is very unusual to see them on land at that time which suggested there was something wrong,” said Annemieke Kregting, who’s running the centre. “They described how he was disoriented and walking around in circles.” Examining the fledgling, Annemieke and volunteer, Dr Sue Grieg, were both concerned about what they discovered. “He was in great condition,” Annemieke said. “He was a good weight, there were no signs of any injury, it was exactly what you would want to see in a bird of this size.” However, the hugely dilated pupils and the penguin’s inability to react to any light or movement in front of his eyes was troubling. “His pupils were absolutely huge when he came in, they have decreased quite a lot since then, but he is still not responding to any visual stimulation,” Annemieke shared with Brett before the patient was brought out for his eye exam. The penguin, estimated to be around four to six months old, was a little sleepy when Kuaotunu Bird Rescue volunteer, Dr Sue Grieg, holds onto a seemingly blind Little Blue Penguin he first came out of his temporary home in while optometrist, Brett Howes, conducts an eye exam.

  • One of the Most Impressive Boats Ever Built in Whitianga by Tony Stickley
Issue 950 - 18 May 2021 Phone (07) 866 2090 Circulation 8,000 One of the most impressive boats ever built in Whitianga By Tony Stickley Whitianga boat builders, Harkin Boat Works, have just dispatched a “mind-blowing” game fishing vessel constructed to order for French Polynesian sea-adventure company, Sea Wolf Expeditions. And in a delightful twist, the owner of the new craft, aptly named “Seawolf,” was once an apprentice working for boat building company owner, Brian Harkin, who was formerly based in Auckland. Initially, Brian had intended to steam the boat up to Papeete with the new owner, whom he named only as Tom. But because of border closures due to the COVID-19 pandemic, the plan has changed. On Saturday last week, a crew of three set sail for Auckland where the multi-million dollar, top-end launch will be loaded onto a purpose-built yacht-carrier leaving for Tahiti later this week. Tom is the skipper of the luxury 26m sport fisher, Ultimate Lady, which he worked on with Brian as a boat building apprentice in Auckland 22 years ago. According to Sea Wolf Expeditions, the plan is for wealthy clients to use the Ultimate Lady as a “mother ship” or a floating, upmarket hotel while using the new vessel for a range of water activities, including scuba diving, deep sea fishing, snorkelling trips, shark encounters, whale Seawolf, a brand-new 50-foot launch built in Whitianga, setting sail for Auckland on Saturday last week. watching, surf safaris, spear fishing, jet skiing and island picnics.
