    STRATEGIC PROGRAMME FOR CLIMATE RESILIENCE (SPCR) UNDER THE PILOT PROGRAMME FOR CLIMATE RESILIENCE (PPCR) Climate-Resilient & Low-Carbon Sustainable Development Toward Maximizing the Royal Government of Bhutan’s Gross National Happiness GROSS NATIONAL HAPPINESS COMMISSION THE ROYAL GOVERNMENT OF BHUTAN FOREWORD The Royal Government of Bhutan (RGoB) recognizes the devastating impact that climate change is having on Bhutan’s economy and our vulnerable communities and biosphere, and we are committed to address these challenges and opportunities through the 12th Five Year Plan (2018-2023). In this context, during the 2009 Conference of the Parties 15 (COP 15) in Copenhagen, RGoB pledged to remain a carbon-neutral country, and has successfully done so. This was reaffirmed at the COP 21 in Paris in 2015. Despite being a negative-emission Least Developed Country (LDC), Bhutan continues to restrain its socioeconomic development to maintain more than 71% of its geographical area under forest cover,1 and currently more than 50% of the total land area is formally under protected areas2, biological corridors and natural reserves. In fact, our constitutional mandate declares that at least 60% of Bhutan’s total land areas shall remain under forest cover at all times. This Strategic Program for Climate Resilience (SPCR) represents a solid framework to build the climate- resilience of vulnerable sectors of the economy and at-risk communities across the country responding to the priorities of NDC.     MPs choose party event over Parliament duty October 7, 2020 MB Subba Speaker Wangchuk Namgyel is known to be strict with the proceedings of Parliament and a no- nonsense Speaker when it comes to Parliament issues. He has made this known to Members of Parliament after most of them missed an important meeting. A presentation of the annual audit report 2019 by Royal Audit Authority (RAA) was scheduled in the afternoon of October 5. It coincided with the introduction of Druk Nyamrup Tshogpa’s candidate for the Chhokhor-Tang bye-election. Astonishingly about 17 ruling party MPs, including four ministers that were in Thimphu, chose to attend the candidate launch over the audit meeting. In total, about 12 National Assembly members attended the meeting. But only two of them—the Speaker and Tashichhoeling MP Dil Maya Rai who attended the meeting as a member of the Public Accounts Committee (PAC)—were from the 30-member strong Ruling Party. Ten MPs from the 16-member Opposition Party attended the meeting, which is conducted annually by the PAC for MPs to clarify doubts and queries with RAA officials on irregularities reported in ministries and agencies. It was learnt that some of the MPs failed to turn up despite being within Thimphu without official duty. The lack of interest in the meeting from the MPs has come at a time when some people are questioning what they are up to in the Covid-19 pandemic. Speaker Wangchuk Namgyel said all the MPs were invited for the meeting while three were either on leave or official tours.

Ugyen Tshering/ICS Barking Deer safely Division (WCD) and Relocated Bumdeling Wildlife Sanctuary (BWS) forestry staff. According to the news release issued by WCD, the team was in Bumdeling this July, undertaking some research works on pupa of Deer enters human domain Ludlow’s Bhutan Glory after being chased by dogs when they sighted the Bhutan Tree Brown in the Pg 4 area. “It was a mere chance sighting,” said WCD’s forest officer, Sonam Wangdi who Thinley Dorji out for hunting Buddha captured the photo of the rare Mushroom butterfly. He believes that the Bhutan Tree Brown Bhutan Tree Brown might be very rare in Bhutan.
