GO(Ms) No. 18/2020/DMD dtd 17.06.2020 WHEREAS, Covid-19, is declared as a global pandemic by the World Health Organisation. The Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deploycd several stringent measures to control the spread of the epidemic. Since strict surveillance is the only tool to prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND WHEREAS, 3455 live cases are undergoing treatment in the district as on date, and epidemiological investigation is being carricd out in each case and their primary and secondary contacts is being traced for the effective containment of further transmission of disease. AND WHEREAS, new cases have been detected without any known source or link with COVID 19 patients or with any travel history, the district core group has recommended the following to be ineluded as containment zones. Chettivilakam AND WHEREAS, the containment zones in the was existing district analysed, based on the test conducted among the contacts and primary other containment activities it is evaluated that the spread of the disease is contained to a extent and the larger containment zones in the following wards are recommended to be withdrawn. Mylakkara AND the WHEREAS, District Authority has examined the matter in detail and is convinced that the requirement is genuine and urgent. NOW THEREFORE, I, Dr. Navjot Khosa IAS, District Collector & Chairperson of Distriet Disaster Management Authority under the powers vested with me as the District Authority to invoke the provisions envisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and passes the order as follows. Kallikadu Grama Panchayath 11. Mylakkara 2) The following wards in Thiruvananthapuram district are declared as containmentzone where the existing lockdown relaxations as per order cited 3 above shall not be applied and strict lock down measures shall continue until further orders. SI No LSGI Ward No, Name 19. Kudappanakunnu 1. Thiruvananthapuram Excluding Civil Station area at Kudappanakunnu Corporation 21. Chettivilakam 3) The wards adjoining these containment zone shall be treated as areas which needs special attention in a public health perspective. 4) Only essential activities will be allowed, ie shops selling essential groceries, medicines and food items like milk, vegetables, meat fish and essential services including Police, Health, Revenuc, LSG, Electricity Water supply and other essential central and state government establishments in containment zones and strict perimeter control will be enforced. The movement of persons in or out of the zones will not be permitted except for medical emergencies, maintaining supply of essential goods and services. 5) The Incident Commander and Tahsildar, of concerned Taluks shall ensure strict containment activities are being contemplated as per Government instructions. 6) SHO concerned shall ensure that proper barricading of the Containment Zone is made so as to regulate the movement of persons in and out of the containment zone. He shall also ensure the perimeter control and crowd control activities. 7) DPC (City) and DPC (Rural) shall ensure all guidelines issued by Government of India and Government of Kerala regarding the containment zones are complied with in letter and spirit. 8) Medical Officer/Superintendent of CHC Chettivilakam shall ensure the following. i. Shall coordinate with Police, Revenue and LSG for planning containment activitics, quaran tining the contacts for 14 days and ensure proper IEC. ii. Shall identify, isolate the positive patients and constantly monitor their health status over telephone. 3 ii. Shall conduct house to house ILI surveillance. listing of vulnerable, symptomatic persons pcople with high social contacts and sereen them using the HR available with the PHC with the help of Block PHC. iv. Shall update the details of positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. V. Shall ensure strict enforcement of SMS, Break the Chain. Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. 9 Block Medical Officers of CHC Chettivilakam shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 10) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a daily progress report to this office by 8.00 PM every day through email ddmatvpm.rev@kerala gov.in. 11) This order will be reviewed every day and relaxation will be allowed once in a week.     TRIVANDRUM DIVISION Thiruvananthapuram Division, at the southernmost tip of Indian Railway network, is the most popular gateway to many of the tourist destinations of Kerala and a small portion of Tamil Nadu. From a tourism perspective, the Division encompasses eight out of the fourteen districts of Kerala besides the famous Cape Comorin falling in Tamil Nadu. To the discerned traveler, any mention of Kerala, conjures in his mind, an image of pristine backwaters, palm fringed breaches, tranquil villages and greenery in profusion. Nature has created an amazing bounty of diversities ranging from hills and valleys, forests, lakes, rivers, backwaters, beaches and the sea along an elongated coastline. So, it seems quite natural when Kerala is referred to, as God’s own country. The division’s railway network has been a dedicated and efficient carrier of travelers and tourists to the various destinations falling within its range. Inauguration of Durontho Express & MEMU Services in the division has been one of the highlights of 2012-13. Thiruvananthapuram is a predominantly passenger oriented division, with an enviable record of having one in eight stations as being a ‘A’ category station i.e. annual earnings crossing Rs 6 crores. Two stations viz. Trivandrum Central and Ernakulam Jn are in ‘A1’ category with annual earnings over Rs 50 crores. Unreserved ticketing sector: Unreserved Ticketing System (UTS) has been commissioned at all railway stations in the division (72 Nos), except train halts, for which a revised Board policy is awaited. On an average, a total of 1.1 lakh UTS tickets are issued per day in the division.
