Hearing Order GH-002-2015 regarding NOVA Gas Transmission Ltd (NGTL) 2017 NGTL System Expansion Project Application of 31 March 2015 (Application)
On 31 March 2015, NGTL applied to the National Energy Board (Board or NEB) under sections 52 and 58 of Part III, and Part IV of the National Energy Board Act for a recommendation and related approvals to construct and operate the 2017 NGTL System Expansion Project (Project), a proposed expansion of its NGTL System in northern Alberta. The Project is a “designated project” pursuant to section 2(b) of the Canadian Environmental Assessment Act, 2012, for which the Board is the responsible authority.
On 29 May 2015, the Board determined the Application complete to proceed to assessment and set out the legislated time limit for the Board to submit its report with recommendation and decisions on the Project to the Governor in Council.
On 29 May 2015, the Board also issued a Notice of Public Hearing and Application to Participate, which included the List of Issues for consideration in the hearing for the proposed Project and the timeline for applying to participate.
On 21 July 2015, the Board issued the lists of the participants in this hearing [A71363].
Attached is Hearing Order GH-002-2015 (Hearing Order) which explains the procedures and steps in the hearing process approved by the Board for the assessment of the Application. The Hearing Order includes the Timetable of Events. …/2

The Board notes that NGTL has committed, in its response to the NEB Information Request No. 1, to file all of its Supplemental Studies by 30 September 2015 [A71173]. The Board expects NGTL to file any additional written evidence, including its Supplemental Studies as early as possible, or by that date.
The Board emphasizes the strict need for NGTL and all other Participants to meet all deadlines set out in the Timetable of Events; and for NGTL and all Intervenors to provide full responses to any information requests submitted during the course of the hearing.
The Board directs NGTL to distribute a copy of the Hearing Order and its Appendices, commencing immediately after receiving it, to all persons or groups engaged by NGTL in its stakeholder engagement process, including potentially affected landowners along the proposed routes; all Aboriginal groups engaged by NGTL and/or on the list provided to NGTL by the Major Projects Management Office; and all persons or agencies listed in the attached Schedule A.
