VARIOUS PROGRAMMES to MARK GOA LIBERATION DAY CELEBRATION December 17, 2019 Agrahayana 26, 1941 VARIOUS PROGRAMMES TO MARK GOA LIBERATION DAY CELEBRATION December 17, 2019 Agrahayana 26, 1941 The State Government will celebrate 58th Anniversary of the Liberation of the State of Goa. The main function will be held at SAG Ground, near swimming pool, Campal, Panaji at 9.15 am where Chief Minister Dr. Pramod Sawant will unfurl the national flag, take the salute, inspect the parade and will address to the people of the state. On the occasion Dr Sawant will present awards to those who have contributed in different fields. On his arrival at the venue of the function, the Chief Minister will be received by Minister for Revenue Smt. Jennifer Monserrate, Chief Secretary Shri Parimal Rai and Director General of Police. The flag hoisting ceremony will also be attended by Speaker of Goa Legislative Assembly Shri Rajesh Patnekar Cabinet Ministers, Leader of Opposition Shri Digambar Kamat, Judges of the High Court, Ld. Advocate General, MPs, MLA’s, President and Secretaries of Political Parties, Secretaries to Government, other Senior Officers and Heads of Departments, Freedom Fighters among others. Presentation of Cultural programme, National Integration songs, Mass PT Drill and singing of National Anthem will be the highlight of the celebration. Raj Bhavan, Donapaula, Old Secretariat, Panaji, New Secretariat building and Legslative Assembly Complex Porvorim and Directorate of Accounts Building Panaji will be illuminated on the nights of December 18 and 19, 2019. Various programmes have also been planned across the State particularly at the Taluka Headquarters at 9.15 a.m. Deputy Chief Minister, Shri Chandrakant (Babu) Kavlekar will perform flag hoisting ceremony at Margao, Minister for Art and Culture, Shri Govind Gaude will hoist National Tricolour at Ponda, Minister for Ports Shri Michael Lobo will perform flag hoisting ceremony at Mapusa, Minister for Panchayat Shri Mauvin Godinho will unfurl the flag at Vasco, Deputy Speaker Shri Isidore Fernandes will perform flag hoisting ceremony at Canacona, Deputy Chief Minister Shri Manohar (Babu) Azgaonkar will perform flag hoisting ceremony at Pernem, Minister for Power Shri Nilesh Cabral will perform flag hoisting ceremony at Quepem, Shri Prasad Gaonkar MLA will unfurl the flag at Sanguem, Minister for PWD Shri Deepak Pauskar will perform flag hoisting ceremony at Dharbandora, Shri Praveen Zantye MLA Mayem will perform flag hoisting ceremony at Bicholim and Dy. Collector of Sattari will perform flag hoisting ceremony at Sattari.     Aureliano FERNANDES, Lusotopie 2003 : 331-349 Goa´s Democratic Becoming and the Absence of Mass Political Violence olitical change, it is presumed, especially in transitional or emerging nations of Asia and Africa, is likely to be prefaced by massive political Pviolence. This phenomena, it is believed, not only threatens viability of these nation states, and their capacity to function effectively, but also forces the discipline of comparative politics to evolve new conceptualization in order to understand this crisis (Sloan 1971 : 12). This emasculation occurs as a result of transition « from empire to nation », a price for « liberation » from coloniality. Violence, therefore, becomes one more rationalization for American and Eurocentric formulations of the failure of emerging Asian- Indian nation-states as integrating forces. Clearly, therefore, the post colonial challenge subsists in the entrenchment of new state formations in a colonial past and their potential to redefine society to create a space for the varied culture world of its people, asserting diverse identities. In the case of Goa, a lusotopic space, its historical fashioning, its multicultural ethos, despite its ethnological diversity, and more importantly its democratic political institutions, more specifically its bi-party system have managed political change without the aberration of large scale mass political violence, vindicating the cause of democracy and the fact that orderly change is possible in transitional societies. Ironically the phenomenology of the « new imperialism » of the 21st Century, betrayed by deleterious violence against nations and peoples, seems to suggest that democratic political institutions have met their annihilation in the « land of their birth ». Violence in politics The role of violence as a medium of political discourse has increased strikingly in South Asia, Far East, Africa and South America in the post colonial era.

INTRODUCTION In exercise of the powers conferred by Clause (1) of Article 174 of the Constitution of India, Smt. Mridula Sinha, the Hon. Governor of Goa, vide Order dated the 15th June, 2017, summoned the Third Session of the Seventh Legislative Assembly of the State of Goa, which commenced on the 18th July, 2017 at 11 30 AM at the Assembly Hall, Porvorim, Goa. The National Anthem was played at the commencement of the Session. The August House has transacted an effective and significant business during its 15 sittings and had a total duration of 125 hours and 25 minutes. 2. DURATION OF THE SITTINGS OF THE HOUSE The total duration of the sittings of the House was 125 hours and 25 minutes.
